this accept and expand extend on behalf of the google will provide wifi access to parks and open spaces here in san francisco it's over $600,000 and includes a contract within city and county of san francisco and the maintenance of the project but also funded by sf city member google. we choose the sites across san francisco to make sure they recommended every spoiler district choose the sites for the most bang for the buck. and vessels sites that have the highest numbers of visitors and that will allow community groups with wireless access that didn't have it before. through sf google they're providing the funding and we will provide the maintenance and our rec and park department will be the host of the installation

transportation authority to make this a reality. we know this occurs the traffic facilities occur throughout our city and we also know it happens that over 60 percent of our facilities happen on 6 percent of our corridors. if we even invested one of percent of our corridors over the next few years we'll be able to reduce our entries and fatalities by over half. our office is working with supervisor yee and supervisor avalos on putting some elements of vision zero into our quoted codes so we'll be bringing in an ordnance particularly around our police codes as well. and i'm sorry and we look forward to working with sfmta that has passed a resolution supervisor kim to resolution as well. i want to give up any time to supervisor avalos >> supervisor avalos.

>> thank you president chiu i wanted to say thank you to supervisor kim and supervisor yee for bringing those issues forward. the board of supervisors and the transportation authority have really taken leadership on a current crisis we're having. it's clear we can pass resolutions but the effort we've made and the hearings we've have brought u brought the agencies together. this leadership we've taken at the board is significant and we have to stay on our departments to make sure we're moving forward with clear plans around our 3 e's here so i look forward to working with you colleagues we've created a special committee on the transportation authority that will be meeting especially on our 24 project in 24 months that will enable us to make a difference rapid in the

city for the bicyclists. supervisor wiener >> thank you, mr. president. i'm excel supportive of this i want to thank the authors. i know that the education and enforcement pieces will fall into place and i've seen an increase in enforcement it's terrific. and some of the activity in this board chambers has been some of the impetus in getting this done and the advocates in the community. i just want to and i know i so you do like a broken record but the engineering aspect is so important no matter how much education or enforcement being human beings we're not all tentative all the time we're imperfect per we're not going to

have police officers every where and fundamentally we have to redesign our streets to maxim maximumize safety for all. it takes money but i think we're seeing nor resources being dedicated to those redesigns both from our budget and also through development impact fees but the prop k problem is we continue to see bureaucratic bottle necks that water down and sometimes kill very important pedestrian and transit safety projects. unfortunate there are some departments that continue to make objections that negatively impact the prongs. i and others have been involved with the fire department in particular that has strong views. i have great respect for the fire department but i respectfully san diego we saw a

few weeks good in supervisor breed district extending a platform to accommodate two trains this fire department opposed that it that looks like it will be shoernd so whoever is stepping off the car is going into traffic. whatever resolutions we pass we have to follow up working and being really involved if the process so those departments know this is a priority. and had that those decisions really effect real people and have pronounced effects. so i look forward to working with you will have you those projects matter and supervisor yee >> thank you president chiu. i also want to thank my

there are 11 i's. the resolution is adapted. item 22. item 22 is an ordinance amending the health care on sale and use of electronic cigarettes >> supervisor mar. >> colleagues i'm joined by our health officer who is from the public health department and our tobacco free coalition who has led to pass a responsible policy on regulating electronic or e cigarettes today. this measure if we pass it today will be the strongly e cigarette legislation on any city in the united states. i wanted to thank the youth institute tobacco reduce like malaysia centers and the commissioners and many others from the b y d c and the grassroots for helping to

educate me. last december i introduced this legislation to strike it in san francisco it will amended the current health care and prohibit the electronic cigarettes where smoking is prohibited. i'm going to do a demonstration so i can see the simulation like at about electronic devices side when you inhale it a little light goes on and it emits a substance that has nicotine and other harm fill toxins in the room. it's important i had a banana flafrd one but other flavors from bubble gum and gummy bears and other flavors are not targeted at elders their targeted at the teens and youth.

different billboards that are in our coalition have put up over the year the e cigarettes are being sold in american people wild west lewd. alongside candy bars and they're in different types of flavors from the range of them i mentioned are really targeted at young people. right now nights to the regulated and this ordinance will help us understand the impacts it would prohibit the use of the electronic cigarettes it will require a tobacco permit for the sale of electronic cigarettes and prohibit the sale of tobacco produce. i want to thank mayor ed lee in their office for the continued

support and my co-sponsor supervisor chiu and supervisor avalos and kneeing for their sponsorships as well and other colleagues. in the past several months my office has worked with the hardworking public health department staff and the lead leadership and the uscf researches and the vietnam niece and folks to educate ourselves on this new industry. march 6 we held the rules committee that passed with unanimous support this ordinance and yesterday it received unanimous support under the youth commission and it was supported by other committees. with the growing popular the it was total legal what i do in the

room but with they're growing popularity it's time to regulate them to protect businesses and individuals. despite air - the number of types of businesses that are selling it there is a doubling of the sekdz teens and i did not know people have been an incredible growing users but we have no regulation in place for sekdz this will help the industry to not allow the sale but only regulated like sects.

the youth using sekdz have doubled and nothing it more important than protecting the health of young people if we do nothing we will have a whole new generation of people hooked on harmony nicotine devices. nicotine is a highly addict active chemical. we're joining a number of cities we're not the first but we would be the first big city with a strong regulation but we're joining richmond and boston and seattle and many states as well in regulating e cigarettes.

those device are abandon in hospitals and most airports. i hope the urgency will give you some sense of how the industry is expanding and we need to act rapidly if this is passed today, we will be cooperating with chicago and new york to make sure we're working with the national orchestras is from the american cancer society and the america heart association and the smokers rights at the national level. i thank the tobacco coalition and karen and bob who are here and many others for their leadership but especially the young people are that are organizing to raise their voices

to pass those important policies. with that would the doctor like to give the public prospective >> good afternoon. i want to thank the board of supervisors for role the leadership they've stone shown over the decades on this issue of tobacco produces. 195040 percent of people smoked sects and by 1990 down to 40 powers we now have 12.9 percent in san francisco that have been smoking that's a terrific accomplishment and we want to preserve that accomplishment and that's the social norms around making smoking unacceptable. smoking e cigarettes is a safe

alternative to smoking cigarettes this is the harm reduction argument. another argument smoking e cigarettes may help people to stop smoking cigarettes here's what they're saying therefore we should continue to allow anyone to smoke cigarettes anywhere and we don't want to do that. right now people can go ahead and smoke cigarettes anywhere that will reduce the smoking norms we've achieved. we don't know wyoming want to provide free e cigarette attorneys to our children and obviously not promote nicotine addiction. everyone is behind feel and thank you for your continued leadership in this area
