and c campaign this last election where the mayor's office stood, where the planning department stood, where the port stood, and where most of the agencies listed in the resolution stood. i don't think it's any different today. so, it strikes me that -- and based on the testimony of the last two speakers, it really is pretty clear that the point of this is to try and come up with something, enough to dissuade enough voters to say, let's develop -- let's allow developers to exceed the height limits along the waterfront. i don't have any problem with developing along the waterfront as long as it abides with what we have politically agreed to and publicly agreed to, height limits, bulk limits, whatever they are. but this is a different kind of matter and the voter were very clear last year. 2 to 1 they said, no, no, no, don't exceed the height limits, particularly since the bulk of the building is luxury condo stuff. and that luxury condo stuff matches the 153% of market rate housing that exceeds the need

of market rate housing in san francisco and doesn't match the need for affordable housing. so, i think the argument that somehow or another b will impact affordable housing while we allow people to -- developers to exceed the height limits at will that have already been approved by planning suggests, in fact, that this is really about the ability to develop those -- continue to develop luxury housing. and i think we really need to focus on stuff that's affordable to working class and middle class people in san francisco. thank you. >> okay, any other public comments on this matter? this is item 7. you're up. thank you. sorry. good afternoon, supervisor. my name is toby levine and i'm a resident of mission bay. and i'm very concerned about the fact that questions have been asked about this particular proposition and the ramifications of what will happen. so, i've written -- and i should say i'm also very involved with mission bay and have been active in that neighborhood since i moved there. so, i put together some questions that i'd like to see all of you come up with answers. for instance, i'd like to know -- i'd like you to know what the current condition is of peer 70, one of my important interests. and the kinds of funds that will be necessary to bring it into some kind of good order ~.

the port doesn't have the money to bring pier 70 up to snuff, so to speak. i'd like to know how much you think an election campaign to defend pier 70 would cost if we in fact had to do that. i've asked that question and i found that the people have been talking about 2 million to $3 million. that's a lot of money just to spend on an election that is only considering the issue of heights, not the issue -- that's it? >> 30 seconds. all right. if you'll look through the rest of the questions, you'll see what my idea is. and i think that the supervisors have a lot of responsibility in that you need to dig deep because this is very serious. the port could be destroyed by the results of this proposition. thank you. >> thank you.

treasurer's nomination of mr. ronald gerhardt from the city college of san francisco ~. he is the chancellor's designee for a seat on the treasury oversight committee. chairman yee, you will recall last year when we filled some of the other seats that this is a committee that is charged with assisting the treasurer in advising him on the investment of the pool of funds that holds both the city's revenues as well as other bond revenues from both the puc and then the school district's money as well as the city college's money. the purpose of the oversight committee is to involve the depositors in the oversight of these funds and, so, under the administrative code the city college does have a name seat. and, so, that is why the treasurer is nominating mr.

gerhardt today who is here to speak on his qualifications and answer any questions that you may have. >> okay. mr. gerhardt, would you like to make some comments? >> yes, good afternoon. i was asked to i guess give you the thumbnail version of my bio, my resume. i've been with city college approximately five months now. i'm currently serving the college as the vice chancellor of finance administration. prior to city college i served a similar position over in the east bay in [speaker not understood] community college district. and prior to to* that was serving a few colleges down in southern california ~. prior to joining education i worked for a public accounting firm for a number of years conducting audits of community colleges. and, so, that's kind of my background, i guess, a brief history of my background. i have served in or a number of nonprofits in a board or

advisory capacity. the nonprofits including foundations for scholarship for students. i also served on boards -- board of a credit union, nonprofit credit union in an unpaid status. so, that's the summary. i'd be happy to address or answer any questions you may have. >> supervisor campos. >> thank you. thank you very much, sir, for being here, mr. gerhardt. i had a question for staff, actually, if i may. in the past, who made the appointment on behalf of city college? >> it has either been the chancellor or the chancellor may make a designation. >> was there any involvement by the board of trustees in making appointments before? >> no, it was either the chancellor or the previous term it was the person who was in mr. gerhardt's position now, the chief financial officer. it was designated by the chancellor.

