10:00 pm
17 last year, it was out 30 days to do a 30-minute job. i did a verbal and written request with the housing authority to come get it fixed. now, it's gone on the third week. this is deja vu. imagine you without a house, don't bring up cell phone. i'm talking about my house phone. 911, call police, fire, it's impossible. like the picture i've fallen down and i can't get up, that's a possibility. i asked them and can't understand why it takes so long. i want them to move at the same speed as if i did not pay the rent that they would send me an eviction notice, five working days approximately. by the way, vice president pa trayer he owe terrace tenant association, so you can imagine if i'm having this problem, somebody ~ somebody who is straight tenant paying, people get frustrated. they don't want to do nothing. keeping that vacant apartment
10:01 pm
made a lot of enemies, telling people they can't vacate there. so, all i ask is have my phone. they got their own private contract. it don't take three weeks, three weeks. california bred, born and raised here in san francisco. thank you, everybody. >> next speaker. good evening, supervisors. i first line of chronicle read, navy to test treasure island holds for radiation. in my opinion, the mayor's office and board of supervisors have inadequately handled the affairs at treasure island. three people need to discuss this matter publicly, preferably under oath, under threat of subpoena. first person, gavin newsom.
10:02 pm
second person, sean elsbernd. third person, tony hall. let's get down to the fact whether it's safe to live there or not. i think the only way to test whether it's really safe there is to have the mayor and the board of supervisors live in those contested properties where radiation is suspect, and i want to see who stays there and who leaves because, in my opinion, that's when i can tell whether it's safe or not safe. second headline says [speaker not understood] computers engaging stat of roughly 56,000 department of public health patients. once again for the record, in my opinion, the mayor's office and the board of supervisors have actively prevented a full audit of the department of public health. one lady has died, and then now
10:03 pm
we have this, and hopefully people will sue the city of san francisco for negligence in regards to the department of public health. the giants are supposed to win the world series this year after 10 12. so, let's not let the curse occur and have the team get hit by injuries. just like the 49ers lost three times because of bad luck. hopefully the curse doesn't end the giants 14th season. thank you. >> final speaker. [speaker not understood]. good evening, president chiu, and to all the supervisors that are here. my name is [speaker not understood] and i am vice president of hunters view resident council which i was just honored by president torres of the commission of the housing authority. yesterday we received this flyer, i'll leave it here for you guys. and it don't say where they're going.
10:04 pm
it says 131 family center, which the city has the ymca and that is where that is. but my point is that they are picking out who they want to go to these meetings. so, they took the youth there. i'm coming to you guys because you guys [speaker not understood]. anybody come up there in hunters view to talk with the board, [speaker not understood] president chiu, i'm sure ain't nobody in your house going to do something you don't know. and this don't make no sense. recognize who we are. they can't [speaker not understood] partnership and take these kids places we don't know nothing about it. and also we've been working with the youth. they took them to go fight for the superintendent [speaker not understood]. john stewart hasn't built anything up there for those kids. just like the flyer does, apri, [speaker not understood], director and james ryan and jbr. this saturday they have [speaker not understood] welcome all of you.
10:05 pm
also april 26 we have [speaker not understood] and pollution walk from martin luther king park to [speaker not understood] street. [speaker not understood] green action by l angel and maery harris and along about my mother's and father's committee. we want to welcome all of you. we would like you to look at the list going on with the fliers going on. and we work very closely with ed because barbara smith and george who is over all the tenant [speaker not understood] in the city. thank you. >> thank you very much. next speaker. that mic is fine, yes, thank you. good evening, board members. my name is he will vin james brown and i'm a ten-year resident of san francisco. i reside at the all-star hotel which is an s-r-o hotel managed by the largest housing services contractor in the city, the tenderloin housing clinic and randy shaw. i'd like to bring to the
10:06 pm
board's attention a matter which i consider to be fraudulent, collusion between the san francisco human services commission and tenderloin housing clinic. tenderloin housing clinic is in violation of its contract with the city and it has been since october 12th of 2012. there is an order of abatement on my hotel, the all-star hotel located at 16th and folsom. and that has been in effect since 2012 -- since october 2012, excuse me. i went to the human services commission meeting before they approved the grant approval, grant modification approval a month after this order of abatement was issued. the human services agency granted tenderloin housing clinic $260,000 in a grant modification despite this order
10:07 pm
of abatement being in effect. to me that just smacks of the city wasting public funds and giving favoritism to the largest city contractor there is for public -- for housing services. i have a blog which you can look at all of these documents and further read about it. all star activist.com as well as slum hotel.com. it is also a san francisco article, san francisco gate article written on this by carol williams. thank you. >> are there any other members of the public that wish to speak? hello, my name is [speaker not understood] edmonds. [speaker not understood]. i thought we were the largest. i heard tac. you know there's a lot of things at s-r-os our city, we
10:08 pm
don't get to say [speaker not understood]. [speaker not understood]. i had been up to the [speaker not understood] art complex on the 22nd. we had generation night. i get home [speaker not understood]. i find a noose on my black man's tie. and i said i black man do not tie a noose. they see these messages and secure [speaker not understood]. it seems like if you get beat up, the people get abused in those s-r-os getting into the apartments. so, we working for l.g.b.t. safe housing in district 6 as well. and i think i had a [speaker not understood] from jane kim. i got the picture in my wall with frogs.
