project facilities in golden gate park and i'll cover phase one and phase two. phase one which is the action before you, that's located on the far right side of the map. it's located south of overlook drive, and east of the overlook drive middle drive west intersection. and we'd install one mile of pipeline along the roadways in the park. construction of the pipelines would use the cut and cover or trenching method and we anticipate would progress at a rate of 600 feet per week. shown on the left side of the map are the phase two facilities as previously mentioned. they're existing irrigation wells, there's the north lake wells facility and the south

windmill replacement facility and we'll rebuild those once our west side recycled water project gets approved and part of that phase two construction would include one mile of pipeline. the central pump station well facility shown on this figure is located west of the existing central pump station which is the main irrigation pump station for golden gate park. and that pump station is located within the wood waste and composting area in the park. this is almost in the center of golden gate park. the total building high is 1900. this facility will include connections from our we -- well to the pump

station and it will allow the use of the system in case of an emergency. once recycled water comes in as the irrigation water supply, this facility would allow back up for that recycled water system as well. this is a view of the landscape plan for the central pump station well facility. landscaping would include a low berm and some trees and slubs to better screen the facility from public views and it would include an access road. and otherwise, landscaping is fairly minimal. mainly just receding with native grasses. this is an architectural rendering of the pump station well facility looking

toward the southeast. as dan mentioned, and i mentioned briefly are two departments, puc and park department have been cooperating extensively, starting in 2006, we were looking for wells and recreation and park department staff participated in architectural designs for the facilities. staff has reviewed our progress design sets and the 100 design packages for the project. and we've collaborated on the memorandum of understanding the mou which is part of today's agenda item. back in 2008 and 2009, the puc made informational project to the commission and

in 2009 our department signed an mou that regarded planning and design for the facility. this was pre-our project so we could do planning and design studies. now, i'd like to summarize the approval project action that has been taking to date. the fdri for the project was certified on december 19th, 2013 that was certified by the planning commission and at that meeting the planning commission also adopted the sequa findings and our commission adopted sequa findings a month later and that's exhibit a of the resolution proposed today. also our department's planning

commission and our commission adopted the mitigation and monitoring program for the project, that's exhibit b of your project. on december 19th, they found it to be consistent with the general plan and our commission approved the project on january 14th of this year. and the notice of determination for the project was filed with the city clerk and the state on january 22nd of this year, and there were no appeals of the final eri certification. just to go back to the mitigation monitoring and reporting program or mmrp, in your exhibit b, there's a cover sheet which lists out those mitigation measures with the potential to involve recreation and park

department facilities, recreation and park department staff or the general public, just to try to point your attention to the more important mitigation measures, and almost all of these are related to potential construction impacts such as noise, underground utilities, hazardous materials, there are a couple that are highlighted that have to do with operation of the project, meaning the pumping of the ground water and these have to do with water quality impact due to the ground water pumping and we have mitigation measures for those and that's due to the need to protect the ground water quality for both drinking water and irrigation use. >> the memorandum of understanding, between our departments is exhibit c of proposed resolution, and some of the key

previsions are listed on the slide. the mou permits the puc to constructs the project on park department lands. it permits the puc to access those facilities in the future for operation and maintenance. it identified measures to be used during construction to avoid interference with recreation uses. it gives the recreation and park department the right to use the project areas for all purposes that are not inconsistent with the puc purposes, and finally it allows the puc to maintain and operate certain monitoring wells located on park properties and we need to do that monitoring as part of our parks operations. public outreach for the project has been ongoing since 2007, and that is included

outreach having to do with locating facilities on parklands. we've conducting a van such as neighborhood meetings where we've shown the design to the neighbors and we've conducted community wide open houses where we've talked about project objectives and all of components of the projects and the planning department as part of their sequa process had mailing and hearing with dir. there's a detailed summary of the outreach summary which is exhibit e of your packet. the anticipated project schedule this month is bid documented for the pipeline and well facility so advertised for construction bid and we're hoping to award the

[inaudible]. and the possibility of such. when i reviewed what's in the packet that has been presented before this commission, ripd, i look at it and see where there's going to be a comparative zero sum where the zero sum of it is whether or not you have one project or the other project. they have a lot of other alternatives. so as i look at it, it might help to mitigate the water front that's required from earlier legislations and approvals, but if we do have something where you might have the possibility of both, where you have back up water, you have emergency water, and you don't destroy our lake ecological system. there are highlights

that are worth looking into. so it's a matter of trying to get permitted and such, i think we should have the nation plan. one basic reasons is we have high water and water falling over and one place that will be high enough such as 77 feet and it will include gravitational if there's pipeline that leads upd. if we have an alternative, i don't think a zero sum should be applied to this project. i think we need to step up from it and take a better look at it, whether we take a look. it would provide 4 million gallons of water. it's not significant to water

[inaudible] and it doesn't have enough salt content and we're going to take 2/3 of one percent of salt out of the water. in concluding, are we going to lose our inheritance of peer water. that's our inheritance as san franciscans who were brought here. we should have that consideration. >> thank you. >> anyone else who would like to make public comment on item number 7. seeing none, public comment closed. >> commissioner lo. >> dan, just to understand the well that's being installed in golden gate park, is that going to improve the infrastructure and utilities that are -- and water supply for the park itself?

