sponsoring question one of the sporpz is private sporpz and whatever private sponsoring is quite a bitly distributed so that's an advantage for that one and the other to make sure that the cooperation and understanding is where the value is in the spoerp. so this is again saying if one key thing the clipper card you'll be able to use the same fair structure it will cost the same in one area you'll be able to use it in other places to not pay another fair. >> just around the use of clipper there has to be a law change to use the clipper in the system that's in the works.
8:31 pm
somebody asked about that it make sense the clipper card will be available for use for the system right now it's not available >> that's right and this is the kind of thing at the region structure form we can think about it long-term with the original role we're in a pilot phase. >> that will be key for the clipper being used. >> that's right and supporting the system it's a transit a recreational transit system outreach. something has come up around where the stations are sited and again, more local control over decision making and local control around funding because there is - there can be a krrlt
8:32 pm
terms of how that might play out that's another consideration as to the model was it might be. this is again trying to expand not only the geofrantical policies but other things for the system. this is the method we looked at a bunch of materials including be academic research and did a bunch of stakeholder academies and advocates and tried to say what's the right context for san francisco how do we fit in about that. the main finding that led to the recommendations that san francisco is well suited for
8:33 pm
bike sharing and recreational bike sharing as well 90 percent of the strips in san francisco we should note that the highest is alameda couldn't they don't have any bicycles in the county their buying the system here in san francisco really bike sharing works at the recreational level. in addition even though there's a recreational system the model today is not the only way to get the recreational benefits. there's ways to create the standards and potentially more disperse in terms of the decentralization. so there's more than one way to skin the cat and achieve the goals. the region is trying to figure out the regional structure it may take time there's a
8:34 pm
timeframe noerg it doesn't have to be done today but pursuing the system we want to support thought or the region today >> could i speak about what is happening at the local level like the mta expanding here locally. we'll to move as quickly as possible but how are things moving right now from our prospective. i don't know if it make sense but keith can tell you the lastly news >> we'll be brief. >> so to that and so i you know that flexible model i want to highlight that's the way the bikes are operating there's a
8:35 pm
few jurisdictions that are operating their own jurisdictions but the whole is better than the sum of the parts making sure that has stayed intact. there are more than one way to achieve the bicycle program. the first is mta should set goals for the bike system and expansion is the primary effort but there are other goals to shape the policy and funding decisions we need to make in the future so we want to increase the bicycle sharing and those are goals that should be specifically met. secondly, we think the mta should condition to work with the district as well as other local jurisdictions and stakeholder to agree on the standards. what is the bare minimum that
8:36 pm
the standards should be so to make sure we have the system prasht ability. so the mta should develop the system in the long-term. basically to continue to have the funding and the business plan that kind of idea but same thing maintain the recreational definition it might be more down the line the goals will make sense for synergy purposes. we recommend the region has a hybrid model to spin-off a nonprofit that's strongly supported by a public entity; right like with the 501 program and for jurisdictions that don't want to to do their own presumed to be innocent and programs that
8:37 pm
meet the programs that want to go ahead and make efforts on their own to make sure the region is supporting those efforts as well. and just finally >> so that means you can have other jurisdictions that can run the regions. >> yes. along with the capital matter just you making sure their speaking to one another and complimenting each other that's the goal. the other considerations mentioned i realize that in the back felt s ar we'll make sure their sprinklers better but how to achieve the social equality. we saw a presentation around north america and know you have to get their hands dirty the
8:38 pm
sfmta will have brainstorming groups how to solve the issue of bike sharing throughout the region it will take effort it's a challenge for the bicycle mode in general. there are by the evidence practices for those systems some thanksgiving things we've heard there are developers who want to write cheese cakes so their you currently is not a mechanism to achieve the funds so there has to be dedicated staff and mechanisms to make sure that can happen. we talked with the biefk rental folks and they're separate markets we believe but we need to marry they're clearly defined but the bike sharing is a short-term point to point use of the bicycle. finally there's this use even if
8:39 pm
public investment saying oh, bicycle sharing takes care of of itself are there's always a public investment if we're trying to define this this will define what is the prompt perspective 0 level of the public involvement. so with that, the next steps the sfmta is realized we'll be incorporating the feedback and bringing a final s ar through a regular board process and that could be early as the may board depending on the amount of feedback. thank you for your presentation and all your work on the s ar it's great to have a framework where san francisco, california expand with the regional system
8:40 pm
so i appreciate all your efforts. can we hear from the mta where we're at in terms of the expansion of our system here in san francisco. >> thanks good afternoon sprirdz keating maddox. just very quickly 3 points so right now, we're in the middle of station planning and outreach for a modest expansion of 17 stations that is part of the 50 stations in san francisco it will extend down market street and hate valley and into the triangle area so far as marketing and castro down valencia and we're planning that for right now we're in the thick of talking to neighborhood groups and merchants and doing our due diligence in the
8:41 pm
outreach. generally people are very excited about it especially in those areas there are going to be a lot of trade offices in terms of parking we have a lot of work to do and is there a timeframe >> it was supposed to have happened earlier this year. first, it was mirandize in some computable modifications but now there is a side issue going on in the issue. our mean software providers is still up for sale they filed for bankruptcy protection they were on the auction block and bids were due so we'll know later this month and we'll hopefully it will be bought by our current
8:42 pm
maintenance provider they can sort of move without hitch forward and sort of fire up production once more we don't know. it takes between 5 and 6 months to actually produce the equipment once it's ordered so at this point we'll be expanding this year >> can we meet off-line to talk about this. >> yes. >> so that's sort of the small-scale expansion and the other thing the mayor's office is hard at work laying the kind of infrastructureal organizational infrastructure for funding u fundraising in san francisco. so talking with the fundraiser and setting up the nonprofit that could accept the
8:43 pm
sponsoringship. it's great if the region wants to work on this but we're not stopping we don't want to end up a year from now. so >> so we're not necessarily looking at state of government stream for the program that's - >> that's it as well, but we definitely need to do what we're doing what we can to receive and attract the sources of private funds. we're also looking at private fund on this third point it was supposed to happen last month but in april the metropolitan transportation system is going to allocate another millions of dollars funding to bike sharing some will go to the east bay and
8:44 pm
other existing cities in the pilot we'll be expecting to get some of that money and one use is to do the primary engineering for a large expansion in san francisco. that will happen if you have any questions, i'll be happy to answer them >> thanks. >> was under a public comment on this item? great so let open this up for public comment >> good morning or afternoon kate. i want to thank you for your careful attention this is about bike sharing going forward will effect our city. so thank you for that >> is there any other public comment on this item?
