were actual proponent of the measure. recently as people have read in the news the campaign co-chair of the prop b campaign submitted 25 arguments almost identical to be appointed the official proponent of the measure and was appoint so we have a campaign cultural of west side stealing the opposition argument and getting lending. this doesn't serve democracy and the needs of the voters and the process on consciousness on the ballots to make an informed decision. this is time to close that because an opponent got
7:01 am
appointed i could see this becoming the norm where in every election everyone is trying to steel the official proponent argument that p so this will limit one person to submit one ballot argument as the official argument for any given ballot measure. this doesn't completely eliminate the problem but one major loophole. i'm not asking for a vote today but asking the city attorney for other ethics code to be sure with the official ballots in the handbook serve the purpose to allow the voters to hear both sides and the rest i'll submit >> supervisor wiener. >> supervisor yee.
7:02 am
>> adding a few more words on the trip to d.c. on which supervisor wiener and myself joined many people to advocate for the water funding that's left on the federal level. it's interesting i know we've read about gridlock but to hear first-hand was sad but i think there was optimistic e optimism so we'll keep our fingers crossed. i want to submit a enemy for mr. dennis sadly he passed away suddenly on march 12 he is survived by his wife and two
7:03 am
sons. he also their family was a former longer resident of district 7 but i knew dennis during the time he was working with the san francisco disgust for 35 years and retired as the director of transportation. during the time i was on the school board i got to know dennis for his skill level a great person to be around. when you're the head of transportation and we're scaling down on what we would be able to offer to students he would have to - the 7 of us would demand different things at meetings and
7:04 am
times aftertime he would accept the challenge with a smile and come back with the information we needed. i've enjoyed working with him many of his friends and colleagues will solely miss him. the memorial service is on march 22nd at the 11:00 a.m. at the doug i think so sarah mortgage - mortuary the rest i'll submit >> thank you supervisor campos. >> i wanted to add a couple of words it's sad when you have to do a memoriam mormon there are 3 people i wanted to say something
7:05 am
about beginning with ron smith thank you. i had the pleasure of working with him drafting legislation the master plan and ron was a class act in every sense of the word and very smart and thoughtful and the sweetest person you picture him with his boo tie and also looking as sharp as ever. i want to thank supervisor kim for the memoriam for jim glover flanagan who was another kind solely soul who was dedicated to the city and transportation in particular. i was really impressed when i first met i am he would get on muni and ride the muni lines throughout the city to get a

first-hand knowledge of the experience of other riders especially seniors and folks with disabilities. and, you know, mr. flanagan your service was greatly appreciated we'll certainly miss you and lastly thank you supervisor yee. the memoriam for dennis i met him he was the director of the transportation for the unified school district. he made that system run with very little money and made sure that every kid had the opportunity to get to school. it is my duty it's hard to
7:07 am
imagine dennis garden not being around but the children from san francisco benefited from his decades of public service. i appreciated his knowledge but more than imagine i appreciated his kind spirit and sense of humor. rest in peace dennis >> thank you supervisor campos all those items and mr. president, that concludes our presentations. >> the public may comment members of the public may address the commission on matters that are within the commission's jurisdiction and are not on today's agenda please direct our remarks to the committee as a whole not to the audience. and speakers will be allowed

twice the time to testify if you need an interpreter. >> thank you ladies and gentlemen, why don't we start our public comment first speaker two minutes. >> good afternoon, members of the board i'm the director of the libraries users association we're concerned about what's coming at you in a short time which being a library spaces and services destruction funding that's a $3.2 million for a teen center and a library learning literacy learning center. of course, we certainly falsify and does not oppose teens or literacy but those are unproven programs and will have a harmful
7:09 am
and negative effect which the library has not discussed in its document yesterday nor to the library commission and those include the access to the fifth floor and the magazines to the brooks hall are in brief what we as far know is the teen center project and the teen literacy learning center are a library destruction project there's 0 no mention of what happens to the fifth floor magazines and that orally when we press them they finally said that thousands of bounds of magazines would be moved and that means no browsing by patrons and no access and a twenty-four hours wait for the
7:10 am
material >> yesterday capital planning committee they said they were coming to the budget approval but they've started demolition. we certainly oppose this because it displaces and destroys access to the public and the there are so many unanswered questions. >> thank you. thank you. next speaker. >> i'm lewis roberts. >> i hold a credential in teaching. >> i'm a graduate of san jose state and hold a lifetime credential and i came to san francisco in 87. i've been a student at state and federal city college off and on

and now a student. i came friday to the meeting here at the supervisors. the intent of the students and myself was to have the board of education reinstated at which time we were promised by 3 supervisors to forward the resolution so i came today to see the resolution i'm looking forward to seeing that. when i vote for anyone i don't except them to be eliminated unless they're dead or committed a felony in which case neither has happened with the san francisco city college board of education so i'm looking forward to seeing the san francisco bvks

7:21 am
attack against the bible and christians and families. as you promote homosexuality i know things have changed this is not the old testament and the king tore people's houses down. the bible said to stone the homosexuals and others adulters and repairs and in the new testament it's still wrong in the new testament it's really wrong and let me prove that jesus said if i completed adultery on my wife she could forgive me or say i'm going to find a real man, i wouldn't be able as a christian to get

7:23 am
getting the displacement so we need to make sure those nonprofits are not getting the citywide benefits. there's a lot of tech people in this room. you know, between the board of supervisors and the san francisco chronicle we're doing a lot of bashing the tech people the attorneys have left that's at that discrepancyy. we get all high-handed because we've got all those tech companies we had a multiple national company with thousands and thousands of employees we walked out the door and left this is bank of america. don't think we can't lose them the sport team gutting got up and left alabama calling everyday to twitter.
7:24 am

7:28 am
for the legislation around that time i was taking the bar examination and finding out found out my results i gave him expired to find out more about where medicine and law come together, of course, open a bed in a mattress but sometimes, it's in a club an 2701 bay street in berkley you can pay 5 bucks to enjoy user in the eagle that's why i went in 2012 so i went in there, i.e., building this was my birthday on the 18 we spent not more than 10 hours and came back home
