exceptional. the addition matches the neighbors rear building wall and that has resolved the issue. i think pictures say a thousand words, so i'll display this picture. two-doors down at this house, this is a new addition that went up and that is massive. it's nowhere near what i'm trying to build. it's 18 percent larger of mine in terms of their addition. so in summary, the requestor has failed to prove that the addition is considered extraordinary and circumstances. i have acted in good faith and i respectfully ask that the commission takes the planning recommendation and approve the plan and deny the dr. >> the public hearing portion

is closed. >> commissioner moore. >> i would like to give my comments to the building and ask mr. washington a couple of questions. mr. washington, my understanding is that single family residential over three stories does not require a secondary means of [inaudible] in the forms of stairs as we see on the plan. i want to restrict my comments to discussing the stairs which are in the rear of the building and added massiveness, which i think indeed makes it difficult to look at the expansion as the reason of expansion. i want to look at the buildings. if there is a need for the stair, it can be a circular staring because from the fire department's point of

view, the stair that is currently shown is not a requirement. am i correct for saying that? >> i don't know the answer because i am not a building inspector, but i do believe this is a single family resident that a spiral staircase could be an option. we could clarify that. i try not to make -- >> again, the fire department has its own way and dbi as well, but i like a reading of the amended code. the reason why i'm saying that because i think unfortunately i think everything about the addition itself as far as the building is concerned is fine. it shows that stair and what comes with a stair is a bulging out the deck on the different level where it occurs. what grants them a stair over the bedroom on top of the roof. i

would suggest that stair is resolved internally by doing -- by placing the stair in the same place as the stair from the second -- from the first to the second, from the second to the third, and then to the roof deck. that you'll have a hatch or a small penthouse which indeed would very much minimize the impact of the building on the backyard and how it interferes with the side line on the rear of the building and that is the objection of the other property owners. by doing so, you could also pull the -- you look at the side line, the first page of our submittal, you can pull the deck back by three fleets and the east face -- it interferes with looking into the other neighbor's rooms would be

eliminated. so you shrink -- without shrinking the building, you start to pull back the stairs, internalize the access and form the bedroom to the roof deck, but put the roof deck on top of the bedroom, but keep it like a small penthouse in a less obstructing way in the rear yard and the ability to look into other people's properties. imagine yourself. you have your living room or whatever facing to the back and you see this massive stairway interfering with your side line. this is not a secondary unit. it is a building expansion, but i ask that we consider making alternate suggestions on how to deal with the stair. either the circular stair which holds back to the western edge of the main building or an internal

>> if you are asking me, i retain the back, the decks in the back. i eliminate the eastern deck on the bedroom floor, have an internal stair coming up to the roof of the bedroom roof, pull this back by two or three feet so that it stays away from the level below. and then the stairs, either an additional circular stair coming from the bedroom going down or this stair goes away all together and the lower deck remains as it it. >> if you eliminate the circular stair, then there's no access between the floors, is that correct? >> the access and internal stair. there's an internal stair already. >> i mean on the outside, there's no connection between the decks.

say a few words (clapping.) well, first of all, it's existing to be here among those vigorous men (laughter) >> you know, a long time ago we're reminded our community had a lot of barriers and chinese hospital was one of those institution that were create by people themselves making sure that they came back can take care of each other. today is it's the same story chinese hospital teaspoons to be that symbol we take care of each other. it's no surprise that as a result felt people around and behind me and another popcorn who's in china trying to collect

someone else we're continuing to raise money for inform institution that we honor the entire staff who work here everyday to make sure that they take care of the health of people and that they are now in the morning no longer an swloitd is o isolated hospital they define our city that has the highest level of health care facilities in the country. a 5 hospitals currently are under seismic construction and this is one of them. if you talk to anyone this is unprecedented. i join with former carman chow and the rest of the board come on up carmen.

join us at the gulf tournament. there are so many people contributing to them volunteer wise and we honor them today by the fast pace and 2k5ek9d staff we want this up as soon as possible because the services are vital. we want this to be the whole network of the health services. so i congratulate everyone here today and produced of our community for being so supportive and our international community. i'm sure you're aware of we're located by officials in china and along with private investmentors this is for our