>> it's primarily intended purpose is to supply drinking water. and as a back up system, if there are existing well systems went down, this well facility will be used to fill our reservoirs for irrigation purposes in the short term. long term, if and when the park does receive recycled water, if that system had to be shut down for any particular purpose for operations or whatever during its operations, this particular well facility will be functioning as a water supply system for the irrigation system in the park. it's a redundant system for park system. >> it's for drinking water but there's a benefit for golden gate park. >> absolutely. >> i like to amend the resolution to also add that the project is also consistent with the golden

gate master plan since there is a benefit to golden state park. with that, i like to move for approval. >> commissioner bonum. >> yeah, the question i have is i know there are aquafers throughout city, my question is what is the extent of underground water consisting of aquafers throughout the city. is there anything that could be done with the use of water from those aqufers. >> this is beyond my means. he

has a figure up here. i know puc does do annual monitoring and there's fwround water monitoring wells throughout the city. some are in the park system and they do annual monitoring. >> these are separate. these -- you would walk over them on sidewalks and parking lots and such. they're covered plates so they have multiple locations where they monitor and gage what's happening in the aquafer and they have an annual report and that's a tool used for this project. they monitor those wells throughout this process. jeff. >> i'll try to give you a simple answer. >> please. >> that's what i do for my livelihood. so within san francisco, we

have what's considered seven ground water bassens and today i talked about the west side water bassen. when we did a ground water master plan in the 1990s, we looked at all seven bassen and the conclusion was the west side bassen was the only one we could utilize for drinking water purposes. there's the low bow bassen is the north end of the richmond district, that is used for drinking but what happens, the water flows and the per sid yo have a surface water treatment plant to distribute that and they get in good years, half of their water supply which is considered ground water. most of the other aquafers, there's side effects

like pumping. we just don't think the quality would be good enough for drinking. >> that's interesting. the reason that's interesting and the reason i ask that question is because my house is -- sits on top of an aquafer which used to be lake geneveve. i've been curious as to what purpose that aquafer and the others in the city would have. >> if you've never seen a report done in 1913 by the city, it looked at the use of ground water, and they were like over 6 million gallons a day being used by resident with over 600 wells, most are shallow but there wasn't enough to sustain the growth of the city or meet the quality requirement. >> right. thank you so much.

improve a baseball diamond consistent with the department's other kind and grant agreement and to recommend that the board of supervisors except this in kind grant. i wanted to say that this is a really wonderful project for the department and we believe for the community. the community agrees. this is a field that the city has been looking to improve for some time. it is a little used diamond in a state of some disrepair. it scored a 37.5 out of 100 on its park problems, includes bare patches in the out field and a backstop that's partially there. at the same time, the department were looking for ways to improve the field. the field

will be graded and resod but the backstop will be repainted among other i -- other improvements here. i'm excited to make it attractive for ball players including a new score board and a new dug out. this will be a badly improvement and i hope that the board accepts this grant and allow staff to enter into this agreement. in the interest of time, we have a guest ryan crawford for sports from tlc who has to leave. i hope you don't mind if he makes -- >> not at all. >> good morning commissioners. i'm a board member of ryan crawford and a member with the tlc kids for sports program and our mission is to improve sports utility in

underserved facilities and we're non profit since 2009. we champion volunteers and parents and kids. we create opportunities for the local members and sponsors of the tlc. we're going to have a hand in the current project and take pride and ownership so the long lasting benefit and care for the renovated field is supported by those who helped renovate it. when we were approached by the city of san francisco with hearse play field, we saw the potential to have a centerpiece for those who live in the surrounding area and it's consistent with the efforts we've done in the past and what we look for in a project. with

improvements for the basketball courts, our focus is centered on the ball field, which lisa mentioned, it needed some tlc. some of the highlights of our donation is installation of a new home run fence, laser grade in the out field, installation of new sod, laser graded infield, installation of new dug outs and new benches and back racks that don't exist today, a replacement of broken backstop boards and furnishing flag poles and a new score board. we're excited to partner with the parks and rec board and to have a new san francisco and we appreciate your support of the tlc for kids sports program and our process of improving the community and use sports one field at a time. thank you. >> thank you very much. >> are you done with yours?

commissioners. >> good morning, commissioners, i'm holly peer son and with the planning and capital commission. i'm here with an over view of our current work on property acquisitions. there are three new park property acquisitions that we're actively working on and a planning process for identifying new open space in district 6 that has been going on for the past 18 months to identify new sites in the tenderloin and south of market which are in need of open space. just a quick refresher. i think you're familiar with the policy. it contains three criteria or goals that guide our work on acquisitions. acquire properties found within our serve high needs in

space sufficient areas. two core properties that have or can bring to the table resources for the purchase development and maintenance of a new open space and lastly to acquire properties that encourage a variety of open space uses. the primary funding source for new park acquisition is the open space acquisition fund which is a percentage of the open space set aside from the property tax levee. and the current balance of the acquisition balance 1.9 million and it's occurred $2 million a year. but another funding for acquisition is development impact fees which are available in areas where the planning department has adopted an area plan, so in certain parts of the city, that provides another significant source of funding for open space acquisition. so the first acquisition project i'd like to talk about is the 900 project.

we've been working on this for some time. 900 earnest avenue is several parcels located on the southeast water bassen of the city. it's between two parks. the shoreline park and the india bassen space. if we purchase this, it would join these two parks. we're excited about this project. it's something we have been working on for some time for the department of real-estate and our community partners with the neighborhood an associate ace and of is the alliance and the trust for public luck land. the status of the acquisition, we have completed environmental site assessment work for the property and john, the city's director of real-estate has been in active negotiations with the property owner which is the tenderloin

housing unit. we're very encouraged and concurrently the planning unit of rpd is working with our community partners on the details of a partner ship that would follow the acquisition to work on the planning and design and outreach that will yield a concept plan and a vision for this open space expansion. and then some other very good news is we're being recommended to receive a grant -- it's the priority conservation grant from the coastal agency for $5,000 which will fund the design and community outreach. the next acquisition project that we're working on is the san francisco street reservoir project located in russian hill. it's a reservoir owned by the public utility community and adjacent to the russian hill open space and it's a stunning location for a