8:45 pm
seeing none, public comment is closed. director chang >> to thank our staff in collaboration with the t c and other stakeholders and nonprofits and community based on organizations around the region and amber crab a principle planner and others and we appreciate their hard work on this thank you. >> great. >> thank you lastly i hope sfmta has helped the region in terms of great decision making and not only looking at san francisco but other regions. so thank you for your work mr. schoert and ta staff and look forward at the expansion here 90 in san francisco >> supervisor campos. >> thank you, madam chair thank you to the staff for the outreach they've done the outreach where they've been meeting with the merchant they appreciate that outreach and i
8:46 pm
think people are excited about the expansion. thank you >> this is an informational item. does that item need to be filed or continued >> call item 10. >> major capital projects that is an informational item. supervisor mar this item is going to be continued we'll take public comment on this item >> any public comment on this item? seeing none, public comment is closed. can we take a motion to continue this item to next month can we take those without objection? >> introduction to new items. >> any new items to be introduced? great so then we'll move on to item 12 which is general public
8:47 pm
comment. any general public comment please come forward >> joe with new district 8. i just want to get a commitment from the commissioners and the cac free minnesota for search and seizure and the disabled people. i think that it's in the budget and i think as commissioners and democrats you can get the money from the big companies from tax breaks and muni's and having free parking so i would urge all the commissioners and ta for the free minnesota for citizens and disabled and use up to 19 years of age thank you >> thank you any public comment on this item? general public comment general public comment is closed. . >> item 13 adjournment.
8:48 pm
>> thank you we're adjourned >> i love teaching. it is such an exhilarating experience when people began to feel their own creativity. >> this really is a place where all people can come and take a class and fill part of the community. this is very enriching as an artist. a lot of folks take these
8:49 pm
classes and take their digital imagery and turn it into negatives. >> there are not many black and white darkrooms available anymore. that is a really big draw. >> this is a signature piece. this is the bill largest darkroom in the u.s.. >> there are a lot of people that want to get into that dark room. >> i think it is the heart of this place. you feel it when you come in. >> the people who just started taking pictures, so this is really an intersection for many generations of photographers and this is a great place to learn because if you need people from different areas and also everyone who works here is
8:50 pm
working in photography. >> we get to build the community here. this is different. first of all, this is a great location. it is in a less-populated area. >> of lot of people come here just so that they can participate in this program. it is a great opportunity for people who have a little bit of photographic experience. the people have a lot, they can
8:51 pm
really come together and share a love and a passion. >> we offer everything from traditional black and white darkrooms to learning how to process your first roll of film. we offer classes and workshops in digital camera, digital printing. we offer classes basically in the shooting, ton the town at night, treasure island. there is a way for the programs exploring everyone who would like to spend the day on this program. >> hello, my name is jennifer. >> my name is simone. we are going on a field trip to take pictures up the hill.
8:52 pm
>> c'mon, c'mon, c'mon. >> actually, i have been here a lot. i have never looked closely enough to see everything. now, i get to take pictures. >> we want to try to get them to be more creative with it. we let them to be free with them but at the same time, we give them a little bit of direction. >> you can focus in here. >> that was cool. >> if you see that? >> behind the city, behind the houses, behind those hills. the see any more hills? >> these kids are wonderful.
8:53 pm
they get to explore, they get to see different things. >> we let them explore a little bit. they get their best. if their parents ever ask, we can learn -- they can say that they learned about the depth of field or the rule of thirds or that the shadows can give a good contrast. some of the things they come up with are fantastic. that is what we're trying to encourage. these kids can bring up the creativity and also the love for photography. >> a lot of people come into my classes and they don't feel like they really are creative and through the process of working and showing them and giving them
8:54 pm
some tips and ideas. >> this is kind of the best kept secret. you should come on and take a class. we have orientations on most saturdays. this is a really wonderful location and is the real jewel to the community. >> ready to develop your photography skills? the harvey milk photo center focuses on adult classes. and saturday workshops expose youth and adults to photography classes.

my president's announcements >> i want to make a couple of comments and one is that i want to congratulate tom lee for appointing marlin to the fifth floor, intake management and she is doing a great job and i think that i am just so pleased to have someone up there who is actually share and actually does for herself and so it is great on that and the other part is that i do want to mention too the tracking part of it. i like the way that we can get information on-line for the permits however, if we show that if there are any drawings for the permit or not and for that you have to go to planning to the website, to the planning website, you will be able to see if there are drawings with
9:00 pm
the permit or not. however, the other day i was looking through the permits and as it turned out, the planning was wrong and the word was wrong and so, i am hoping that maybe with the new tracking system we can actually show also on these points not because the people who don't want to do the research and what was the drawings on the job or not, because that helps towards reseven and so just, the two comments, thank you. >> my name is robert davis and i am a bay view resident and i would like to mention one building in particular, 3801 third street and the vacant and abandoned building ordinance. again, so this building, in 2009, had a vacant and
