that, i think we have to have rules once that's spent and the housing is established to accommodate people we never see a reduction in homeless we attract people to san francisco because there's no rules. if we provide the housing and mandate those individuals housed are treated for any problems as far as chemical addiction and alcohol and mental problems and job skill, training they need to live their lives independently when we put restrictions on that and not have people lout to be sleeping in public or private spaces without the consent of the private property owner you'll see slower migration of

highlight not all illegal unit maybe eligible to pursue the process. the proposed ordinance doesn't allow the life and safety fire codes and building codes and many of those units may not meet those requirements. the major units that will not be eligible for the life and safety codes as reported by dbi staff are the the access requirements of fire codes and the sprinklers in the safety units of 3 unit are more. i also want to acknowledge tom from the building inspectors and

my boss from the dbi are here for any questions. the department strongly supports this ordinance and asks the commission to approve that with some modifications. i'll go through all the modifications that were laid out in the report. so the first thing is remodifying we're proposing to modify the screen. as supervisor mentioned if there's no evictions during a certainty period those units will no problem not be eligible for the provision and we're going to move the screening process so property owners know they'll not be eligible it comes later in the process we don't want the applicants to start an