>> but in the past the chancellor at that point was reporting to the elected board of directors, not the board of trustees? >> it was the chancellor who is named in the administrative code, and then they also had the option to designate someone. >> so, maybe if i may ask, mr. gerhardt, so, were you appointed by the special trustee to your position? >> by the previous chancellor, donald [speaker not understood], and basically approved, yes, by the current special trustee. >> i mean, i have to say that, you know, it's nothing personal against you. i think you have the qualifications, but i do have a concern about city college right now, that there is no accountability to the people of san francisco and to the students and to the faculty of that institution. and, so, you know, i will be

>> okay. i didn't know, i've never been before and had to explain myself, so, i will just do -- [speaker not understood] i'm a native san franciscan. i went to public schools, public university, and i spent more than 50 years of my life in what would now be considered district 5. i've a district 5 representative to prosac. why i think i would be a good candidate to serve on the recreation and park committee i served on since i think 2011. i've long cared about our environment and open space and parks and for the last five years i've been pretty deeply involved in park matters. in recent years i've lobbied for more gardens and custodians in our play grounds and parks as a priority and rec directors in our clubhouses he. unfortunately some of which are still shuttered. from 2009 to 2013 i worked for the large group of residents in the city to keep the arboritum

open and free. [speaker not understood] 9:00 a.m. year round every day. i argued additionally for general fund support for our park system, sort of opposing the revenue first model, and it's based on the fact that our park system served virtually all residents at 12% of the land in the city and 2% of the budget. and that zooms to me to reflect a skewed priority. ~ seems since 2011, i was a volunteer along with then first vice-chair of prosac linda [speaker not understood] who is before you today. on a working group originally recruited by planning to work on a variety of recreation and open space elements submissions to find consensus among many, many comments. and we formed a city-wide group of parks advocates and work steadily weekly for months and considered the major

submission, 94 pages to the planning department. my interest continues to be seeing that the areas in the city with the highest needs get priority in open space recreation and parks. and i can tell you that's a serious challenge. but this work has given me a great deal -- more comprehensive view of parkses and open space and existing inequities in the city. recently with an eye towards rehabilitation with the 2012 bond funds with local residents i evaluated three play grounds in district 5 from buchanan mall to groton. on prosac i've been on there and [speaker not understood] analyst reports from districts about rpd project developments and changes to access. i headed up a five member working group that developed an outreach policy for opd. it was warmly received by prosac but not yet adopted by management. outside the city i've spent at

least a week a year at camp mesa every year since 1976. and for several years i volunteered in [speaker not understood] the camp in advance. just giving you reasons why i have a little bit of experience about this. eight years ago i supported the resolution adopted by the board to prohibit privatization at camp messer. when my kids were young i took them hiking and camping and backpacking trips and years ago when my kids were entering high school i was a volunteer course leader at [speaker not understood] and volunteer adult leader for the mcentire high school [speaker not understood] program. i could go on, but a few years ago i worked with folks in d5 and d7 to try and keep the j.p. murphy clubhouse open for staff and the community. and later lobbied with other people from different districts from rec directors and their clubhouses. and recently a few have been theft. generally i have a good deal of

outdoor experience as well as organizational experience, construction and metal trades experience 35 years years in the [speaker not understood]. i've lived 35 years at maya dress in d5. one more thing. ~ 1980s high school was a derelict abandoned site occupied by thugs and skinheads. some of us formed a coalition and saved the two gyms for the community for community recreation. and [speaker not understood] we built 14 units of affordable condos. and i served on mayor feinstein's planning committee to develop -- select a developer and the design. so, as a parks advisor -- i can go on and on about my work experience. >> yeah, i think you're overqualified. [speaker not understood]. thank you for your work. any other questions and comments? seeing none, thank you very much. >> thank you. >> linda d'avirro. he >> thank you for the opportunity to come up today. i hope also to be reappointed to prosac. as far as my background, i have more than 24 years in corporation and public service, and that is with pacific telephone. when i started there i was in management for 24 years and i had the opportunity to do project management, capital budgets, many, many different things. but my last six years with pacific bell were with state regulatory. so, i had a lot of experience with witness prep, case management, late case management, issues management,

and outreach to communities. so, i think to summarize, that gives me a little qualification to do what i'm doing presently. after i took early retirement, i went into hospitality and negotiated corporate contracts with travel managers who wanted to send their employees to different hotels for the two companies i worked with. so, again, i have that sort of a background. so, i know about [speaker not understood] and a lot of what we he do on prozac has to do with negotiating and working compromises and listening to the communities as well as working ~ cooperatively with rec and park staff. the years i've been involved with parks have been in excess of 15. i was in the policy commission -- committee for neighborhoods parks council and i've been involved with parks in my community as well as other communities for almost 15 years.

