mac community and special education transition student. we think of the students with disabilities in the san francisco unified school district are not able to be benefiting from the free muni program. we don't think those students were left out and proposed but that the community wasn't aware that we are here and we're of the district students that rely on a d pass to have access to our community including united states in our budget will cost so little by enriched the lives of the so many muni have helped me to gain independence at the

public utilities commission and other members of society and thank you for listening to me today. i hope you take this acknowledge and for young transition students with d passes in the upcoming budget >> thank you, sir (calling names). >> good afternoon. >> hi, good afternoon. thank you for allowing me to be here today. i'm a student teacher in a transition for children between 18 and 22 in the art. so the community we access the community through the services of mta. which opens the doors for independents for our students. we chose the students to travel in the community throughout different places in san
9:32 am
francisco. currently our students between 8 and 22 are not eligible for the free muni program that will help the protecting students with muni. since our students are over 18 the primary benefits for them is ssi. >> thank you. next speaker, please. >> (calling names). >> good afternoon. >> good afternoon i'm going to be be wearing two hats i'm here 0 represent the one hundred and 50 students are there in the special education i've heard
9:33 am
from many people the goal for freeing e freeing muni to youth they can get to and from school 0, however, if the program is only for 18 many of the special education programs won't benefit those programs are servicing the 22-year-old i want to encourage the board to offer any student for a pass so you'll students can benefit in the program. i'm going to switch hats and speak at the chair of the advisory committee i'm sure you're aware of the committee recently expressed their support to make sure that the p d d helps with the acquisition of
9:34 am
new vehicles to help with the sizeable population growth and training staff and street inspectors and other front line operators so we can achieve our improvements in the city. thank you for making those items happen in the future >> thank you. >> thank you. next speaker, please. >> (calling names). >> are those folks here? >> is juanita here? no. betty trainer >> good afternoon ms. trainer. >> thank you very much i'm betty trainer the president of the board of seniors and disability action first thank
9:35 am
you for including the free minnesota for seniors in our budget report. we've been working with the youth coalition for free minnesota we also dprrl support and the estimation to 18 as quickly as possible. i came here with over 21 post kartsdz we've alluded to we've collected that many postcards from seniors and persons with disabilities that want to support of the free minnesota and some of them have a few comments. the low income seniors depend on on muni and sometimes have to choose between buying a pass and food and often the benefits are
9:36 am
not enough to last through the most. seniors need to shop and go to doctors appointment and don't have the money i need every penny i have for food and shelter i live in poverty and just get by each month. it prevents people from being home by and finally anthony says hurry up >> thank you (calling names). >> good afternoon. >> good afternoon my name is donna i'm open staff at the senior and disable action you've seen the ground flow of support for the proposal to extend the free muni for youth low income
9:37 am
youth to include 18-years old and include seniors and people with dabldz disables with folks open low income. you'll be getting letters but i'll read the names of orchestras that have step forwarded the chinese community development center and california reliance of retired americans the housing rights committee and the housing center of san francisco the urban staff and walk san francisco and aids legal referral panel and family services agency and community living champion the great panthers and meals on wheels the
9:38 am
equity center and the delores center community center and jobs with justice. so in this period of really increasing severely increasing economic inequality in san francisco we feel like the city has union opportunity to do the right thing by extending the program to include low income seniors and people with disabilities and the time is now not in november. and we really urge you to vote yes on the proposal as quickly as possible and as others said it's a question of justice >> thank you. next speaker, please. >> (calling names). >> first a point of clarification are restill ton item 11?
