requirement or contract agreement. i'm not in a habit of presenting these types of agreement to the board nor necessarily approving them but i think it's a very very special case based on the work that's been done already by the contractor and the relationship between this project, the community groups that has been supporting this project and the parks and recreation department. i'm going to read the findings here that explains very well what this project is about. i know nicole is here from the parks and recreation and tim from barn and will talk as well. i might do her work by reading the findings but i think they are pretty significant. geneva car barn and powerhouse, the car barn designed in 1901 by the reed brothers by the private

railroad and san francisco municipal railway, our muni. it's the last physical railway and city landmark in 1985 and placed in the national historic places in 2010. at the corner of geneva avenues and 22 story office building and sipping -- single story car shed known as the space that was heavily damaged in the loma prieta earthquake. in 1988 the car barn was saved by a group called the friends of the geneva powerhouse friends formed to oppose the demolition of the car barn

and stabilized it in 1999 to be used for recreational purposes and related uses consistent with the parks and recreation mission. on march 13, 2007, the city of san francisco board of supervisors appropriated $1444490 for the repair of the car barn. the friends developed a plan for the restoration and adapted uses of the car barn which included restoration of historic features and accessibility improvements and student lounge and retail spaces. the parks and recreation departmental indicated $880,000 towards the project. in 2009, as a result of the city budget deficit,

the $144490 allocated to the car barn which rescinded. in response to this loss of funds these friends initiated pro bono architectural services for the renovation of the car barn. darling design has won the competition and donated services in more that $200,000 including schematic designs as well as the city's attainment of state and federal historic preservation approval. as well as approval from the state office of historic preservation from the national park service and rational from the requirement parks and recreation wishes to leverage the bonds available for the

project to seek additional funds for the 2015 historic preservation and tax credit programs as well as the community fund program. we are trying to move to be eligible for these programs. the project must have final design and construction documents completed by the end of 2014. which leaves us very little time to seek out request for contractors for this project. this required procuring professional consultant greater than $100,000 through a competitive project. the parks and recreation department desires to reward a contract to -- for two reasons because the work project can take many many months. a competitive project would like to impair the city's ability to seek 2014 historic preservation and community opportunity fund

misunderstand for the car barn project. second the parks and recreation department is concerned if another car is brought to the project, based on the design but inconsistency and changes could jeopardize the approvals received from the national park service and other departments looking to provide tax credits. according to the parks and recreation department seeks to enter into agreement with ale in in an amount of $700,000 to complete design development documents and construction documents. they are to be 100 percent complete and will require --

is under way currently. the approval of this contract and other projects that are going to be coming for the parks and recreation will enable the car barn to be able to raise that kind of money, but this is one step in the process to make that happen so we can be effective and successful in the capital campaign. so colleagues, i will have nicole from the parks and recreation describe more about the project. this is something that i have been working on for many many years before i have been a supervisor that is something that would be very very beneficial to district 11. this is in the part of district 11 in great need of community development and this is one of the assets that we look to enhance to improve the overall area of san jose and geneva avenue and we make this clear and distinct and

beautiful it will change the experiences for many people in the area and will find great city services in the area as well. >> thank you. my name is nicole a bril and i work in the parks and recreation capital division. as you already know supervisor avalos explained to you today we are here to discuss an ordinance for a professional service agreement. before i go into this i want to talk about why this project is important for the contracting context. as supervisor avalos noticed the geneva powerhouse is located in district 11. as part of analyst report data the area is a diverse area of predominantly asian and hispanic residents and a per

capital income in the city and yet some of the lowest one of the lowest percentages of these services. i won't go into the history of the car barn. supervisor avalos did a great job of that. this is a picture of 1903 of what the building looked like and this is a picture of the 70s when muni occupied the building. muni occupied the building as an operational center for san francisco's whole electronic trolley system. we learned the rest of the history a month ago. to point out in 2004, a stabilization project was initiated and funded by cal trans, muni and parks and recreation to be safe in the case of another earthquake. one thing to also point out is that in november 2013, the planning department issued a

