previous policies in the plan for what they call the open water baseline and essentially there's a place that the port commits to protect open waters and bay areas in those locations. we won't be doing more fill projects so we'll respond to the policies. the darker blue areas are the future study easier where we might designate those as open water baselines and one of the conditions we're working on is to identify a new open water baseline for the san francisco waterfront. the red just the piers are those piers that were designated for removal and most of them have, in fact, been removed.

port in b cd v or c had a choice in the planning process. we have been working closely with the staff but particularly land use i didn't low with the b c staff the staff level thought it was a good time to refresh and go out to the stakeholder focus group to look at the waterfront to see not only the suggestions and ideas we might learn for southern california our concerns on pier 27 but how people experience the pier now and where there are other public benefit opportunities that the port and b c should know about in taking a forward look at the waterfront so we convened a group a various set of stakeholders interests in march

times and business environmental there's a roster in the handout that was provided to you by jackie advance by the way, i need to acknowledge her this process wouldn't be here without all the work. but as you see in the roster we have a really diverse collaboration across many difference expertise areas we're looking at how can public utilities access work with maritime interests and environmental interests and business needs and tourist opportunity as well as other opportunities. i want to thank president indicating for colts to a number

of our meetings and helping to foster that with the chair and the b c commission. the ideas we have posed in a series of meetings with them and walking tours on the waterfront are places where you can really get to or desire extraordinary views of the by the way, and give us feedback on the question of fill removal should we be removing historic piers or try to look for non-historic fill in exchange for that. where are there desirable access points are they connected do people know how to find them. in fisherman's wharf we expanded the study to look at fisherman's

wharf. because fisherman's wharf is under the 50 percent rule the restrictions and that's an implement for the restaurants businesses in particular and we want to find a solution for fisherman's wharf like we found for the western waterfront so they can maintain and do seismic retrofits. we also took spent a lot of time at the pier 27 itself and going out to the site and experiencing what the pier 27 and i think it really inspired a lot of really interesting >> and outside the box thinking and comments. in the categories that we structured the meeting discussions i wanted to give you a quick summary of the feedback we've received so for.

with respect to look at the waterfront overall that primarily for the half of the waterfront the connections between existing and new public access and open space opportunity are called out as an important contribute that should be advanced further. there are a lot of access points people don't know about people spent time and money and the public doesn't appreciate it yet there are many siengz and interpretations people want to see on the waterfront they want to know about the mar times history and what happened on the waterfront and those are features we've incorporated as much as possible. we were looking for public restrooms and we've got a lot of feedback open pedestrian bicycle

flow and the difficulties we often experience along the embarcadero and encouragement to find ways to make that experience better. in particular that protein exists loan e along the embarcadero and we talk about the business needs of the waterfront too where the piers and the front door to those businesses needs to be able to accommodate access. so there's i think a lot of discussions about how is it we can improve the bicycle access but not at the expense of our businesses and how can we make better use of the west side of the embarcadero along the city side where it's not used and try to help with that including safer pedestrian crossings and

enforcements of the traffic rules to make it safer for bikes and pedestrians. i got attention in as we've experienced with piers 9 and 15 there are public access opportunity in those marginal wharf areas to step off at the flow of the embarcadero promise in addition and took a look at the bay and create activities that make the waterfront more engaging pr there's a continued effort to eventually phase out parking where we can as transportation alternatives are provided for and to beautify the waterfront. those were called out like the america's cup called for there's

continued focus on that. with respect to parking and transportation in general, i think it sort of overlaps there is a recognition from the business interests there are deliveries and parking and access needs for our businesses in the piers and yet how do we manage that along with safe flow along the promise in addition and the port has been phasing out parking over the last 10 to 12 years that has to continue and hopefully finding ways to have safer bike access and that's on the promise in addition not a preclude the businesses from access as well.

we switched and look at it did ferry building area. in general the working group find that the behind the ferry building is an essential part of the waterfront and yet so unimproved and ininviting it should be prioritized for improvement. there's a lot of public space there but it's not well-connected. there's a lot of mixing of cars and people particularly when we have the farmer's market in play. again, we have a lot of important business needs on the maritime side so there's a a great deal of interest to start diving in deeper to figure out how to support those businesses but look at changes that make that public space for accessible and inviting in the waterfront.

with respect to the plaza area itself i think most of those points out relate to the statement i just made we do have bart that is undergoing some major security improvements. golden gate ferry is improving their floats for the practitioner we're working with the ferry group they're looking at to improve their facilities and we have a day to day operations e o p i want to thank jan conner's has it relates to the farmer's market and making sure that we meet the needs of the ferry building as well and that's in addition to trying to grow ferries in the area. so, in fact, most of the entities are represented on the

worker group. pier 23 to 31 is in the heart of historic district it's the most intact collection of our pier and bulk heads. in general the working group understand the embarcadero district overall and yet to try to penetrate the areas to get people in the embarcadero to the waterside when you get out to the tip of pier 27 and look at the city and the piers 29 and 31 people saw if we can be creative about this experience at the end of the pier 27 tip that connected with pier access around the piers there are is an

opportunity for the open water baseline improvements that we should be, you know, give us some insight for the planning facilities as we move forward. we're looking at water recreation for kayaks and that's to look for areas that can happen at the end of pier 27 it's not because of the tides a good place to go. i've already touched on the main points that the importance of pier 27, 29 tip the one thing people recognition it, it's way out there. and to try to get people from the embarcadero all the way through a very large pier out to that point as extraordinary as it is is going to take some