9:39 am
because i see item 9 flashes on the tv screen so we're talking about the budget is that right. first of all, those are my concerns the total amount of vehicles on the muni fleet must be increased. there's a growing population in the city and a growing ridership you have to increase the fleet that should be transit first. secondly, i advocate the food pass for seniors they have to walk a quarter of a mile to the bus and no increase in paratransit the people who can't am late and are forces to wake a quarter of a mile that's adding insinuate to injure there should be an elevation of the structure of muni because this is so
9:40 am
important for service deliver we see this in accidents and breaks down something has to be done to recommend muni and the problem will city remain and there should be no increase in busy fairs i believe that prop a the bus fair increases are contingent on performances that's been so lacking that it is to the point of a crash, in fact, i think the accident has already happened you can't increase the fairs abused you haven't performed inadequately like in proposition aa you'll be acting outside the >> >> thank you. next speaker, please. >> (calling names). >> good afternoon, sir. >> it's pete apologizes for it
9:41 am
being did the on my lace name we're here to expand the safety net california has the distinction of being the highest poverty state in california so we see extending youth to the 18-years old as well as people seniors and folks with disabilities so this city can continue at the state level when you going into the state capital they'll see that san francisco is trying to do thing right it helps build the community and we really urge you to do this soon not november. thank you very much supervisors
9:42 am
>> thank you. next speaker, please (calling names). >> good afternoon. >> good afternoon. thank you for having this heartening and the topic of the budget open 3 points as it relates to financing and quickest forwards towards people with disabilities in san francisco. it's hiring the contractor to provide assessable sidewalks and ramps that is not being carried out right now. castro street between 17 and 19 and stockton and the katrero project i encourage you to follow up with the contractors to insure the effective funding for the staff members to check the sites.
9:43 am
i encourage you to fund the program for free muni and low income people and seniors and people with disregard. and the third point i seek is for the prosecuting percentage in the budget for the next year to be increased the percentage is not enough to meet all the programs designed in vision zero to reduce pedestrian fatalities so store so, please i seek our willingness and the ways to provide funding towards programs for assessment and equality towards seniors and folks with disabilities. >> thank you. next speaker, please. >> (calling names). >> good afternoon on the other
9:44 am
microphone please. >> hi, directors i'd like to take this opportunity i'm jessica i'm the executive director of senior and disability action. i was going to talk about the economic devise but that's it that's been talked about. if you - it's another reason for people to have free muni. we've seen the success of free muni for youth i want to see that continue and go to 18-years old and seniors. i want to urge you to not make that appropriations bill. first is the talk of reducing the fair if you do change that
9:45 am
it's imperfect to institute free muni for seniors and folks with disabilities. the second thing is the ballot initiative this fall with the financial situations it self-makes sense to tie this to the november ballot and we know the benefits people can't afford to get around and place we want people to go to. things have to be done now. thank you very much and >> thank you. next speaker, please. >> (calling names). >> mr. hickman here? >> nope. barbara, tony be katie.
9:46 am
stephanie >> good afternoon. >> hello can you hear me. i'm barbara i'm 71 my husband is 75 we're part of the work fabric of the city. we're the people that drive the cabs you ride in we clean the dishes in restaurant you eat in we're secretaries and law firm folks we do the jobs that are not high paid they kept it running through the 70s and 80s we're not the high tech types we're not earning or one hundred thousand we're seniors earning 20 or thirty or 40 thousand a
9:47 am
year if we're lucky. take you're old income and reduce it by one quarter how many times you would be eating out or taking our clothes to the laundromat just think what it means to our own lifestyle i that's not a guilt trip we're asking for the senior disability group to have free muni for seniors and disabled and extend the pass to 18-years old. considers the money in the real estate market and any food high-end food this is nothing we're asking for. we're asking for a little social justice for those who have transcribed and live in the city
9:48 am
and would like to continue to live in the >> thank you. next speaker, please. >> (calling names). >> any of those folks here? i don't see >> any of those gentleman or ladies. stephanie, nicole. bob allen or mecca. >> nicole's here. >> good afternoon. >> good afternoon board members and director reiskin thank you four allowing us to be here. so i wanted to recognize that, yes this is a great increase in since previous years.
