having that extra 2 years to support them will have a much better outcome. >> next speaker. >> good afternoon supervisors, my name is natalie. i'm here representing the chinese coalition for children. i'm currently staffing a program by the children's fund that works with 30 amazing young people from low income working class background. i am a direct product of the children's fund. it's critical to have the support for the young people in our city especially when the city is becoming more expensive for the working class and low income families and having less opportunity for young people. it's important to incorporate age transitional youth because you turn 18-21. i was fortunate enough to
12:01 am
have the support i needed in that phase. there are many out this that are not lucky. i urge you to support the coals recommendation to benefit more young people for the future of san francisco. thank you. >> hello, good evening supervisors, my name is lily. i'm at coleman advocates. i'm here because i'm also a product of like natalie said, i'm a product of the children's amendment. i have been a participant of programs that were funded through the children's amendment and i was also staff at programs that helped low income and struggling young people and also a part of the lgbt -- proposition b. but the
12:02 am
children's amendment is very important to young people to people that really need it. right now, it's not enough. we really do need to expand it to address tai and other young people that need the support. i would encourage you to do so. thank you. >> thank you. next speaker please. >> good afternoon, thank you for your patience. i'm adams and a parent * of a preschooler in san francisco. i just want to make comments about the importance of the amendment and importance about increasing the funds and most specifically about including the 18-24-year-olds. the point in time this year pointed out
12:03 am
to the people between 18-24 who are homeless and we shelter 1 in 10 and there is huge unmet need around education and employment and community support and mental health and substance abuse treatment for 18-24 that the expansion of the fund could effectively address. i'm a huge supporter and advocate for better coordinatation and effective resources that drives the outcome that we want for all of our children and families that have this support they into ed to make that happen. i think by the work that everybody is doing together to look at how we can more effectively use these dollars to ensure great accountability through a couple of different mechanisms and through expanding it to
12:04 am
18-24-year-olds we can have an impact for the future of children in san francisco. thank you. >> next speaker. anyone else who would like to speak, please line up here by the window. >> good evening, my name is bruce fisher and skoou executive director of the hulk berry youth programs. i want to echo what you have just heard. larken shares a contract to operate the multi-centers and we are very much aware to increase the children's fund from 18-24. i wanted to emphasize one other critical point that has occurred on the children's fund and that is primary supporter of an excellent

nationally known continuum by the non-profit community. it's really the backbone of your non-profit community of serving children youth and families. as you probably know we run the biggest juvenile division in town originally funded by the state office of criminal justice and subsequently by there e other county agencies before it ended up at bcyf. hulker berry is still the only one licensed in town when the junior probation was asked to cut the budget. they cut hulk el berry house and speaking of funding we wouldn't have a crisis and shelter. the key in the location that the money

another community meeting stakeholders from the c pack along with coco and the board of supervisors and mayor's office. we can send an e-mail about that by the end of this week so we can have further discussion about the final children's fund. over all i want to emphasize that the history of the children's fund has really been one that has been driven by the grass roots upwards and our process should reflect that coming together with the final process of the ballot. there is a ways of that gap between us but we know it what we want to do because we care about the kids in san francisco. i want to thank my colleagues for this and i recommend we file this item. >>supervisor mark farrell:

we need real people to represent san francisco. we have somebody in district 10 that has no clue. first and foremost and the attorneys know and anyone who knows about land use is we can't take a one hundred 3 acres in this case without first having a meeting with the fact so no meeting was held and suddenly 3 hundred acres were declared a survey area we intended all the meetings so we know what we're talking about. but now suddenly dpw is coming her and saying no, we need this land vacated so he can do our infrastructure on land that is
12:17 am
in filled the worse type and is prone to flooding that you have several representatives that have rubber stamped and attorneys that can't stand up i'll call them boovendz who does not represented our country and not represent our nation don't represent san francisco. can you image what you're all doing. the process has not been followed. what is important to note is that some people should be taken to court you, you using the act. thank you very much >> is there any additional public comment on items 1 and

reassistance code. >> supervisor campos i is the author and we'll give him a moment to get here. i hear him (laughter) >> welcome supervisor campos do you need a moment or are you ready to go? okay. it's all yourselves >> thank you very much i want to begin by thanking my colleagues on the land use committee and thank you platform for putting this item on the calendar. we're here to talk about an important piece of legislation that's the result of a long community process that has involved tenant from thought the city. as part of a pretty robust and growing tenants movement in san francisco. to come up with solutions to
12:25 am
deal with the affordability crisis and to deal with the fact as we're speaking people are facing eviction in san francisco and the long-term solution is to create affordable housing and change state law to address the speculation that is happening in different parts of the city. in the meantime, as we wait for that law at the state level to be changed we need to take action to help people facing eviction today. we're moving in an affordability crisis and i know we had heard a lot of stories from people through the district and part of the city so we have a study of
12:26 am
whether or not the things we were seeing were happening and to have numbers to back up. the study showed we have one hundred and 70 percentage increase in ellis act evictions and the study also showed what we saw was the gibb of a trend and bend the calendar ends the evictions will be higher. some of the advocates have pointed out that the renters were talking about more than that 3 hundred units that will face the eviction and that's condone by the displacements that happen through buy outs are not even reported and currently not regulated. as weaponry looking into the existing law in san francisco we
12:27 am
were shocked to learn if you're facing on ellis act eviction the most you can collect is $5,200 from your landlord anyone who has tried to rent in the castro 5 thousand plus didn't take you far. so that will mean i'll have to leave san francisco. that's why the legislation that was discussed at the various conventions and is consistent with the federal government steps in and tries to take the property through eminent domain and ties the relocation costs not to an ash tree number to 10 thousand as suggested but to the market. what would it take foyer a san
12:28 am
francisco tenant to be able to stay in san francisco. so this legislation requires that the landlord pay the difference between the tenants rental rate prior to the eviction and what would have been the market rate for that unit for 10 years. this formula will assure with the payments represent true market costs and allow the tenants who face the dramatic rent increases in san francisco the opportunity to actually stay in san francisco. it's not the solution but it gives them a fighting change. the rental prices in san francisco have increased since 2005 which is actually, the last time we passed on ordinance requiring the ordinance.
12:29 am
a lot of has happened since 2005 in san francisco. we now in san francisco have the highest rent in the country higher than new york city. currently as was noted the amount that's being required for relocation is very low. so when you look at it in the complex of what's happening in san francisco you can see why it is important. crossing the zero.com agency of june 2013 last time the city medium was 3,0004 hundred and $14 a month. that's the amount as of june 2013 that the amount has probably gone up 3 thousand 5 hundred doesn't mean much when the rental is more.
