8:00 am
sidewalk sale the saturday before small business week. and then on saturday, may 17th, i have listed the merchant areas doing it on may 17th and the castro merchants association is doing their in june. we worked with supervisor wiener and to let you know that the sfbiztax.org and they have pretty much given presentations to all of the ke ala key major business groups and
8:01 am
organizations. and working to find any entity to do a presentation to. we do have our monthly workshops at the library, the first thursday from 2-4. and an announcement has been dropped to all 95 entities that have business registrations, that includes non-profits and things of that sort. so hopefully you have seen it, and you have received it. our office continually announces this in our ee news bulletin, because the big key thing that is happening come april, when businesses at the end of april, when they send out the business registration renewals, businesses will see an increase in their business registration fee. so that is the key thing that we are trying to really highlight, advertise, get out there and educate businesses on.
8:02 am
biz portal update, partners have delivered their wire frames and simultaneously i'm in discussion with jane how to best line up the permitting mapping process with the discussion that you had at the retreat. identifying what it will take to develop a physical one-stop. since our last commission meeting we have had several meetings with jordan klein and joacqim torres and other staff and wed about the integration of the small business development center. and so joacqim and i last week met with the director of real estate to talk about space. and we're starting to look at what the organizational integration is -- how it's going to be and how it's going
8:03 am
to take place? we have different ideas going. we do think that likelihood still to be developed, but we're targeting a direction that osb will be the entry point for those looking for those services. and then just some follow-up in terms of the retreat. that we are targeting for end of april in terms of a proposed sort of master plan through the discussion that the commission had at the retreat. ratification of the changes to the rules of order. and then to just let you know that in terms of the staffing replacement status -- it's going slowly, but it is going. we're at the place that testing should be done in the next
8:04 am
couple of weeks. moving on to the formula retail study, there will be an update and workshop this coming week on the 26th. and i think commissioner dooley, you are attending, commissioner white you are attending and christian murdock will be attending. supervisor campos and according to last week, we'll see it tomorrow and plans to introduce legislation amending the health care health care security ordinance is tuesday. so we will see about that. and then my understanding is that signatures are being collected to put a ballot on the november ballot for minimum wage. >> that is crazy. >> where did that come from?
8:05 am
>> they are out there collecting signatures. >> they were collecting them in the castro. >> who is supporting that? is that campos behind it? >> no, it's someone else. it's a group i hadn't heard of before. >> wow. >> so then the remaining part of the report just is a continued list of legislative matters that are still before you. >> so they have to have signatures prior -- i think by the end of this month. >> yes. >> i don't think they will get them. >> i mean this is -- what is odd about it is that it's not in the conversation. i mean it's not in any conversations that i'm having with the mayor's office, any conversation. >> anybody's conversation. it's an independent group.
8:06 am
>> i hadn't even heard of this. interesting. >> with that, unless there are any questions for me, that concludes my report. >> next item. >> item 10, president's report. this is a discussion item. >> we already went over the small business week items. so i don't have anything at this time. >> thank you, mr. president. that takes us to item no. 11, vice president's report, discussion item. >> yes, i have nothing to report. i did attend the mayoral stakeholder community at usf and that was well-attended and good discussion. >> thank you, madame vice president. that takes us to item 12, commissioner reports. this is a discussion item. >> do we have any commissioner reports? commissioner dooley? >> i attended the next -- the latest meeting with supervisor tang, with christian and regina, regarding hopeful changes to the ada legislation
8:07 am
in terms of what we can do here in the city. and to that end i would like to request that christian give a report at our next meeting to bring everyone on the commission up-to-date as to what we are working on. that is it. i'm going to be at the formula retail focus group and was at the one previously. >> any other commissioner comments? seeing none, next item. >> that takes us to item no. 13 discussion and possible action for the small business commission to conduct a public employee performance evaluation for office of small business executive director regina dick-endrizzi and whether to conduct the evaluation in closed session. there are subset items, even with discussion item and discussion, as well as mandatory action and we'll take each on a separate call, mr.
