thousand 7 market street the consideration to recommend to the board of supervisors and changing designation. >> good afternoon, commissioners jonathan department of preservation staff i'm here to talk about the designation change for market street the james walker building and constructed in 18911. the change of designation was proposed from the trust. the proposed change of designation is authorized under the planning code for the redesignation when the factual designation where the building is rated to be individual or contextual importance it is on rated building category 6

contribute building that's based on the report by a historian which demonstrates when the rating was assigned little was known about the architect and at the time a large and unsympathetic sign obscured all the buildings. in order to be considered for category 3 status it needs to meet the first two conditions it's more than 40 years old outside of a conservation district and be judged to have importance and the staff has said there are several elements in favor that's a small-scale lost building and features

because the first time i dealt with t this building was in the downtown survey and the writing that of book 1967 guess 4 and 9. the way the evaluations were made by the kohlman system kohlman was a canadian who wrote a book on elevation of historic building i elevated he each the buildings then it was reviewed by 3 outside reviewers one was are from the planning department then we revised the ratings and that's what the final ratings

were in the review process there were very few that changed are strangely enough this building was one of those that sticks in my mind we didn't know what to do with at the time. for those we went i went out with the reviewers and looked at it each of the buildings and talked about what we could do we rated it a c building which is why it's a category 5 now but at the time, we didn't know what to do with and had no information. for the change of designation the first thing is new factual information we had a date of construction and that was it we

mike. >> i am on the project. >> i work in real estate. >> so as tim mentioned i'm going to go over briefly where this project brought us and what we've come up with. this was in the eco district in the central corridor this area of the city is going through growth in the subway project and many new offices look to locate in this area. with the development in mind we want you to know the green building is the one already built and coming to relocation and adoptive projects the stakeholders engage in the transformation and the planning department noticed many people have an interest.

we use this as an opportunity to deal with that and create the document to inform people as we went about their process we have a 28 page document it's intended for the common person it focuses on the light industrial building built in the first quarter of the 20th century. the audience we have in mind are architects and developers and building owners and anyone interested in the transition in the city. we wanted this to be a document that will get the conversations going. and we wanted to approach this document from a may or may not prospective how we can see this working for the tenant and not only for the energy savings but an incentive to use those systems. >> so in the document we choose

to be consistent with the current literature and want do to explain passive energy it's a statistic approach for air and solar cooling to accommodate various energy demands we have incorporated energy tejz technologies and led lighting to be part of the decision because san francisco climate is moderate energies can be applied to many of san francisco's building. if you look around city hall you'll find passive energy for instance, how to move air around and windows retain heat >> in department of public

works this document we wanted to make sure we understood what would be useful for tenants to let people know what's in the document for anything that was a central baseline this to building design if it was useful to use it would be useful for tenants and developers we collaborated with san francisco's planning department with tim fry and kelly wong who provided the expertise to work with the eco program. we said to help identify building sites and particularly neighborhoods that would be good candidates for intestinal for rehabilitation. we interviewed architects and

redesign contractors for windows and developers from the selma area and talked with them about the projects for the future as well. they directed us to a literature review we conducted a literature review to some of the key documents the green report and eco district documents and various technical papers we realize the green ordinance building provide baseline legal framework that if followed would help developers to a threshold. we used those two documents asia the framework and the secretaries framework of sustainability we could disstill

a road map for a blue print. finally we looked at various case studies the main thing we've learned is even to every building is different and you're not going to be able to do cost accounting we can make people better conservative to make building more efficient and from the improving the tenants experience of the environment >> so the graphic we developed that is in the report is a guide for successful rehabilitation it will break it down for the average person research which includes the understanding of the buigs