certificate of determination that the car barn is exempt from ceqa by the balance -- balboa station development plan and approved by the department in 2009 and surrounded the balboa park station which is the heavy transit hub in the downtown station. it's identified the car barn as the economic development of the location and states the anchor of the revitalization of the entire station neighborhood. the guidelines also state that new uses of the building shall attract people into the area in the daytime and evening hours and the building that is potential to create successful new center and arts hub around the transit station. lastly the national historic station is a catalyst for attracting new investment in the

neighborhood. the car barn sat empty in it's lower income in the ethnically diverse district across from one of the busiest transportation hubs in the city. it has enormous flexibility and that is potential to normalize the adaptive new use. what does that use look like? the new uses proposed for the car barn entail extensive programs for youth and community members for all ages. the car barn will house the powerhouse art project for youth 14-19 job training in the culinary media and technical arts and through this will provide a path to careers or college and teach job and life skills that translate into workplace as well as learn about other career and educational opportunities. information that might not be readily available at home.

importantly, student service earn a paycheck to earn the value of work produced and shows them that hard work is earned and low skill jobs to participate. to date the powerhouse art project has served over 200 students to collaborate with the best of arts center here m -- in san francisco. youth speaks, video coalition and sf camera work and we've also worked with organizations with city college in san francisco. in addition the car barn will be a place for all businesses. it will be 99 seat black box theatre gallery and exhibition space. there are no dedicated theatres or gallery spaces in all of district 11. when a car barn is not being used for it's project programming. the

classroom and performance spaces will be available for a broad range of community programming. from toddlers to job training to adults and thai thai chee and yoga classes and mission minded retail space. you'll in support of the building stabilization restoration goals and on going programming the car barn has received institutional support between 2004 and present totaling $2 million from these sources. also the car barn received pro bono support totaling almost $1 half million. and has

provided schematic designs and documentation necessary for exemption from environmental review from ceqa. also gibson dunne has provided legal representation for the tax credit process and as well as contract drafting negotiations and support for phase one and environmental testing and the project ceqa exemption. other supporters include partners and high school and oliver. before showing you what the new design will look like, i want to show you what the new edges will look like today. it has wonderful tremendous potential. as supervisor avalos described the building has two adjoining structures equalling approximately 16,000 square feet. the picture here is the powerhouse interior with natural light. the light you see is from the skylight

since all the windows are boarded up now. in the next slide you will see the ground floor corridor with the wayne's scotting and woodwork and original ceilings and woodwork and the gilley room where was the place where the car men would gather each day to receive their orders. it's a double space and this would become the cafe. we hope actually students in the culinary program will work in the cafe and will be affordable sustain able locally produced food. in the second floor assembly room you will see, this was actually where the muni workers would gather and this would be part of the black box theatre. in the next slide you will see the attic. this is previously unused space that is added to the square footage of the building and these procured spaces for the kids. you will

also see the exposed wood structures which are highlighted in the new design. here is the design. here is the exciting part. designed by award winning architect. the car barn will comprised of over 20,000 square feet and new circulation systems to accommodate ada access and will have best practices of energy conservation. the building's schematic design is an infant -- fantastic design of schematic reuse. on the first floor we'll have the student lounge, a community meeting room, the cafe, powerhouse of exhibition space, administrative offices and mission minded retail

space. here is a rendering of the interior. one thing to note is you will see in the floor there is a glass square that shows the turbines that still exist underneath the car barnes that powered the trolleys. we hope to insert that glass square in order to show case the building's history. on the second floor you will have the design and photography studio. the literary art studio and theatre overlooking the powerhouse which is spectacular. here is a rendering of the black box theatre used by students. this is an open floor plan and at nighttime for performance in the communities and we have partners express interest in weekly monthly quarterly performances in this space. we'll have lots of partners and we'll have speakers from outside to the car barn. the

first plan will show case design and literary arts peer critique spaces which is in the attic space which the the audio and visual production studio which will look into black box theatre so kids can work hands-on in live performance. in the next slide is the attic which shows those terrific tresses. the production cost $41 million. $17 million is soft cost. there is a number of sources of potential funding. the parks and recreation department has the community opportunity fund which has indicated that it would matchup to $3 million of fundraising by the friends and the purpose of this ordinance