8:08 am
president. >> i would like to make a motion that we go into closed session and i need to take public comment on this. so since it is an employee review, i would like to get a motion to make this a closed session. >> we need to ask generally for public comment first, mr. president. >> do we have public comment to go into closed session? seeing none, public comment is closed. do we have a motion to go into closed session? >> i move. >> second. >> all in favor? >> aye. >> okay. and then next item is to make a motion to do the evaluation, correct? >> well, we'll set up for the closed session and then the commission can discuss the agenda item and take any possible action related to that >> we're back in open session, mr. president and we're awaiting a report of any action
8:09 am
taken during the closed session and any action if this is any disclosed from the closed session. >> this commission did make a vote during closed session on a personnel matter. and we did take a vote and we wish not to disclose that. >> we need to report the vote, 5 votes in favor, no votes opposed to adopting the performance evaluation. >> correct. >> that takes us to item 13 -- excuse me, we took care of 13e, the commission choose not to disclose the information and move to item 14, discussion and possible action to update the performance. >> commissioners at our last meeting in february, i had
8:10 am
presented to you draft performance plan for this, since we're late in doing this, it would cover july 13th through july 2013, through june 2014. and you wanted a chance to take a look at it. it's in your binder. it's in your binder under "item 14." >> did you give that today? >> those were strategic plans from the previous -- the last two strategic plans, in case you wanted to utilize those for what you discussed in closed session. >> okay. >> you could also take a look at the 2013-2014 strategic plan as well. since we're sort of taking a
8:11 am
look-back. but there are the standard items that are required. 1 through 12, which -- excuse me, 1 through 14, which are the standards items that are required by the city for each performance plan. and then under section no. 2 the departmental operational goals, those are ones that then for each department to -- that is the section where the department makes the performance goals for its department. >> right. >> that is pages 6 and 7. >> i have a question on this addition here of no. 15 "employee wellness?" that was
8:12 am
not on the one with the review we just had? >> the performance plan, is that dictated by the hr department of the city? >> correct. >> so 15 was added on by them; right? >> right. >> so every director is being evaluated on these 15 criteria? >> yes. >> okay. i noticed -- >> excuse me, i said the wrong pages. they are pages 5 and 6. >> 5 and 6 is the departmental goals? >> correct. >> i noticed on item 1 "programs" osb branding is there. did we agree we're not going to worry about that -- you are going to delete that? bullet no. 3. >> right. >> just take yourself off the hook on that one. >> well, i mean we did agree that the commission didn't need its own separate branding. i thought we agreed that there
8:13 am
was no -- there was no call to action to replace the current logo as it is. >> change the commission to office of small business. >> right. just use the same one and change the words. >> yes just because it's sort of -- i mean, we have other fish to fry. >> and i didn't touch this since last month. so if there are things that have come up as a result of the retreat that you would like to add? >> so we're going to delete bullet no. 3, is that correct? website due to development of biz portal. >> yes we're going to need to
8:14 am
make modifications, because the biz portal will be assuming some of that. >> okay. >> so we may not be making that transition by the end of this calendar year, but we have to have -- we have to have it planned out this year in preparation. since the biz portal is due to come online in august of 2014. >> okie doke. >> any others? >> i'm good. >> i am too. do we have to vote on this? >> yes, that is what then -- we're sort of taking some -- then retroactively, then mr. president, you and i would have to sort of meet to do it
8:15 am
theoretically six months check-in. >> right. >> and then so yes, the commission does need to take formal action. >> let's have public comment on item 14. do we have any members of the public who would like to make comment on this? seeing none, public comment is closed. we have a motion to approve this action plan? >> so moved with the removal -- the deletion of bullet no. 3 under "programs." >> that is the only thing we're striking? >> that is the only modification that we have identified here today. >> second. >> commissioner adams? >> aye. >> commissioner dooley? >> aye. >> commissioner dwighteding? drietting? dwight? >> commissioner yee riley? >> aye. >> commissioner white? >> aye. >> thank you commissioners. >> next item. >> general public comment. >> do we have any members of
8:16 am
the public wishing to make comment on future items for this commission? seeing none, public comment is closed. next item. >> item 16 new business. >> i have a couple from the retreat that were officially working on workforce housing. what we can do to advocate for workforce housing? >> okay. >> what was the other one? also what we can do to advocate to allow small businesses affordable rent? if there is any type of advocating that we can do for that,? that was something that supervisor campos specifically mentioned to me that he would like us to be specifically involved in. >> okay. any other commissioner comments? >> mr. president, i think we also had a suggestion earlier in the meeting for a report on
8:17 am
the status of the ada working group, probably appropriate in this item. >> yes. >> next item. >> item 17 adjournment, action time. item. >> do we have a motion to adjourn. >> so moved. >> second. >> all in favor? >> aye. >> meeting adjourned.