9:49 am
and you know the amount that's going i'm nicole snider the amount that is going towards vision zero and bike safety is not enough that's the same amount of money you adapted when you adapted the zero. it's disappointing we 1r7b9 seen anything to help us achieve vision zero. the results are 24 percent even if people walking in san francisco for all trips, however, if i look at the actual costs from pedestrian injuries that we're spending every year it's $560 million and we're exacting some of that and with
9:50 am
the ballot purse we need 50 million a year we're not close enough so while we're excited this is more than historically we spent historically i encourage you to look at the operating budget and the revenue services that fill the gap for pedestrian safety we're not going to see the changes until you put action behind >> thank you. next speaker, please. >> and (calling names). >> good afternoon mr. allen. >> thanks for the chance to be here. i want to objectively what jan powers said to get everyone on the same package how we're
9:51 am
working with the staff in a deep way to address the funding going forward and those communications have been beneficial. we think this as necessary appetites as we look at working people in the city being able to, you know, support and get a progressive coalition which we hope we can do we've made progress in the exist portion we're not just policy focused but doing the work and those folks the youth from chinatown from cc power and the allies with the positive message has been constructive and this gives
9:52 am
a positive look. we want to see the institutional improvements so we can moved with the conversations and looking at the 18 transition that's the varying costs of the program that we shouldn't have to wait until any kind of continuance that is splitting hairs to be moving the goalposts with you we're excited that the affordability conversation the members of the board talked about that we're excited to support what the disability and seniors programs are doing i want you to look at the changing of the fair structures the muni fairs and not to push for more
9:53 am
>> thank you. next speaker, please (calling names). >> good afternoon. >> good afternoon hello. my name is marie i'd like to take this opportunity. i think it is be nice and think twice i see those signs on my way to work and to restaurant, etc. this is a gentle reminder for drivers to look for pedestrian and if i may include bicyclists think twice and be nice this is wonderful for the city on the entire bicycle program. i wish the signs reasonable doubt the gravity of the situation. lives and pedestrian safety are on the line. it would be nice and look twice
9:54 am
don't commit vehicular manslaughter that would be the best way. by using the streets that would be the message that didn't send a message to pedestrians and bicyclists that's inculminate to protect their bodies and be nice and look twice. the sfmta according to the do not i've seen spends less than 21st century 1 percent i urge you to find for money this will save lives and improve pedestrian safety and dramatically increase the quality of life for our city. my husband and alive in the mission i worry about my husbands safest and i'm grateful
9:55 am
every night for his return just as i return to my locked up bicycle and am glad it's still there >> >> thank you. next speaker, please. >> (calling names). >> good afternoon. >> good afternoon. thank you for the opportunity to speak to you. i'm kathy. i'm 70-year-old. i'm still able to bike and walk to the city all over and i'd like to keep that built as i get older but recently this year and last year, i didn't feel it's as safe but something in biking and walking is like the status quo. so i'm asking you to increase the budget for biking and pedestrian a little bit and i thank you for this >> thank you. next speaker,
9:56 am
please. >> (calling names). >> good afternoon. >> good afternoon. i'm scott miller my family and i are long time homeowners in the harshly district i've used bicycle and also for running errand, in fact, i rode my bicycle today to this hearing. my daughter and her husband commutes on bikes. i was hit several times by untestify vehicles people. i was hit by a car door and broke any collarbone. but i say that traffic signals
9:57 am
have made us feel safer but recently the bicycle fascinates it's clear that we need to make it safer in the city the mta should be commended for passing the zero tolerance policy and i urge the mta to increase the current budget levels to implement the pedestrian safety and existing bicycle strategy. in conclusion that is not an issue to increase the traffic flow but a life and death situation for please. >> (calling names). >> good afternoon. >> i'm michael wong i'm one of the many tech persons who rely
9:58 am
on bicycles to get to work. i've seen bike lanes safety go up and i see a lot important bikers out there i like the progress on hope street and be able to soon ride up and down safely on polk street. i'm concerned there's not enough funding so far there is only enough fund to fund half of the plan. i ask that the board continue to fully support biking in the city not just >> thank you. next speaker, please and (calling names). >> good afternoon. >> good afternoon chairman enrolling and directors director
9:59 am
