this measure if we pass it today will be the strongly e cigarette legislation on any city in the united states. i wanted to thank the youth institute tobacco reduce like malaysia centers and the commissioners and many others from the b y d c and the grassroots for helping to educate me. last december i introduced this legislation to strike it in san francisco it will amended the current health care and prohibit the electronic cigarettes where smoking is prohibited. i'm going to do a demonstration so i can see the simulation like at about electronic devices side when you inhale it a little light goes on and it emits a substance that has nicotine and

other harm fill toxins in the room. it's important i had a banana flafrd one but other flavors from bubble gum and gummy bears and other flavors are not targeted at elders their targeted at the teens and youth. different billboards that are in our coalition have put up over the year the e cigarettes are being sold in american people wild west lewd. alongside candy bars and they're in different types of flavors from the range of them i mentioned are really targeted at young people. right now nights to the regulated and this ordinance

will help us understand the impacts it would prohibit the use of the electronic cigarettes it will require a tobacco permit for the sale of electronic cigarettes and prohibit the sale of tobacco produce. i want to thank mayor ed lee in their office for the continued support and my co-sponsor supervisor chiu and supervisor avalos and kneeing for their sponsorships as well and other colleagues. in the past several months my office has worked with the hardworking public health department staff and the lead leadership and the uscf researches and the vietnam niece and folks to educate ourselves on this new industry. march 6 we held the rules

committee that passed with unanimous support this ordinance and yesterday it received unanimous support under the youth commission and it was supported by other committees. with the growing popular the it was total legal what i do in the room but with they're growing popularity it's time to regulate them to protect businesses and individuals. despite air - the number of types of businesses that are selling it there is a doubling of the sekdz teens and i did not know people have been an

incredible growing users but we have no regulation in place for sekdz this will help the industry to not allow the sale but only regulated like sects. the youth using sekdz have doubled and nothing it more important than protecting the health of young people if we do nothing we will have a whole new generation of people hooked on harmony nicotine devices. nicotine is a highly addict

call. today, i'm introducing a comprehensive over hall of the san francisco policies on graffiti. this is a product of months of calculation including the city attorney's office dennis herrera and the directors of mta director reiskin and the director of dpw director mohammed and 311 center as well as the police department the graffiti advisory board and the san francisco arts commission and san francisco beautiful and local artists. they all joined me at a press convention. i want to thank them all for coming and helping us to craft this legislation. accordingly to the budget and elective analysts it costs the

city nearly $20,000 a year not only by property owners. i see the human costs that graffiti considers and i hear from property owners who faithfully paint over graffiti i see that muni riders because the busses are at the yard being cleaned of vandalism. i've seen the entire budget be spent simply on removing graffiti from the public art. it's important for us as a city to do something about it is a serious problem. instead in developing this legislation i didn't want to follow a path by those who view every crime as a opportunity for

yet a harsher punishment but instead we've researched the jurisdiction including new york and san diego to develop a plan that will provide better outcomes for graffiti offenders that there are many pieces of the puzzle. two parts includes administrator fixes and elective fix or so we estimate over 90 percent of the graffiti in san francisco are from serial offenders. pursueing a criminal tag is really an effective you use of resources but the criminal courts have approved the inappropriate approval for the

departments who have been impacted. i want to thank the departments for working hard to get to this point their excited as you all know this is a major problem a $20 million problem. so in short i'm confident the city will be better off as a result of moving forward on this and i landmark to having a discussion and supervisor farrell has said count me in but i want to mention as a former art director the most frult thing is when their murals get painted over or their criminalized because of people that are tagging buses not all

artists are criminals but all artists shouldn't be penalized and they too want to so reform so we're addressing those issues appropriate. i look forward to come back in a year and looking at the hopefully, the huge amount of savings as we save on graffiti abatement. the second item i have is about the drought. i know we're tired of hearing conversation about the drought but it's an important conversation. i was just in d.c. and had a great opportunity to meet with senator dianne feinstein who talked about what we needed to do on a local level in regards for planning for the future that includes developing new areas

for reserve so we're collecting as much water as we can so when we're experiencing a drought we're not nerve about what the future holds for our state. so governor jerry brown issued a state of emergency and hetch hetchy watershed that provides water was at the 40 percent of its normal level and the snow backing pack was at the 32 percent we've asked customers to involuntarily reduce their water by 10 percent and particularly in san francisco have exceeded dispensations. earlier this month i urged the california legislator to fund 3 projects for san francisco and

that resolution passed the board on particular case 11 on one month prior; isn't that right dianne feinstein introduced the california emergency drought act. the act directs the epa to prioritize projects that can immediately provide water to the public 40 with health care problems and for a range of water supply projects including ground water wells and others conservation technology are the act funds reduce the impact of the drought and could provide funding for the 3 projects so today, i'm interrogating a resolution to pass dianne

layers of folks who needed additional assistance when searching for a job opportunity. and so this is an extension of the lease and the location where they've been quite successful but more importantly we've not gotten the more recently numbers for this location but from personal experience in walking around the community usually people are walking up to me and saying i need a job can you help me now they're walking up and saying i jot a job because of the one stop i'm working with an organization some people are working in retail starnts and working out in the airport or the building trade all because we're making sure that our job one stop in the western edition has the resources.

i'm introducing legislation to reform the district work force program. you may remember last year the city reviewed our work force programs because no one could tell us how much money we were spending. our city spends close to $70 million for the work group program and we continue to have the oversight of the system. currently, the individual departments set the programs and there's no citywide assessment of who needs the work force program and no analysis of the systems. with no standardized data across the departments data are not strategicly used for money. given we're going to spend close to $70 million we need to do better in helping the san

franciscans the workers were some san franciscans are doing better there is still a gap between those two struggle. this ordinance was done with the workforce development and other agencies which also compliments other efforts by mayor's office. our ordinance will remove the unworkable system and help with the initiatives in the 15 or to decide departments. it will create a citywide workforce committee to have a strategic plan and cooperating plans and expenditures and attracting perform measures. this is significant in that that will be the first plan ordinance it will escalate the nonprofit

providers and increase the quality of their participation in the advisory group. as we work to make sure that all san franciscans can participate we want to make sure we're investor our dollars wisely it will create a workforce strategy for the first time. i have a second item colleagues i'll ask you to join me to prohibit the long-term insurance from charging higher premium rates thank you supervisor kim's and supervisor cowen. recently some major providers of long-term care insurance company a seeking to get the increases based on gender that shifts a greater than burden. from charring woman higher
