inequities in the city. recently with an eye towards rehabilitation with the 2012 bond funds with local residents i evaluated three play grounds in district 5 from buchanan mall to groton. on prosac i've been on there and [speaker not understood] analyst reports from districts about rpd project developments and changes to access. i headed up a five member working group that developed an outreach policy for opd. it was warmly received by prosac but not yet adopted by management. outside the city i've spent at least a week a year at camp mesa every year since 1976. and for several years i volunteered in [speaker not understood] the camp in advance. just giving you reasons why i have a little bit of experience about this. eight years ago i supported the resolution adopted by the board to prohibit privatization at camp messer.
10:31 am
when my kids were young i took them hiking and camping and backpacking trips and years ago when my kids were entering high school i was a volunteer course leader at [speaker not understood] and volunteer adult leader for the mcentire high school [speaker not understood] program. i could go on, but a few years ago i worked with folks in d5 and d7 to try and keep the j.p. murphy clubhouse open for staff and the community. and later lobbied with other people from different districts from rec directors and their clubhouses. and recently a few have been theft. generally i have a good deal of outdoor experience as well as organizational experience, construction and metal trades experience 35 years years in the [speaker not understood]. i've lived 35 years at maya dress in d5. one more thing. ~ 1980s high school was a derelict abandoned site occupied by thugs and skinheads. some of us formed a coalition
10:32 am
and saved the two gyms for the community for community recreation. and [speaker not understood] we built 14 units of affordable condos. and i served on mayor feinstein's planning committee to develop -- select a developer and the design. so, as a parks advisor -- i can go on and on about my work experience. >> yeah, i think you're overqualified. [laughter] >> okay. anyway, i appreciate the opportunity to serve on the advisory committee. >> thank you. by the way, if you don't know, the recent clubhouses that have been open were j.p. [speaker not understood]. thank you for your work. any other questions and comments? seeing none, thank you very much. >> thank you. >> linda d'avirro. he >> thank you for the opportunity to come up today. i hope also to be reappointed
10:33 am
to prosac. as far as my background, i have more than 24 years in corporation and public service, and that is with pacific telephone. when i started there i was in management for 24 years and i had the opportunity to do project management, capital budgets, many, many different things. but my last six years with pacific bell were with state regulatory. so, i had a lot of experience with witness prep, case management, late case management, issues management, and outreach to communities. so, i think to summarize, that gives me a little qualification to do what i'm doing presently. after i took early retirement, i went into hospitality and negotiated corporate contracts with travel managers who wanted to send their employees to different hotels for the two
10:34 am
companies i worked with. so, again, i have that sort of a background. so, i know about [speaker not understood] and a lot of what we he do on prozac has to do with negotiating and working compromises and listening to the communities as well as working ~ cooperatively with rec and park staff. the years i've been involved with parks have been in excess of 15. i was in the policy commission -- committee for neighborhoods parks council and i've been involved with parks in my community as well as other communities for almost 15 years. was the co-chair of a group that is known now as the mclaren collaborative. i helped put that together and that brought together a community and the under served neighborhoods of 9, 10 and 11 that surround mclaren park. and i think we've been successful at getting our side of the neighborhood at least acknowledged. and in the last bond i was very
10:35 am
helpful in getting some funding that would be going a little bit of a way to improving mclaren park the next few years. i also served as one of the task force members of the community opportunity fund for the 2008 bond and i also was working with the task force to put together the plan for the 2012 bond. i'm involved in several community organizations and on boards and one of them in particular, i'm the treasurer of [speaker not understood] association which is in the mission district and gives a lot back to the community and i really support communities. as denis has said, that need funding for open space as well as funding for community places to go, parks to be in. and i think that's really what my role has been as currently the chair of prosac and as a
10:36 am
member prior to that. i'd like to [speaker not understood] because my particular goal as the chair is to get the members far more involved in the parks that maybe in the past they hadn't been. but also cooperatively get out and work with the communities to see what their needs are and work with their supervisors to get funding for the parks which i think is a really pivotal role that we can play for the members at large that may not have a voice in the community. so, with that, [speaker not understood], i'm open to any questions or comments you have, but i'd like to remain on prosac, particularly as chair for the next year at least. >> thank you. any comments, questions? seeing none, thank you very much. >> thank you. >> really appreciate the two of you coming forward today. and for winnie chu, she's my selection for district 7 and she's also being solicited --
10:37 am
her term just expired after about three months. she wasn't on there too long. i want to make a comment. first of all, i should ask if there's any public comments on this item. [speaker not understood]. [laughter] >> no. any public comments? seeing none, public comment is now closed. [gavel] >> i just want to say i value your services on this committee and i really think highly of the committee. i was involved somewhat for over a decade in the -- when the funding was available to the community. it easev seems like in the ~ '80s. i was part of the committee for better parks and rec in chinatown. so, i saw the value of what it could do to help us acquire more open space in san francisco.
