the district as well as other local jurisdictions and stakeholder to agree on the standards. what is the bare minimum that the standards should be so to make sure we have the system prasht ability. so the mta should develop the system in the long-term. basically to continue to have the funding and the business plan that kind of idea but same thing maintain the recreational definition it might be more down the line the goals will make sense for synergy purposes. we recommend the region has a hybrid model to spin-off a nonprofit that's strongly supported by a public entity; right like with the 501 program
12:01 pm
and for jurisdictions that don't want to to do their own presumed to be innocent and programs that meet the programs that want to go ahead and make efforts on their own to make sure the region is supporting those efforts as well. and just finally >> so that means you can have other jurisdictions that can run the regions. >> yes. along with the capital matter just you making sure their speaking to one another and complimenting each other that's the goal. the other considerations mentioned i realize that in the back felt s ar we'll make sure their sprinklers better but how to achieve the social equality. we saw a presentation around
12:02 pm
north america and know you have to get their hands dirty the sfmta will have brainstorming groups how to solve the issue of bike sharing throughout the region it will take effort it's a challenge for the bicycle mode in general. there are by the evidence practices for those systems some thanksgiving things we've heard there are developers who want to write cheese cakes so their you currently is not a mechanism to achieve the funds so there has to be dedicated staff and mechanisms to make sure that can happen. we talked with the biefk rental folks and they're separate markets we believe but we need to marry they're clearly defined
12:03 pm
but the bike sharing is a short-term point to point use of the bicycle. finally there's this use even if public investment saying oh, bicycle sharing takes care of of itself are there's always a public investment if we're trying to define this this will define what is the prompt perspective 0 level of the public involvement. so with that, the next steps the sfmta is realized we'll be incorporating the feedback and bringing a final s ar through a regular board process and that could be early as the may board depending on the amount of feedback. thank you for your presentation and all your work on the s ar
12:04 pm
it's great to have a framework where san francisco, california expand with the regional system so i appreciate all your efforts. can we hear from the mta where we're at in terms of the expansion of our system here in san francisco. >> thanks good afternoon sprirdz keating maddox. just very quickly 3 points so right now, we're in the middle of station planning and outreach for a modest expansion of 17 stations that is part of the 50 stations in san francisco it will extend down market street and hate valley and into the triangle area so far as marketing and castro down
12:05 pm
valencia and we're planning that for right now we're in the thick of talking to neighborhood groups and merchants and doing our due diligence in the outreach. generally people are very excited about it especially in those areas there are going to be a lot of trade offices in terms of parking we have a lot of work to do and is there a timeframe >> it was supposed to have happened earlier this year. first, it was mirandize in some computable modifications but now there is a side issue going on in the issue. our mean software providers is still up for sale they filed for bankruptcy protection they were on the auction block and bids
12:06 pm
were due so we'll know later this month and we'll hopefully it will be bought by our current maintenance provider they can sort of move without hitch forward and sort of fire up production once more we don't know. it takes between 5 and 6 months to actually produce the equipment once it's ordered so at this point we'll be expanding this year >> can we meet off-line to talk about this. >> yes. >> so that's sort of the small-scale expansion and the other thing the mayor's office is hard at work laying the kind of infrastructureal organizational infrastructure for funding u fundraising in san francisco. so talking with the fundraiser
12:07 pm
and setting up the nonprofit that could accept the sponsoringship. it's great if the region wants to work on this but we're not stopping we don't want to end up a year from now. so >> so we're not necessarily looking at state of government stream for the program that's - >> that's it as well, but we definitely need to do what we're doing what we can to receive and attract the sources of private funds. we're also looking at private fund on this third point it was supposed to happen last month but in april the metropolitan transportation system is going to allocate another millions of
12:08 pm
dollars funding to bike sharing some will go to the east bay and other existing cities in the pilot we'll be expecting to get some of that money and one use is to do the primary engineering for a large expansion in san francisco. that will happen if you have any questions, i'll be happy to answer them >> thanks. >> was under a public comment on this item? great so let open this up for public comment >> good morning or afternoon kate. i want to thank you for your careful attention this is about bike sharing going forward will effect our city.