extra doing there's a recognition that special events and activities that gives interest to that location is part of the mix that should be considered and pilots and experiment that invites people is a good thing to do. when we have the crews terminal up and running that will be telling us we're looking at xernt this area. with respect to fisherman's wharf we did walking tours in fisherman's wharf. most people have focused on the triangle parking lot and the pier 43 promise in addition we've spent time and creating a planning codes at the end of the

east side where the pier 43 acre is and the jefferson street improvements ultimately will reach out there join up to the pier 43 acre and that point i didn't part of the triangle offered up a good location for a public benefit package to list the 50 percent rule but the whole fish alley area between taylor and hyde street. we goat into the little go wafers that are reflective of fisherman's wharf history that even the locals many of the locals doesn't know it was there. they assigned a high-level of value so there's public access benefits that could be planned for fisherman's wharf that will help to justify the lifting of the 50 percent rule. maritime and public cease. there are places are security or

other operational requirements for some of our mar times building needs does not coincide with the ability to invite the public to assess r access two of those edges. in the past we've had some struggles to sort that out. we do anticipate having policies to provide better clarity of the conditions under which our mar times industry can operate in the northern waterfront and where they might trumpet the need for public access because of the prieblg requirement of those uses. and again, i have mentioned water ornltd recreation that's a growing public access to the water physically activity that is relatively new. most people have been looking at places walk along the waterfront

but we're trying to identify where launch sites are to support those kinds of uses as part of the package of the public benefits for the waterfront. again on the historic district the embarcadero historic district is highly valued it's a precious resource and in general there's a desire from the working group prospective to safe save as is will many of the historic sheds as possible. preponderance of evidence we have some facilities that may be too far gone so b cdc is looking at the districts for handling those historic resources. in terms of next steps we had meetings with this working group

for the better part of 2013 and the comments and recommendations that came to them is in the report that was distributed to you. within that there's a desire we didn't really, you know, force them but they volunteered time to stay on working with the b cdc and the port staff to try and humane and distinctly for specific ideas how fisherman's wharf and the ferry buildings areas can you improved to deliver public benefits and take into account how to 0 improve the interconnected and way finding public access along san francisco waterfront. so we're very gravel to the subcommittee for volunteering the time and moving forward. we're meeting with them now and into next month in support of a

public workshop we anticipate having in june where we're propose those general expects for the public to weigh in on before we come back to this committee. there will be implementation recommendations with the recommendations so the staff will take the led at understanding our cost phasing implementation details so in order to support a recommendation for new improvements. we expect that will be happening at the end of the summer and into the softball. because the scope of the discussions have been collaborative and intelligent and really they've been very creative the group i know as amazed a great deal of

understanding about the waterfront and while that process was happening we've been supporting piers thirty and 32 planning process whereas, part of the golden gate warriors project there's a need to consider possible off sight public benefits for b cdc consideration as part of their review for the golden gate warriors project. we could have sat with the piers thirty and 32 to talk about the public benefits we realized that process offered a boarder process to support those discussions so the working group members on the b cdc process have been gracious enough to be willing to take on a a couple more meetings to meet with the

piers and we can talk about the public benefits that have been identified so far can be considered a valuable feature if the golden gate warriors project moved with the consideration. so we're very gravity for all the wish that's been done. one of the reasons we've had collaborative meetings they've been helping us through the policy director who has helped to facilitate those discussions and we're gravel and thank you listening i didn't low and jackie with our planning and development and brad benson, you know, always evidently all the time. we'll come in the summer with

partnership with the b cdc and the list of participants in the community including some of those who we sit across the tables from. i have two comments one in the handout you gave us for the port wide objective we talked about the march presentation. how is water transport given we're concerned about the congestion on embarcadero and why not more attention be paid we should think about the embarcadero open the water and not only on the land and move people up and down. there's a lot of infrastructure to be thought through in terms of adding important taxis and

water vehicles and not only in the east west to have suggestions and recommendations how the vision can happen in the future. that's more of the high-level one and i was reminded as i was walking across the parking lot i was crossing at the light and there were bikes that stopped at the red lights other went by. so on the waterfront i recommend we put signs on the waterfront if you're on a bicycle please observe the traffic signals. and the safety on embarcadero should be incorporated so my comment is a tactical issue but

safety is something we should consider given the congestion and the cars and bicycles and pedestrians is on the rise. i in the baseline there's a practical suggestion as much as i know the bicycle coalition is trying to encourage people to look at the traffic signs we've have better safety and less accidents. this is not only on embarcadero but all over the city we need to remind people and have less tragedies >> i agree. thank you very much. if i could add there are, you know, other city efforts currently underway are just starting that relate to the traffic and transportation issues.

you've had a couple of breeflz on the waterfront assessments that mta is leading in terms of the water connection and that's daily in there. there's a place to incorporate about with respect to the bike access along embarcadero as part of the transportation issue mta is starting up a bike study so say we have a dangerous condition on embarcadero if we want to separate the bikes from the pedestrians but bike conducted is essential as giving for o more space to that mode as well. it's early on but i know that mta is cognizant of those issues and it's really fortunate we have those groups together other