10:09 pm
[speaker not understood]. [speaker not understood]. school rights of black children in the city. it's understood they're building 500 $1 million houses down in bayview from the section 8 [speaker not understood]. so, that is unbelievable to know that they are taking houses and building 500 million -- 500 $$1 million house he in bayview. who is going to move there? i'm part of the 38,000 registered voters. i'm part of the one that sent registered [speaker not understood]. we all do care about this city. >> thank you. are there any other members that wish to speak in general public comment? general public comment is is now closed. [gavel]
10:10 pm

10:11 pm
following beloved individuals. for [speaker not understood], mr. william farrell and [speaker not understood]. on behalf of supervisor avalos for the late girardo [speaker not understood] castro rena. >> i want to take a moment and thank our sfgov-tv crew of jesse larsen and nona melkonian for their work in televising today's broadcast. and with that, madam clerk do we have any more business before the bore? board? >> mr. president, mrs. a in me morian off behalf of supervisor cohen for me young. >> with that, without any further business, we are adjourned. [gavel]
10:12 pm
10:13 pm
10:14 pm
10:15 pm
>> good morning. it is already the 25th day of march of 2014. welcome to the san francisco county transportation of authority. my name is john avalos of the chair of transportation authority. our clerk of the committee of the board is erika cheng. today's
10:16 pm
meeting is being broadcast by s fgtv staff of jessie /hrar sin and coal man. thank you for your service. madam clerk, would you please call the roll [roll call]. >> very good. next item please. >> march 25th 2014, this is is national item. >> we can go with the public comment on the minutes. any member of the public would like to comment. seeing none, we'll close for the comment.
10:17 pm
>> let's have a roll call vote [roll call]. >> minutes passed. >> great. let's go on to our next item, please. >> item three, treasury report, this is an information item. >> thank you, ms. cheng. colleagues, i begin our report this month in recommend /pwrapbs of joseph flanagan who passed away in early march. many of us knew him from district 6 as a community leader who was thoughtful and looked out for others, especially the seniors and disability community. i know commissioner kim will have remarks as well later on today.
10:18 pm
let me just say that joseph will be missed by all of us and we honor him today through our work going forward. joseph also did a lot of assistance in our offices and he really was committed to making sure that this city could run effectively. other things, vision zero represents a major initiative in culture shift with prioritizing safety with an opening goal of zero tolerantsy policy. i want to thank the mayor and control office and our various departments. i begin to see if departments coming together on this initiative. i know the staff is working together to support the very efforts. receive we had a hearing at the board of supervisors and now the commission on board of health
10:19 pm
is taking action later this month. i have also requested support from the control's office that track progress in our 24 project in 24 months that is key to our 0-vision plan. the control's office will report to the 0-vision's commit along with other departments and g t w. later on today, we will be considering /skp*epb expanding the size of the commissioners. we passed the board of supervisors meeting last week. and speaking of collaboration, i am pleased to see the m g a and g a's transitions from the visibility planning /stkaeupblg to /sta*eupblg to carry on in the next month. as noted at
10:20 pm
the last committee meeting last week, this program is an excellent gamble of community engagement and partnership. this is our first hand that we just broke ground on and our bike path that we just opened as well as the park commission that is approved in my district. approving transportation conditions also requires deep partnerships between the community and agencies. >> another important piece of information we saw come forward this month was the strategic part on bike sharing. the organizational options for the /tkw-plt of so our local system from a limited initial pilot to a full blown permanent regional system. i appreciate our staff's timely work on this.