12:10 pm

12:11 pm
introduced? great so then we'll move on to item 12 which is general public comment. any general public comment please come forward >> joe with new district 8. i just want to get a commitment from the commissioners and the cac free minnesota for search and seizure and the disabled people. i think that it's in the budget and i think as commissioners and democrats you can get the money from the big companies from tax breaks and muni's and having free parking so i would urge all the commissioners and ta for the free minnesota for citizens and disabled and use up to 19 years of age thank you >> thank you any public comment

volunteering is really important because we can't do this. it's important to understand and a concept of learning how to take care of this park. we have almost a 160 acres in the district 10 area. >> it's fun to come out here. >> we have a park. it's better to take some of the stuff off the fences so people can look at the park. >> the street, every time, our friends. >> i think everybody should give back. we are very fortunate. we are successful
12:16 pm
with the company and it's time to give back. it's a great place for us. the weather is nice. no rain. beautiful san francisco. >> it's a great way to be able to have fun and give back and walk away with a great feeling. for more opportunities we have volunteering every single day of the week. get in touch with the parks and recreation center so come >> bonnie banks. bonnie banks. my definition of noise is

i didn't think that anyone was at hardly, and people come up and said i saw the show. i wish they had some kind of breakfast noise going on over there. i think a lot of people were being, walking out of the shows. that was incredible. i can't believe it's over already, after two hours. if you are reluctant to enjoy something like this it will probably take a mass of peers to sell you on it. it's fine if you stay away. most of the people that come to the shows are pretty happy to be here. you may not be one of them. which is fine.
12:22 pm
(clapping) >> so thank you all for coming out this morning, i'm edward reiskin i'm the director of transportation here in san francisco. happy to see you all here we're going to need everybody's help here today. where i will start we're lucky san francisco is a great city and one of the most walkable city if not in the world it attracts people here. it's a great city to walk around and be in. however, we we have a problem and the problem is people are getting killed in our streets and that shouldn't be happening pr it's unacceptable people are getting killed my seriously injured it's traefblg not only
12:23 pm
for the families especially for the families to whom it happens but for our whole city but the good news is it's preventable every one of those dedicates and serious injuries is preventable. the good news behind that is that we have great leadership in the city as manifested by the strong and power showing of folks behind me that are focused and committed and dedicated to preventing those serious collisions and fatality collisions so we get the benefits of our beautiful walkable city without worrying about getting hurt or killed. at the top of that primer is our chief collective who has brought people together to solve problems. i think what we're going to talk
12:24 pm
about today is the epitomize any so it's my enclosure to welcome to the mike mayor ed lee. (clapping.) >> thank you, ed for that introduction. of course, i prefer being outside somebody said it might rain but i'd love to be drenched by rain it's good for our city i want to thank you all the board of supervisors who have been with the pedestrian safety strategic with me. not only myself and personal resident and residential leaders of different community each supervisor a has given me the personal accounts of the dangerous intersection of the people who were lost of severely injured it's personal. i want to say today rather than
12:25 pm
having years where all of us in office are saying we're sorry for something to happen we'll rather be saying thank you for you for yielding and not running the red lights and thank you for not speeding. that's also going to be better than saying i'm sorry. this is what groups have taught us advocates in they're right and well deserving they have a loud voice not city but we should have loud easier and hearing about more being thankful. it begins with what was yourness you've heard about the awareness program that muni and other agencies are proechlt through attorneys whether it's radio or television or 3ri7bd materials
12:26 pm
on our buses we'll get them on the taxi spaces to get people to make sure that they know they can make themselves safer and drivers need to be safer and everybody on the road safer. the awareness champion can't work on its own. a good part of that and i'm always tafl to our police department is an increase of 12 percent i want to thank. them i know there's other valuable time by they okay. this is important preventing deaths and injuries. i will say to you this i've asked the police department awhile i do an awareness champion that says be nice and
12:27 pm
look twice i'm asking my officers not to be so nice enforcement is about the discipline in people's behavior they're not going to be nice when they see persons not yielding when red lights are run, and when speeding occurs puc. i'm asking our police officers not to be nice because that enforcement should have effects on people's behavior. supervisor avalos and supervisor chiu and all the intrifrz we don't want to say we're sorry. last year was the highest number of faltsdz in our city and traffic collisions we need to do more about it. so we're unveiling that and reminding everyone that traffic
12:28 pm
enforcement will be there throughout the city and we have evidence to back it up. the pedestrian strategic group that's he represented behind me buts by everyone and advocacy groups have taken a look at at the data that's improved more and more and built upon straevenlz of other cities and we've come up with a provided list of areas in of the city that represents the 6 percent of the street grids they end up being the sites where the fatalities happen and we need to focus on those right now and right away. even though we have $50 million
12:29 pm
embedded in the bond that we plan to present to the voters in november the transportation infrastructure bond we have come up with an immediate $17 million to promote the walk first program in san francisco. it's literally taking the highest percentage of intersections and streets and kindergartners and putting some designs of safety idea in plays play. for example, i'll give you a few examples that represents across the city of the locations. sutter street throughout sutter street signal timing changes and continental contractions and on folsom street and improved at the city clerk's office ton and

striping changes on silver across the town and many trrnz claiming gary and palm and 6th and 16th and moo sonic and specifically by request i wasn't the first one to think of this we're going to put the 13 at the yorba and that speeding is unacceptable awhile we're waiting for the 13 i've specifically asked our chief and he's responded with a specifics officer to catch people so we're going to make the city safer. this is our
