but we are not able to get thbut we are not able to get the t co but we are not able to get the but we are not able to get thr but we are not able to get the information. >> (speaking foreign language.) >> i'm very honored to be here to share my story this is not only my story but many immigrant families to rely on their families for transactions i'm happy to be here. >> we'll be happy to take a question or too. >> is it existing federal money or new federal money. >> it will be a draw down of federal money, money we're not currently getting so for every dollar we can draw down additional dollars other states
8:01 am
doesn't have a great need as california with the languages that are spoken and people that don't have the fluency you need. the 3 to one federal match is a excelling 0 thing because the lions share is a covered by the federal fund but has a flow to the state >> for the hospitals that need more treerlts. >> it would mean more interpreters on the ground and in some cases it would also mean translation services are available remotely so you'd have trick or treats for the language interpretation that are remotely assessed that are less common but more specific now net
8:02 am
incomes has a variety of languages in san francisco but if you have someone that spoke russian that's less common you'll get case to those services. >> if there's an emergency like the flight asiana you could employ people. >> you can deploy them remotely. >> we would have had the reality there were so many provider in san francisco that had the language skills necessary for a passenger based upon significantly which ones
8:03 am
and korean was very important for that flight. >> this is san francisco remembering kree commission. >> commissioner brul. >> commissioner lo. >> here. >> commissioner mcdonald. >> here. >> harrison and lovington do have excused absences for today. just as a reminder, if you have any electronic devices, if you could turn those off so they do not go off during the meeting. also, on each item, each person will have commissioner, three minutes? >> yes. >> three minutes for public comment on each item. general public comment is items number 4 on
8:04 am
the agenda, and that's if you want to speak on an item not on calendar today. it will be continued again on item 10. and just lastly as a reminder, when you come up for public comment, address your comment to the commission, neither the commission nor staff will respond to public comment. the commissioner may ask staff to comment after you're through with public comment. we're on item 2, the president's report. >> i have a few honorary things to perform before the agenda. there's three people i want to acknowledge. first is alex randolph who is the director of community affairs with the department. and i want to read a brief note and that's dear alex, i write upon your departure from the recreation
8:05 am
and park department to express my heart felt gratitude for all your works. you're gifted with public -- please know that you have my best wishes as you transition to an exciting next chapter in which i know will be a rewarding life. best mark fuel. i want to note where alex is headed. he's been appointed by president obama as the special assist tant with the general assistant in reach nine. alex. >> commissioner, if i could -- >> general manager, before we bring alex up, i want to offer a couple of remarks because when this happened rather quickly, and if
8:06 am
there is ever been bittersweet news, this is it. and it's bittersweet because i'm very sad we're losing truly one of our most talented and dedicated staffers. alex has this incredible grace about him in his approach to community engagement, that he has been able to foster collaboration and consensus while keeping his eye on the key priority for open space and for our department. he was as responsible as anyone for the city and county of san francisco landing. the 2015 greater to greener international parks conference. this is several cities competed to host the conference that will be in san francisco and large part because of alex's work on our application and his excellent project manager with
8:07 am
ten other open space agencies around the bay area. and it's also the bitter piece of this is i'm sad because i've had the great pleasure of working with alex in not just this job, but i had the pleasure of hiring alex in his first job in city government in 2007 when i was working in the mayor's office and alex was a fresh and idealistic man. we worked in that capacity, but wait, there's more. i had pleasure of being alex's professor. alex went to get his master's in public administration from san francisco state and a semester and i was teaching a sexy course in human resources and alex was one of my students and he got an a and
8:08 am
he earned it. and so i'm sad, but i also because of our personal relationship, alex i take a great amount of pride in this next stage in your career and in a sense in your decision to follow your star. you are the -- i know you didn't make this decision lightly but we should be encouraged to follow your stars and i'm glad you're following yours. congratulations. [ applause ]
8:09 am
>> i'm usually not very speechless, but for the last 8 years, i've worked very hard not to be the focus or inquiry of a commission or board of supervisor's meeting, so this is a new experience, but mr. president, commissioners, and phil and public affairs team, i'm very honored and humbled to be recognized here today. last week at our division staff meeting last week from public affairs said this is the easiest and happiest job and not because i didn't do anything or because i didn't get yelled at but i got to go to work to be with the hardest working people in city government and a lot of them
8:10 am
are here from the capital team, from the san francisco state interns that come every spring to my amazing colleagues kimberly, stacy white who keeps everything together and the general manager's office and greets you with a smile every morning and my boss and connie chin is not here, but she's amazing. and elton and jaime hopper, so those are all the amazing people that i got to work with over the last three years in the department and before that, working for supervisor duffdy and the mayor. i'm committed to this and i'm excited i get to stay in san francisco and serve the region for the president and the regional administrator, public services runs deep in my family. and my husband trevor who is here and
8:11 am
who is going to officer candidate school up in newport rhode island and we thank you for all you do. >> thank you, alex. >> the second honor i have is on behalf of the commission, the city and county of san francisco certificate of appreciation recreation and park commission thanks park santiago for his dedication and commitment to the city and county of san francisco and the national football league major league baseball and the fans with the -- with his extraordinary performance at candle stick park. phil, do you want to add? >> thank you for allowing me to tag team on the president's report. a few months back, we were --
8:12 am
we recognized our hard working staff that had been -- spent time serving at candle stick and keeping it a safe place for people to visit and keeping it in the high quality that the nfl expects, and when we went about this assignment, we asked -- we reached out to marcus and said, marcus can you let us know the individuals in the park rangers division who had spent time candle stick and were assigned there and several park rangers were recognized and it's an indication and symbol of marcus's humility and his sense of putting organization first and him second that he forgot to include himself. and he had spent years keeping candle stick safe for our visitors. and it is only just a small bit of what marcus santiago does everyday to keep
8:13 am
our park safe. he's one of this department's best ambassadors and one of the hard working and loyal and kind and compassionate people i know and he truly epitamize the spirit and i know his boss and director here and smiling because i know they feel the same way. it's great joy that we give marcus his day and the recognition he so very much deserve.
8:14 am
>> do you want to say a few words? you don't have to. [ applause ] >> moving right along. finally, this is another heart felt expression. this is a long resolution from the san francisco recreation and park commission. i don't see i could get through the whole thing without being a little emotional, but let's just put it this way. whereas in 200 franscica joined the team and gave the department detail and extensive
8:15 am
knowledge and wise council. and whereas francesca is firm but understanding and has a deep an appreciation and she didn't tell us what we wanted to hear but told us what the law says. appreciation of the importance of public parks and a passion for open space and where recreation has been -- even if only for two years, and whereas she'll have time to enjoy her family, i don't know. she's going to go to work for the mayor's office for crying out loud. she's never going to see her family. i'll skip that one. she'll be sorely missed as will her input and ex per ties including the beach soccer field and the san francisco marine harbor and the palace of
8:16 am
fine arts, now therefore be solved. on behalf of the city of san francisco do hear by franchesca and wish her success in all her futuren defbers. endeavors. >> we have a car waited outside for you. >> i just want to thank you all. it has been my pleasure and my honor to serve the commission
8:17 am
and the department for the last two years. it has been extremely challenging, exciting, interesting and fun assignment, getting to know all of you has been my honor and i look forward to seeing you at least around center hall. i'm sure our paths will cross and thank you again. it has been a great experience and i agree with phillip, it's the hardest team in the city. keep up the good work. >> thank you, and good luck. >> that concludes my report. >> is there anyone who would like to make public comment on the president's report? >> being none. public comment is closed. we're on item 3, the general manager's report. >> good morning, commissioners. several exciting upcoming events to report starting with this saturday, march 22nd from 1:00 to 5:00. i invite everyone out to a little triangular circumstance of

