to the people between 18-24 who are homeless and we shelter 1 in 10 and there is huge unmet need around education and employment and community support and mental health and substance abuse treatment for 18-24 that the expansion of the fund could effectively address. i'm a huge supporter and advocate for better coordinatation and effective resources that drives the outcome that we want for all of our children and families that have this support they into ed to make that happen. i think by the work that everybody is doing together to look at how we can more effectively use these dollars to ensure great accountability through a couple of different mechanisms and through expanding it to

nationally known continuum by the non-profit community. it's really the backbone of your non-profit community of serving children youth and families. as you probably know we run the biggest juvenile division in town originally funded by the state office of criminal justice and subsequently by there e other county agencies before it ended up at bcyf. hulker berry is still the only one licensed in town when the junior probation was asked to cut the budget. they cut hulk el berry house and speaking of funding we wouldn't have a crisis and shelter. the key in the location that the money

deal with the affordability crisis and to deal with the fact as we're speaking people are facing eviction in san francisco and the long-term solution is to create affordable housing and change state law to address the speculation that is happening in different parts of the city. in the meantime, as we wait for that law at the state level to be changed we need to take action to help people facing eviction today. we're moving in an affordability crisis and i know we had heard a lot of stories from people through the district and part of the city so we have a study of

whether or not the things we were seeing were happening and to have numbers to back up. the study showed we have one hundred and 70 percentage increase in ellis act evictions and the study also showed what we saw was the gibb of a trend and bend the calendar ends the evictions will be higher. some of the advocates have pointed out that the renters were talking about more than that 3 hundred units that will face the eviction and that's condone by the displacements that happen through buy outs are not even reported and currently not regulated. as weaponry looking into the existing law in san francisco we

were shocked to learn if you're facing on ellis act eviction the most you can collect is $5,200 from your landlord anyone who has tried to rent in the castro 5 thousand plus didn't take you far. so that will mean i'll have to leave san francisco. that's why the legislation that was discussed at the various conventions and is consistent with the federal government steps in and tries to take the property through eminent domain and ties the relocation costs not to an ash tree number to 10 thousand as suggested but to the market. what would it take foyer a san

francisco tenant to be able to stay in san francisco. so this legislation requires that the landlord pay the difference between the tenants rental rate prior to the eviction and what would have been the market rate for that unit for 10 years. this formula will assure with the payments represent true market costs and allow the tenants who face the dramatic rent increases in san francisco the opportunity to actually stay in san francisco. it's not the solution but it gives them a fighting change. the rental prices in san francisco have increased since 2005 which is actually, the last time we passed on ordinance requiring the ordinance.

a lot of has happened since 2005 in san francisco. we now in san francisco have the highest rent in the country higher than new york city. currently as was noted the amount that's being required for relocation is very low. so when you look at it in the complex of what's happening in san francisco you can see why it is important. crossing the zero.com agency of june 2013 last time the city medium was 3,0004 hundred and $14 a month. that's the amount as of june 2013 that the amount has probably gone up 3 thousand 5 hundred doesn't mean much when the rental is more.