10:38 am
and i'm actually working right now in my district although i'm not using any of your funding for that to expand a little bit more open space for my district, which is the ingleside of balboa. so, i'm hoping that by sometime next year we're going to actually see something open, a grand opening. but that's my -- my priority, to create as much open space as possible for those, and particularly for those that are not as available to just hop in their car and go tomorrow somewhere, talking about mainly seniors and young families or families with young children where you stroll them and can't get closer. so, with that, supervisor campos. >> thank you. just a very brief comment. i want to say this is one of
10:39 am
the most important bodies for me in this city, and it's really important for many reasons, you know, besides it has the coolest name, prosac. [laughter] >> but it really is important in this kind of urban setting that we live in to have open space and, you know, prosac has been blessed to have pretty incredible people that have been on it. i'm glad the three that are here want to continue. so, i'm happy to move this item forward with a positive recommendation. >> supervisor tang? >> thank you. i also wanted to thank the candidates who showed up today. i had a -- i have a legislative aide in my office who sat on prosac. i'm happy to support the three applicants as well. >> with no objection, the motion is passed. [gavel] >> thank you very much. congratulations. so, let me, madam clerk, let me
10:40 am
hear item number 3, i believe. >> item number 3 is a hearing to consider appointing one member, term ending january 31, 2016, to ~ hearing to consider appointing one member, term ending january 31, 2016, to the mental health board. >> let me backtrack a little bit. i realize that for item number 1 we need an additional motion, which was to make a motion to waive the residency requirement. is there a motion? >> motion to waive the residency requirement for mr. [speaker not understood]. >> [speaker not understood]. >> without any objection the motion passes. [gavel] >> do i need any public comment on that particular -- no? thank you. madam clerk? >> item number 3 is a hearing to consider appointing one member, term ending january 31, 2016, to the mental health board. there is one vacant seat and three applicants. >> okay. let's see who is here.
10:41 am
eugene porfido? >> yes. >> come on up. >> good afternoon. thank you. appreciate you giving me this time to speak in front of you. i've been a resident of the city for over 15 years and i'm extremely concerned with the way mental health is being addressed in san francisco today. it's important to me to not only have a voice, but to share in the responsibility of the efforts of those who are promoting better health care services and to those that are in need in the city. as part of my background, i founded tom wardell center when i got on disability in 2004. and after years of great care, i wanted to give back to the community. i joined the tom wardell community advisory board which i've been on for nine years now and was recently reelected for my third consecutive term as the presiding chair of the board. i will also be representing the clinic at the health care for
10:42 am
the homeless convention in may, and this will be my third year in a row for doing that as well. and also i take part in the transgender work group internal inside the clinic. i recently received my community mental health worker certificate through ccsf and i thank all of you for your support for that school because ccsf has literally changed my life and it's really important that it continues to do that for others as well. [speaker not understood] under dr. sal nune as. after 7 semesters i'm still holding a 4.0 grade point average. i received my certification from the alliance of mental illness to become an arts antistigma peer to peer [speaker not understood] voice spokesperson. i received my certification two weeks ago for that. however, this is a family seat and the reason i'm here is not
10:43 am
because of my battles with depression and my trying to deal with disability and all those issues. those actually brought to light my realization of how my family had not been dealing well with mental health issues. my father had bladder cancer for five years. after being basically told he was cured, a year later a spot showed up. two more years or somewhere around there of heavy duty of experimental key moe, 71 years old my father was angry and depressed, hated fighting and he finally gave up and i know he had a few more years in him if he he had gotten the right help ~. my mother, after she lost her husband of 50 years, went down hill very fast. she got very depressed. a lot of denial in my family about her situation.