8:18 am
>> good morning. it is already the 25th day of march of 2014. welcome to the san francisco county transportation of authority. my name is john avalos of the chair of transportation authority. our clerk of the committee of the board is erika cheng. today's meeting is being broadcast by s fgtv staff of jessie /hrar sin and coal man. thank you for your service. madam clerk, would you please call the roll [roll call]. >> very good. next item
8:19 am
please. >> march 25th 2014, this is is national item. >> we can go with the public comment on the minutes. any member of the public would like to comment. seeing none, we'll close for the comment. >> let's have a roll call vote [roll call]. >> minutes passed. >> great. let's go on to our next item, please. >> item three, treasury report, this is an information item. >> thank you, ms. cheng. colleagues, i begin our report this month in recommend /pwrapbs of joseph flanagan who
8:20 am
passed away in early march. many of us knew him from district 6 as a community leader who was thoughtful and looked out for others, especially the seniors and disability community. i know commissioner kim will have remarks as well later on today. let me just say that joseph will be missed by all of us and we honor him today through our work going forward. joseph also did a lot of assistance in our offices and he really was committed to making sure that this city could run effectively. other things, vision zero represents a major initiative in culture shift with prioritizing safety with an opening goal of zero tolerantsy policy. i want to thank the mayor and control office and our various departments. i
8:21 am
begin to see if departments coming together on this initiative. i know the staff is working together to support the very efforts. receive we had a hearing at the board of supervisors and now the commission on board of health is taking action later this month. i have also requested support from the control's office that track progress in our 24 project in 24 months that is key to our 0-vision plan. the control's office will report to the 0-vision's commit along with other departments and g t w. later on today, we will be considering /skp*epb expanding the size of the commissioners. we passed the board of supervisors meeting last week. and speaking of collaboration,
8:22 am
i am pleased to see the m g a and g a's transitions from the visibility planning /stkaeupblg to /sta*eupblg to carry on in the next month. as noted at the last committee meeting last week, this program is an excellent gamble of community engagement and partnership. this is our first hand that we just broke ground on and our bike path that we just opened as well as the park commission that is approved in my district. approving transportation conditions also requires deep partnerships between the community and agencies. >> another important piece of information we saw come forward this month was the strategic part on bike sharing. the
8:23 am
organizational options for the /tkw-plt of so our local system from a limited initial pilot to a full blown permanent regional system. i appreciate our staff's timely work on this. we will move ahead precisely and timely in producing bike sharing. thank you shorts and andrew crab for your work on the report. finally, i want to thank several of our colleagues for travelling to washington d.c. and our region to advocate for transportation priorities. i appreciate the coordination that proceeded it which allowed us to speak with one voice with the region and our counter parts across the state. i only wish congress were more like minded instead of being at odds on transportation which has
8:24 am
been traditionally bipartisan. in accordance to our own local resources such as sales tax and double registration fee as well as the transportation we are considering for this fall. i look forward to continuing discussions about moving these forward in the coming movement of thank you colleagues and that /khraoudz my remarks. >> if there are no comments from the public, we can go on. any public that would like to comment on chair's remarks, please come forward. seeing none, we can go forward. this is information item. we can go on to the next item. >> hold on a second. >> commissioner. >> i was able to go to d.c. with some of the staff from the transportation authority to basically go and advocate for the interest of san francisco and transportation with the
8:25 am
federal money that is available to us. right now, there's a couple of funding sources that needs to be reauthorized and we're not too sure where it's going to go. that's going to give -- that's the amount of money that usually comes down to the local level. and, it was important for us as a group to team up with m g c and for services with the presidents there. i think cheng and anna are doing a good job to address the issues that we have in services to try and go ahead and get the funding for not only the terminal that's being built and the super market but also other projects that are
8:26 am
currently under way. >> thank you. thank you for your participation on the trip. okay. colleagues, are there any other questions? we can go on to the executive report. >> executive report. >> thank you. just following on those remarks, i want to appreciate the board for coming and joining us on the advocate trip to washington d.c.. i think it was very important for the region to see that we are fully in participation and support of the regional priorities as well as to have presence at the state wide level with the california delegation in addition. seeing our delegation in washington d.c. was a great opportunity to see how the commissions are and what they're facing over there. it was a bit sobering to see that congress is really stuck on the sources for transportation. as my report notes, we will be seeing a
8:27 am
highway trust fund moving to the red column by july. that's very vehiclesing for us. we rely on our previous /hraeugzs and hopefully we will have the ability to fund these for a little while. at some point, if congress does not come together with the president on a more sustainable funding source for transportation, we're going to see projects slow down and potentially have to stop. we really do want to urge everyone to learn about this issue and really work with our colleagues across the state and look for those votes in congress. it's rare but we see that even when there's pretty much an agreement between the u s chamber of congress and environmental and labor groups, wither not seeing things like the federal gas tax which is a recommendation of the u s chamber of commerce and even our chamber of /khers to really fund our infrastructure in a responsible way.
8:28 am
my next report is the this box. the light fund which makes $8.1 million available and for those communities that have a local housing fund. we believe that san francisco qualifies for that. the next item is i would highlight the user highway fee of ideas being /skud in california as a possible future way to help fund our state wide tax moving away from gas and it has been highlighted in washington state and/or gone state. locally, we want to mention to the public there's a public hearing for san francisco scheduled for wednesday, april 9 at the u c f f mission bay on campus at jen tech haul hall 6
8:29 am
to 8:00 p.m. we are developing a contract with city agencies. chair, you did mention, joseph flanagan, there will be a celebration of life at the arc of san francisco on wednesday the 2nd at 2:00 p.m. we will be there as well to remember joseph. in terms of projects, we saw as chair avalos mentioned, the project opened for construction and we also saw the abay low path open for use which will make a milestone for our program. as we see these projects coming in, we're opening a call for the next round of projects. just to mention, there's a 1.15 $1.15 million round of prop aa funds that has been opened and received over 5 $5 million of
8:30 am
request. we do anticipate bringing staff programs next month. the strategic analysis report on bike sharing as chair avalos mentioned, it's available at our website and we welcome comments through friday april 4th. we will be picking this item through the plans and programs committee in the next round as an action item following the incorporation of that feedback. vision zero, fees represent interagency collaborations. we've been developing the vision zero steering toward the road map for how we can bring items forward. there was a very well attended robust hearing at safety and that was on march 6th. there was so much testimony, we will be able to continue that, the first one