addresses the 2000 general obligation park bonds where there is $38,000 allocated to the car bonds and anticipated federal funds include 4.2 million in new market tax credit and this is 4 million and the balance to be raised is 10 million. so the full agreement is before you. covers design development documentation and 50 percent preliminary construction documentation and the supervisor avalos indicate d we are presenting the reasons because we believe this is the best use of funds to leverage $50 percent preliminary construction documentation and the supervisor avalos indicated we are presenting the reasons because we believe this is the best use of funds to leverage the $10.5 million, the process will take 6-9 months and

jeopardize our ability to complete the project which is shovel ready. we also believe it's important for the consistency in work. the number of things we have done and number of approvals have been based on this schematic design. we think it's important not jeopardize those approvals. lastly there is a number of pending city contracts. the friends have indicated that it's very important to have contracts with the city in order to fund their efforts. we have drafted and will be bringing to the parks and recreation commission and the board of supervisors in the development agreement will take place in may. a lease, also the schematic design and mo u and rec's park for short-term use and long-term use for things like egress and ingres.

lastly i would like to introduce the executive director of the car barn who is going to talk to you about their efforts on the projects and he'll sum up the presentation. thank you. >> good afternoon members of the board of supervisors. my name is tim worth, the director of the geneva powerhouse. thank you all. this is a big deal for the geneva car barn project. being able to move the buildings set forward at this time is a critically important step in terms of the project milestones and as nicole mentioned will allow us to position the project to move forward with the major capital campaign that we have initiated to fund this building. a tremendous amount of work has been done by the friends group and the community and parks and recreation over the last several years has set the table for this opportunity and the ability to move forward

now is really critically important from a funding standpoint. i'm definitely here in support of this and urge you to move forward with it. as nicole mentioned being able to have the project shovel ready position the project to compete for significant potential federal tax credits that are available. so major leverage that will come forward hopefully for this project along with private dollars for what is i think a really innovative funding model for a project that has tremendous potential impact for district 11. and one that that is critically important place from an economic development standpoint, but then also provide a lot of what we are frying to do -- trying to do from a programming standpoint and a new point in our facility on the part that doesn't have one. i think nicole did a tremendous job

in summarizing the project. this is incredibly timing in terms of funding. this will enable me to move forward in the funding private efforts that we have planned to aggressively pursue over the next 2 years. i urge your support and here to answer any questions you have. >>supervisor john avalos: thank you, i want to recognize tim worth for taking on this project. he's come with a lot of experience and hit the ground running and running events that attract potential funders and hosted 2 groupings of people to come and talk about the car barn and just to share it with different aspects of the business community and arts community. when it comes down to it, it's going to be getting some of the permits to help us to do

the fundraising we are going to need and make sure we ready by 2015 to revenue tax credits. so moving more quickly through contract that can continue from the work that's already been done will be essential. i just want to thank for your work. >> thank you. if i can add one thing. we are lucky to have a lynn darling. they have contributed over $200,000 in pro bono services and they have been incredibly thoughtful for their approach as to how to adaptively use this historic resources and imagine this moving forward for the next hundred years. since they have completed this schematic design. last year they received the national

community were really excited about it. i'm glad to see it's moving forward and sources of funds are being identified. what i wanted to know a couple of questions, has there been any money raised by the friends group to support this project at all? >> to this point, we've gotten city funds through different processes looking at the geo bond from 2000 that we programmed for the car barn . we programmed for it last year and we got in the beginning $1, 440,000 for the seismic work. in order for the project to be successful and be ready we have to raise $475,000.

there is a commitment from the friends of car barn to do that. regardless, this is going to be an asset that has to be in city hands and has to be available in the future and the design work has to get done for it to be available to receive funds from the public sector or the private sector and this is one step in the process. >> so does the group have the capacity to raise the funds since they have not been able to raise anything so far? >> the work has just come on to the project. he comes with great experience on capital campaigns. he's had a lot of success on capital campaigns with public land. we are also getting this project ready with entitlement and be able to shop it to groups and there is a lot of interest already from people. in fact we have a lot of pro bono work that's gone into this project so far that is significant. and that