10:44 am
she died recently at 87 years old with severe dementia and depression. my younger sister, the first child, when she was in her early 30s, severe postpartum depression and gained about 100 pounds of weight. any time anybody in the family tried to help her she got very defensive and would actually crawl back into herself and eat some more. still not getting the help she needs. and worst of all, my sister was four years my junior, died at 42 years of age from alcoholism. she suffered from bad depression and a bad marriage. refused treatment adamantly despite numerous, numerous attempts by the family. especially my parents who loved her dearly. once again, this is not about me, though. this is about people in the city, this is about families. this is about taking my experience of 55 years of life which to me seems
10:45 am
inconsequential to what i see every day on the streets of san francisco. i would just like to be able to bring a sense of care, value, and responsibility to the families in this city and hopefully through this appointment of the mental health board i'll be able to do my best to do that. thank you. i appreciate the time. and if you have any questions, i'll do my best to answer. >> sure, thank you. any questionx? seeing none, thank you very much. >> appreciate it. >> please keep up with ccsf. that's really appreciated. thank you. [laughter] ~ >> >> vanae tran has withdrawn her nomination. the next person is idell wilson. >> yes, good afternoon, supervisors. and i have to apologize. i can't talk that long because i have sinuses. the pollen and stuff in the air. i did submit my recent resume
10:46 am
to you guys. i have been aes are ~ resident in san francisco all of my life, born and raised in general hospital, raised four children through the special education system here. now they're all grown and thank god gone. i currently have grandchildren and i currently hold a seniors spot. i'm working with people with disabilities and seniors who have their grandchildren who have disabilities now. a new generation of children. so, i do not -- again, i apologize, i have sinuses and i do not wish to speak that long and hold you guys' time and run down the resume. i have always wanted to serve in san francisco, the most resourceful beautiful city in this world. thank you guys very much. >> thank you.
10:47 am
>> siam sorry, you guys. any questions? ~ >> any questions? i think you came before one other time. >> yeah, and i gave a hispanic lady -- there was not -- there had never been a hispanic woman on the mental health board before and i gave her an opportunity. and this is the -- she left. i'm back again applying for the same [speaker not understood]. >> right. was it your children that went through the system? >> excuse me? >> you mentioned last time -- public education system? >> no. >> special education system here in san francisco? >> family members that might have gone through the system for mental health. >> yes, i had a family member here in san francisco now. >> they may have received mental health -- >> mental health services, yes,
10:48 am
in the mental health services here. >> um-hm. >> through the mental health, and the mental health board, the cbs community mental health board and nami, a lot of different services that are available here in san francisco. >> okay. any other questions? supervisor tang? >> there we go. i'm sorry, this question may be more for the city attorney. i had a question because seat 16 which these applicants are applying for must be for a family member. and, so, in terms of the candidate who is before us, he did mention that it was himself as an individual who has gone and received services and i wanted to know whether that was -- that was something that would qualify for this seat. >> deputy city attorney jon givner. the answer is a little complicated. there are different categories
10:49 am
of, of people who can fill seats on this board. the board has to have at least four consumers, that is, people who have received mental health services in san francisco, and at least for family members, which is adult, children's, domestic partners or siblings of people who have received mental health services in san francisco. the statute -- i'm sorry, the ordinance that creates the board doesn't actually specify who needs to sit in which seats. so, in a way it probably depends on how many family members are currently on the board. if there are currently four family members on the board, then there would be no problem with a consumer holding that seat.
10:50 am
the clerk's office generally has a way of tracking seats in order to, to make sure that, that at least minimally complying with the ordinance. but there may be another seat where a family member is sitting already. >> maybe -- could you come up and maybe you might have some information? >> it's rather a complicated board in that we are a state [speaker not understood] board and we are also in the city charter. and i've been executive director. my name is [speaker not understood], since 1999. and when i came on at that point, and i don't have the history of that, but each supervisor at that point were supervisors at large and [speaker not understood] was the sitting supervisor on our board. each supervisor had a specific seat that they appointed a family member, a client, a mental health professional, or
10:51 am
public interest. and the total numbers, that's 11 supervisors and then the rules committee appointed five people, five different seats. there are two family members, two consumers, and -- no, two family members, one consumer, one public interest, and one mental health professional that were the purview of the rules committee. and then when the supervisors became districts -- that was -- i don't know exactly how that happened. each district supervisor was then assigned either a consumer seat, a family member seat, a mental health professional seat, or a public interest seat. this particular seat is one of the rules committee's family member seats. and, yes, there is the charter about the numbers, but in order to maintain those numbers we have at least up to this time each supervisor or the rules committee has appointed whatever particular seat was assigned. does that answer the question?