10:21 pm
we will move ahead precisely and timely in producing bike sharing. thank you shorts and andrew crab for your work on the report. finally, i want to thank several of our colleagues for travelling to washington d.c. and our region to advocate for transportation priorities. i appreciate the coordination that proceeded it which allowed us to speak with one voice with the region and our counter parts across the state. i only wish congress were more like minded instead of being at odds on transportation which has been traditionally bipartisan. in accordance to our own local resources such as sales tax and double registration fee as well as the transportation we are considering for this fall. i look forward to continuing discussions about moving these forward in the coming movement
10:22 pm
of thank you colleagues and that /khraoudz my remarks. >> if there are no comments from the public, we can go on. any public that would like to comment on chair's remarks, please come forward. seeing none, we can go forward. this is information item. we can go on to the next item. >> hold on a second. >> commissioner. >> i was able to go to d.c. with some of the staff from the transportation authority to basically go and advocate for the interest of san francisco and transportation with the federal money that is available to us. right now, there's a couple of funding sources that needs to be reauthorized and we're not too sure where it's going to go. that's going to give -- that's the amount of money that usually comes down to the local level. and, it
10:23 pm
was important for us as a group to team up with m g c and for services with the presidents there. i think cheng and anna are doing a good job to address the issues that we have in services to try and go ahead and get the funding for not only the terminal that's being built and the super market but also other projects that are currently under way. >> thank you. thank you for your participation on the trip. okay. colleagues, are there any other questions? we can go on to the executive report. >> executive report. >> thank you. just following
10:24 pm
on those remarks, i want to appreciate the board for coming and joining us on the advocate trip to washington d.c.. i think it was very important for the region to see that we are fully in participation and support of the regional priorities as well as to have presence at the state wide level with the california delegation in addition. seeing our delegation in washington d.c. was a great opportunity to see how the commissions are and what they're facing over there. it was a bit sobering to see that congress is really stuck on the sources for transportation. as my report notes, we will be seeing a highway trust fund moving to the red column by july. that's very vehiclesing for us. we rely on our previous /hraeugzs and hopefully we will have the ability to fund these for a little while. at some point, if congress does not come together with the president on
10:25 pm
a more sustainable funding source for transportation, we're going to see projects slow down and potentially have to stop. we really do want to urge everyone to learn about this issue and really work with our colleagues across the state and look for those votes in congress. it's rare but we see that even when there's pretty much an agreement between the u s chamber of congress and environmental and labor groups, wither not seeing things like the federal gas tax which is a recommendation of the u s chamber of commerce and even our chamber of /khers to really fund our infrastructure in a responsible way. my next report is the this box. the light fund which makes $8.1 million available and for those communities that have a local housing fund. we believe that san francisco qualifies for that. the next item is i would
10:26 pm
highlight the user highway fee of ideas being /skud in california as a possible future way to help fund our state wide tax moving away from gas and it has been highlighted in washington state and/or gone state. locally, we want to mention to the public there's a public hearing for san francisco scheduled for wednesday, april 9 at the u c f f mission bay on campus at jen tech haul hall 6 to 8:00 p.m. we are developing a contract with city agencies. chair, you did mention, joseph flanagan, there will be a celebration of life at the arc of san francisco on wednesday the 2nd at 2:00 p.m. we will
10:27 pm
be there as well to remember joseph. in terms of projects, we saw as chair avalos mentioned, the project opened for construction and we also saw the abay low path open for use which will make a milestone for our program. as we see these projects coming in, we're opening a call for the next round of projects. just to mention, there's a 1.15 $1.15 million round of prop aa funds that has been opened and received over 5 $5 million of request. we do anticipate bringing staff programs next month. the strategic analysis report on bike sharing as chair avalos mentioned, it's available at our website and we welcome comments through friday april 4th. we will be picking this
10:28 pm
item through the plans and programs committee in the next round as an action item following the incorporation of that feedback. vision zero, fees represent interagency collaborations. we've been developing the vision zero steering toward the road map for how we can bring items forward. there was a very well attended robust hearing at safety and that was on march 6th. there was so much testimony, we will be able to continue that, the first one scheduled for april 10th. stay tuned for that. on the mar's transportation task force, we've began briefing members. we will begin briefing your office so that we can answer questions and ensure that there is coordination and information exchange ahead of the may time
10:29 pm
frame for introducing those legislations before the fall. this is an item that will be before you all as the board of supervisors. i just wanted to highlight that we're excited to take on the role of treasure island agency. the idea here and we've brought this item through in the past is to allow us to implement this through for a multirich program to support the development of transportation to enhance new ferry services and bus services and other mobility management strategies. two items on citizens advisory committee, geneva is still seeking a member to represent the outer mission and english elside neighborhoods. please contact this authority and you can be directed to the
10:30 pm
application. as well as the ms t c a is seeking applicants for the advisory committee as well which they will be staffing through their program over there. and, finally, we will be bringing forward a transportation command management update to you all in the next few months. it refers to a host of projects and programs to help review trip making and reduce on some automobile travel. we look forward to bringing that through as well. finally, i'm honored to be reported to the a bag planning committee. illustrate be serving alongside commissioner mar to represent san francisco's /pwraeufrryes through that regional body. i was also honored to be appointed to the
