right-of-way is donated by the private sector. >> and that's private nonprofit in mexico city or a distinction between - my it's a slightly different structure but that's right it's a private nonprofit it's eco b.c. who won of their missions is to operate it bike sharing system i should note we're a union structure to do the recreational bike sharing into in the washington, d.c. area and the boston area those are the publicly administered models where a private vendor operates the system.

and so the way we evaluate the model vs. public and private the 4 main goals from this commission as well as the public which are the ability to expand rapid in san francisco that is the critical mass and have it become a viable form of transportation as well as fats sustainability. one of the key questions is the sponsoring question one of the sporpz is private sporpz and whatever private sponsoring is quite a bitly distributed so that's an advantage for that one and the other to make sure that the cooperation and understanding is where the value is in the spoerp. so this is again saying if one

the system it's a transit a recreational transit system outreach. something has come up around where the stations are sited and again, more local control over decision making and local control around funding because there is - there can be a krrlt terms of how that might play out that's another consideration as to the model was it might be. this is again trying to expand not only the geofrantical policies but other things for the system. this is the method we looked at a bunch of materials including be academic research and did a

bunch of stakeholder academies and advocates and tried to say what's the right context for san francisco how do we fit in about that. the main finding that led to the recommendations that san francisco is well suited for bike sharing and recreational bike sharing as well 90 percent of the strips in san francisco we should note that the highest is alameda couldn't they don't have any bicycles in the county their buying the system here in san francisco really bike sharing works at the recreational level. in addition even though there's a recreational system the model today is not the only way to get

the recreational benefits. there's ways to create the standards and potentially more disperse in terms of the decentralization. so there's more than one way to skin the cat and achieve the goals. the region is trying to figure out the regional structure it may take time there's a timeframe noerg it doesn't have to be done today but pursuing the system we want to support thought or the region today >> could i speak about what is happening at the local level like the mta expanding here locally. we'll to move as quickly as possible but how are things moving right now from our

prospective. i don't know if it make sense but keith can tell you the lastly news >> we'll be brief. >> so to that and so i you know that flexible model i want to highlight that's the way the bikes are operating there's a few jurisdictions that are operating their own jurisdictions but the whole is better than the sum of the parts making sure that has stayed intact. there are more than one way to achieve the bicycle program. the first is mta should set goals for the bike system and expansion is the primary effort

but there are other goals to shape the policy and funding decisions we need to make in the future so we want to increase the bicycle sharing and those are goals that should be specifically met. secondly, we think the mta should condition to work with the district as well as other local jurisdictions and stakeholder to agree on the standards. what is the bare minimum that the standards should be so to make sure we have the system prasht ability. so the mta should develop the system in the long-term. basically to continue to have the funding and the business plan that kind of idea but same thing maintain the recreational definition it might be more down

the line the goals will make sense for synergy purposes. we recommend the region has a hybrid model to spin-off a nonprofit that's strongly supported by a public entity; right like with the 501 program and for jurisdictions that don't want to to do their own presumed to be innocent and programs that meet the programs that want to go ahead and make efforts on their own to make sure the region is supporting those efforts as well. and just finally >> so that means you can have other jurisdictions that can run the regions. >> yes. along with the capital matter just you making sure their speaking to one another and complimenting each other that's the goal.

the other considerations mentioned i realize that in the back felt s ar we'll make sure their sprinklers better but how to achieve the social equality. we saw a presentation around north america and know you have to get their hands dirty the sfmta will have brainstorming groups how to solve the issue of bike sharing throughout the region it will take effort it's a challenge for the bicycle mode in general. there are by the evidence practices for those systems some thanksgiving things we've heard there are developers who want to write cheese cakes so their you currently is not a mechanism to achieve the funds so there has

to be dedicated staff and mechanisms to make sure that can happen. we talked with the biefk rental folks and they're separate markets we believe but we need to marry they're clearly defined but the bike sharing is a short-term point to point use of the bicycle. finally there's this use even if public investment saying oh, bicycle sharing takes care of of itself are there's always a public investment if we're trying to define this this will define what is the prompt perspective 0 level of the public involvement. so with that, the next steps the sfmta is realized we'll be incorporating the feedback and

stations that is part of the 50 stations in san francisco it will extend down market street and hate valley and into the triangle area so far as marketing and castro down valencia and we're planning that for right now we're in the thick of talking to neighborhood groups and merchants and doing our due diligence in the outreach. generally people are very excited about it especially in those areas there are going to be a lot of trade offices in terms of parking we have a lot of work to do and is there a timeframe >> it was supposed to have happened earlier this year. first, it was mirandize in some

computable modifications but now there is a side issue going on in the issue. our mean software providers is still up for sale they filed for bankruptcy protection they were on the auction block and bids were due so we'll know later this month and we'll hopefully it will be bought by our current maintenance provider they can sort of move without hitch forward and sort of fire up production once more we don't know. it takes between 5 and 6 months to actually produce the equipment once it's ordered so at this point we'll be expanding this year >> can we meet off-line to talk about this. >> yes. >> so that's sort of the

small-scale expansion and the other thing the mayor's office is hard at work laying the kind of infrastructureal organizational infrastructure for funding u fundraising in san francisco. so talking with the fundraiser and setting up the nonprofit that could accept the sponsoringship. it's great if the region wants to work on this but we're not stopping we don't want to end up a year from now. so >> so we're not necessarily looking at state of government stream for the program that's - >> that's it as well, but we definitely need to do what we're doing what we can to receive and

attract the sources of private funds. we're also looking at private fund on this third point it was supposed to happen last month but in april the metropolitan transportation system is going to allocate another millions of dollars funding to bike sharing some will go to the east bay and other existing cities in the pilot we'll be expecting to get some of that money and one use is to do the primary engineering for a large expansion in san francisco. that will happen if you have any questions, i'll be happy to answer them >> thanks. >> was under a public comment on this item? great so let open this up for

looks like we have a big crowd here with my board of trustees standing behind me. this is a celebration of the completion of our new chinese hospital. during the last week, we had asked staff and dpoornz and decreases to sign their name on the last beam that will be installed. i want to congratulate your hospital happily and dp r on hair achievement we can see today. and now i'd like to invite the mayor who is the most excited about this hospital who wants to say a few words (clapping.) well, first of all, it's

kindergart cindy i didn't wu and david deserves to be up here. and michelle the chamber of commerce, the benevolent organization that have time been asked by politically to give up some money and individuals who have left their family legacies to be at this hospital and individuals like james and others who have joined me on things like the night of a banquet flings and a golf and other go things and contractors every year who come together to join us at the gulf tournament. there are so many people contributing to them volunteer

wise and we honor them today by the fast pace and 2k5ek9d staff we want this up as soon as possible because the services are vital. we want this to be the whole network of the health services. so i congratulate everyone here today and produced of our community for being so supportive and our international community. i'm sure you're aware of we're located by officials in china and along with private investmentors this is for our chinese hospital and the chinese community in san francisco but it's a part of the great history of this city. i think it's something everyone