10:52 am
and a family member seat is a person with, you know, a family member who has been through the mental health system. adult children have both been through special ed and have received mental health services, she's had a foster child as well. she's not feeling very well, but i've known her for years. so, anyway. >> thank you very much. does that clarify for you? that's why i thought i remember her mentioning last time, but not this time. so, any other questions? seeing none, thank you very much. >> [speaker not understood]. >> no, it's not about you. >> we were just trying to clarify for the different types of seats and whose qualifications fit into which type of seat and what was allowable. >> [speaker not understood]. >> we understand. it's not about you, it was not
10:53 am
about you. thanks. any public comments on this matter? seeing none, public comment is now closed. [gavel] >> so, if we -- i've been through this before. we've had more qualified candidates than seats. both candidates to me are good candidates. any comments? supervisor campos? >> i think it is, once again, one of those situations where you want to appoint both because i think both are extremely qualified and would be excellent additions to this body. what i would say is i would encourage both of you whether you get appointed today or not, to continue remain interested because the way these appointments happen is that if you do not get the appointment now, there is always an opportunity to get the appointment at a later point. and, so, i would simply ask
10:54 am
that you, if you don't get this, that you come back to us. that said, without, you know, casting anything negative on the other person because i think they're both great, i think i'm going to nominate idell wilson. she's been through this process before and i think that -- i certainly have interacted with her. and i think she brings a lot, as would mr. per if i had owe as well. ~ porfido as well. so, that would be my motion. >> as i mention, i remember her coming a lot the last time and there were qualified -- more qualified people than the position. the recognition at the time was it would be great to fill the seat in the past with a bilingual person.
10:55 am
so, the fact that she's come back and shown her strong interest in this, i would support your motion. supervisor tang? >> all right, thank you. today after listening to both of the statements from the applicants, i would have liked to appoint mr. porfido to the position to the mental health board. but given that ms. wilson has come before us previously and we have encouraged in the past people to come back and that there are two supervisors who also support ms. wilson, i will support that motion. >> so, without any objection, motion passes. [gavel] >> so, thank you very much for coming today. so, madam clerk, item number -- what is it >> 4. >> item number 4 is a hearing to consider appointing one member, term ending january 1, 2019, to the elections commission.
10:56 am
there is one vacant seat and two applicants. >> okay. there are two applicants. so, applicant number one, dominic ryan paris, would you -- >> good afternoon. do you have any starting questions or shall i just go into my spiel? would you still have faith in our american democracy if your vote didn't count? this is actually the question that got me interested in elections and voting during 2000. we all know it happened in florida, but what really isn't known is that 4 to 6 million votes were lost during that election, not due to fraud or anything, but just plain old mistakes.
10:57 am
this sadly makes the united states rank 25th out of 73 countries as far as electoral integrity. should you choose to appoint me electoral integrity is my top priority for serving on the elections commission. i have a proficient knowledge of voting systems and as well as electoral good processes, best practices. i've done this through working for the center for election science helping small organizations adopt better voting systems and use better practices. i also have my second public policy masters is focused on elections and voting. an emphasis in comparative public policy which really has helped as i have worked for elections in three separate jurisdictions in two different states plus an on-site review in puerto rico. that being said, i have worked in capacities ranging from the lowest level of poll worker all the way to full-time elections staff. that includes clerk, judge, inspector, poll worker,
10:58 am
trainer, ride along coordinator, field tech and office staff which ranges in duties from redrawing precincts to processing early registration voters. so, as i said before, my primary goal is to make sure that an election integrity maintains. just yesterday a federal court ruling paysv the way for oppressive voter id laws in both arizona and kansas. so, the threat to our elections is real. san francisco and california are pretty clean, but we do need to maintain our vigilance to make sure there are no threats to our city and county. any questions? ~ paves >> supervisor tang. >> sure,ly ask this of all candidates. but if you can speak to some of the goals that you have if you were to serve on this commission ~. >> yes, thank you. integrity is a very general goal, but it is the number one priority. if any outside influences do try to threaten the electoral integrity, i do think that is our duty or my personal goal to fight it and the oppressive
10:59 am
voter id law is a perfect example. more specifically, continuing with the election commission, i really want to work on poll worker training. we already do have a good program, but they are our front line defense and are essentially judge, jury and executioner on election day. there are thousands of them and yet only a few dozen full-time electoral staff. they need better training. they're doing a good job, but we can always use more. and if you throw some money our way, knock knock, i would love to create a poll mobile, an idea stolen from san mateo county that would be used for voter outreach and education during the off season and during the elections could be used to drive as an emergency polling place provided a location is thev open, the owner doesn't open up, there is inclement weather and the roof has collapsed, whatever, it would be quite excellent and provided the supervisors give us the scope, perhaps even
11:00 am
lobby our state assemblymen and senators for better election laws. just a whisper thing. >> thank you very much. >> any other questions? >> no. >> thank you for your consideration. >> okay. next applicant is christopher jerdonek. >> supervisor yee, supervisor campos and supervisor tang, my name is chris jerdonek. as you know i am applying for the elections commission. thank you for considering me. to give you some background about myself, i have lived in san francisco for over eight years, first in district 9 and then district 8. i received a ph.d. in mathematics from u.c. davis in 2005 and moved to san francisco shortly after that. in 2007 i started working as a software developer for a company called granicus which i believe you are all familiar with. they specialize