was the co-chair of a group that is known now as the mclaren collaborative. i helped put that together and that brought together a community and the under served neighborhoods of 9, 10 and 11 that surround mclaren park. and i think we've been successful at getting our side of the neighborhood at least acknowledged. and in the last bond i was very helpful in getting some funding that would be going a little bit of a way to improving mclaren park the next few years. i also served as one of the task force members of the community opportunity fund for the 2008 bond and i also was working with the task force to put together the plan for the 2012 bond. i'm involved in several community organizations and on boards and one of them in particular, i'm the treasurer of [speaker not understood] association which is in the mission district and gives a lot back to the community and i

really support communities. as denis has said, that need funding for open space as well as funding for community places to go, parks to be in. and i think that's really what my role has been as currently the chair of prosac and as a member prior to that. i'd like to [speaker not understood] because my particular goal as the chair is to get the members far more involved in the parks that maybe in the past they hadn't been. but also cooperatively get out and work with the communities to see what their needs are and work with their supervisors to get funding for the parks which i think is a really pivotal role that we can play for the members at large that may not have a voice in the community. so, with that, [speaker not understood], i'm open to any questions or comments you have, but i'd like to remain on

the funding was available to the community. it easev seems like in the ~ '80s. i was part of the committee for better parks and rec in chinatown. so, i saw the value of what it could do to help us acquire more open space in san francisco. and i'm actually working right now in my district although i'm not using any of your funding for that to expand a little bit more open space for my district, which is the ingleside of balboa. so, i'm hoping that by sometime next year we're going to actually see something open, a grand opening. but that's my -- my priority, to create as much open space as possible for those, and particularly for those that are

not as available to just hop in their car and go tomorrow somewhere, talking about mainly seniors and young families or families with young children where you stroll them and can't get closer. so, with that, supervisor campos. >> thank you. just a very brief comment. i want to say this is one of the most important bodies for me in this city, and it's really important for many reasons, you know, besides it has the coolest name, prosac. founded tom wardell center when i got on disability in 2004. and after years of great care, i wanted to give back to the community. i joined the tom wardell community advisory board which i've been on for nine years now and was recently reelected for my third consecutive term as the presiding chair of the board. i will also be representing the clinic at the health care for the homeless convention in may, and this will be my third year in a row for doing that as well. and also i take part in the transgender work group internal inside the clinic. i recently received my community mental health worker certificate through ccsf and i thank all of you for your support for that school because ccsf has literally changed my life and it's really important that it continues to do that for others as well. after 7 semesters i'm still holding a 4.0 grade point average. i received my certification from the alliance of mental illness to become an arts antistigma peer to peer [speaker not understood] voice spokesperson. i received my certification two weeks ago for that. however, this is a family seat and the reason i'm here is not because of my battles with depression and my trying to deal with disability and all those issues. those actually brought to light my realization of how my family had not been dealing well with mental health issues. my father had bladder cancer for five years. after being basically told he was cured, a year later a spot showed up. two more years or somewhere around there of heavy duty of experimental key moe, 71 years old my father was angry and

depressed, hated fighting and he finally gave up and i know he had a few more years in him if he he had gotten the right help ~. my mother, after she lost her husband of 50 years, went down hill very fast. she got very depressed. a lot of denial in my family about her situation. she died recently at 87 years old with severe dementia and depression. my younger sister, the first child, when she was in her early 30s, severe postpartum depression and gained about 100 pounds of weight. any time anybody in the family tried to help her she got very defensive and would actually crawl back into herself and eat some more. still not getting the help she needs. and worst of all, my sister was four years my junior, died at 42 years of age from alcoholism. she suffered from bad depression and a bad marriage.

refused treatment adamantly despite numerous, numerous attempts by the family. especially my parents who loved her dearly. once again, this is not about me, though. this is about people in the city, this is about families. this is about taking my experience of 55 years of life which to me seems inconsequential to what i see every day on the streets of san francisco. i would just like to be able to bring a sense of care, value, and responsibility to the families in this city and hopefully through this appointment of the mental health board i'll be able to do my best to do that. thank you. i appreciate the time. and if you have any questions, i'll do my best to answer. >> sure, thank you. any questionx? seeing none, thank you very much. >> appreciate it. >> please keep up with ccsf. that's really appreciated. thank you.