thank kimberly for their leadership forgetting this going. this is one of the things you should be proud about. >> we have a trail naming contest. become apart of san francisco history. help name our trails at glen canyon parks. beyond the rec center and beyond the ball field and tennis court and the beautiful play ground and pathways we cut a ribbon on, it has a canyon that has wild flower displays and rock formations and a creek which is the remaining flow creeks in san francisco. the wilderness -- it's a network of hiking trails lead to hab tats and it leads to

8:24 am
i actually many going to read a brief letter from the park collaborative. dear commissioners, on february 17th, claron lost frank. he was a mac claron park stewart and we feel his loss. he was the public face for many years and president of thumb. in this position he attended public meetings. he was a champions and created funding for his park. he led nature hikes throughout the park. he liked bringing new people to discover mac claron park. he talked about his childhood growing up by the park and considered it being his backyard. he defended the park
8:25 am
that it was a dangerous place with few amenities. he inspired many who created park appreciation and stewardship. as the park collaborative, we want to bring together the groups and individuals who loved this special park. we do this primarily by networking to share information and collaborating with the department, the san francisco park's alliance and the park advocacy, we hope to continue the work started by the friends of mac claron's park. we wish you to share afternoon and tribute dedicated to frank on saturday may 31 at 1:00. it will be a day of music from local youth performers and remembrances of frank. more details to follow and i want to

8:27 am
volunteer hours and she had a planning document to guide the management of the city's precious natural resources. lisa joins a pretty impressive club which includes steve in 2012 from our golf and turf team. we're so proud of lisa and she's probably out working some place, but i just wanted to make sure that you all knew that we had such an amazing winner of this award. >> nice. >> lastly, a little bit of recognition. in honor of women's history month, more recognitions, so throughout the month of march, in honor's history month, we have highlighted the women who played a significant role in rec and park history. if you've been on our website, you've learned about rocky, who is the on historic
