first looked like to say that the staff presentation sound like it was good the legislation doesn't match up with what the staff present if it did it would be acceptable. it promotes more than what the staff put forward. i believe that in order to make it workable all those limgsdz need to be built into the legislation so it's very clear. there's one thing clear and that's that the whole discussion about privatization has not taking care of on a public realm. there's a lot of controversy in new york that's been similarly proposed here there's a great deal of public concern about the consequences of those private
