example of what i want to see is an education campaign using television media on educating pedestrians on how to be safe. i hope to see that you put investment and resources in high need areas where there is a dense population of pedestrians. we want to see that perhaps cameras be used as an enforcement mechanism to catch bad drivers. a third

thick -- thing i want to call attention to transit seniors that are pick pocketed who are riding buses. the next thing i want to talk about is hoping that our city government puts it's attention and efforts toward providing transportation for seniors and those with disabilities. seniors are the grass roots of

our community. we care a lot about this. seniors and people with disabilities rely on ssi and food stamps to make their way. it's a reality that rent alone consumes over 50 percent of our income. with the increase in cost of transit over the fact that seniors can't afford it, it's okay quality of life issue. if seniors want to have an active life, they use transit. if there is free transit, seniors will have a much better quality of life and access to more resources. not only if

board for the youth program. because of your support more than 31,000 youth now have accessible and affordable transportation. because the population and economy is abounding, we need to think about the future. the future will require a shift from depending on cars to muni and bikes and making it safe for pedestrians. our future will also require greater muni rider ship and we should go public riders ship for seniors and youth. let's make the choice in the mta budget to make muni as affordable and accessible for young and old. we don't believe that making youth and seniors pay more that $264 a year for transit as the city is in an

affordability crisis. this will help the resources around our city. it won't be a freehand out. it will be a hand up and it will be an investment for our youth and old and disabled and future and it will be in your power to bring affordable socially accessible transportation to them. thank you. >> thank you very much. next speaker, please. >> joe chriswa of new district 8. as i testified at the ta committee meeting that i just want to echo what everyone else has been saying. that i support free muni for seniors and people with disabilities and youth up to 19 years of age. i think what needs to be echoed is what the other

in support for free muni with seniors and people with disabilities. we'll figure out ways get it in the budget and not contingent on the passage. i know what a struggle on balancing the budget is. and also for bicycle coalition and many advocates that are focused on the recommendations for the budget analyst report, to continue to work with mr. riskin and his staff and also acknowledging that it's not enough in working as we can to improve on what's been put into place by the mta. i know with the vision zero committee meeting tomorrow convened by the transportation authority, i'm going to do what i can to make sure that i'm leveraging funding for the strategy plan to make sure that we are

supervisor mar for his additional hearing on the mta budget focusing on bike safety. to put an over lay on everything that i think leea shim talked about. we have a huge opportunity now to respond to the crisis we have in san francisco. we have a lot of unity on this board, i think complete unity about the real need for safety and looking at all aspects on our budget particularly bike safety and our vision zero is something that is unprecedented in this city in terms of having such consensus from the board to direct our city departments to work together to enhance pedestrian safety efforts. i just think it's really critical that as the mta is putting forward it's budget and planning that that safety can be part of

every aspect of decision making just behind-the-scenes everywhere. it's really critical. i'm glad to see that we are seeing an increase from 1-2 percent for the bicycle infrastructure. i think we do need much much more and i think that the fact that we are increasing bike usage, but we are not seeing a decrease in collisions means that we have a ways to go. i appreciate that you had those figures available and acknowledged them director riskin. it's support important. i wanted to comment as well on the operations side of the mta budget. i do think it's important that we are building in affordability for riders, given there is a large percentage of riders who are very low income. it makes so much sense that we do so. we've heard from some members

of the public today that mentioned affordability crisis. i do believe that we have a responsibility to do what we are as a city to minimize the affordability crisis as much as we can on our end and looking at how we can create fares that are going to be able to be accessible by youth and by seniors and people with disabilities is critical to that effort. i hope that is something that the mta board can really take into consideration when they are working to improve the budget. those are my comments. >> thank you supervisor avalos. can we call item no. 3. city clerk: preparation of a request for qualification to broadcast meetings of the boirpdz have board of supervisors not to exceed

$150,000. >> this was brought up by supervisor mar. >>supervisor eric mar: let me just thank the advocate for community radio and public access of the board of supervisors meetings through community radio for being here and staying for the whole meeting. i wanted to say first of all there has been a long history of our board meetings broadcast on radio which is one of the most grass roots and accessible free ways to get information out to the p public about the deliberations of government. from 1973 until almost the present. kpoo and radio and other community based radio stations have really served a public interest of broadcasting government. kpoo for 41 years, about 40 years has been broadcasting not only board of supervisors but redevelopment commission meetings and many other meetings. it's been a value to me from a former

programmer of kpoo years ago. but kpoo serving that need to public function. i think the public needs access and when you don't have money to pay for internet service or tv, that radio is a way to have access. i also think that kpoo or poor people's radio has done a great job to multicultural sensitive in the years. a number of broadcasters would sit behind us here in the board meetings over the years and they have done an excellent job and they also provide public interest, public service announcements and different programming as well as cultural affairs. kpoo is an important community

asset for all of those different reasons. they especially provide a diverse voice with many different communities in the radio station like no other radio station i know of. support for kpoo and institution like this are critical right now as people are being displaced and there is the feeling of the loss of the heart of san francisco facing this economic boom that we are facing. with this request for qualifications through the clerk, i would say that i think it would help increase public access and would also focus on community radio and media as a key role of improving government and democracy. i would like to thank the clerk for working with my office and supervisor breed and her staff and for moving this forward. this is also cosponsored by supervisor breed, cohen, campos and

avalos. i would like to ask if our clerk angela can make remarks. >> thank you. angela calvio the clerk of the board. i'm here with the finances and administration. i want to thank her for the work in preparing this presentation. when i first started working for supervisor,kpoo was providing the broadcast. it was the only way the public could tune in and understanding what was happening at the board other than that sitting in this chamber or reading it in the newspaper the next day. in a letter written to the board signed by mr. terry collins, kpoo estimated they provided

broadcast from 1973 to 2000 for free and because the meetings moved from monday to tuesday and ended their live broadcast at the time. however, in 1999 kpoo was able to pick up the redevelopment agency until it was approved in 2012. at no time did the city have a contract to provide services. one interesting to note that the kpoo received funding under the funding categories of arts promotion and arts programming and broadcasting of board meetings with an annual amount of about $25,000 from 2007-2010. it's quite possible that it was granted in previous years to that. today, sfgtv our online and cable

channel at the time 54 now 26 have been the primary mechanism through which the board of supervisors weekly meetings have been transmitted to the public since 1993. if the board approves the motion to prepare qualification for the broadcasting of radio services there are several factors that the board should consider. this motion states that rfp or q being different it would result in a pool of qualified radio stations from which we would contract or an rfp process in the selection of one radio station. we are happy to do that work for you with of course the guidance of the city attorney and other matter experts from the department. in initiating an rfp is a length y process.

the motion is not to exceed $150,000. after we have analyzed the correct budget, it would add a line to the budget which was not submitted to the mayor and the controller. the pool of prequalified radio stations maybe comprised of both or non-profit station. the department will only be able to contract with those entities that are qualified, approved city vendors. as a technical function, the contract maybe subject to the chief information officer at the department of technology. two final points.. one we have prepared the draft scope purposes we will share with your office. if an rfq is a

personally i listen to talk radio and i still listen to kpoo and rely on that to understand what's happening in the community. it's a lot of great programs and it often what i appreciate about what they do and other local radio station do is they bring actual people from the community into these stations to talk about issues that impact us directly. i think having that direct connection between a local radio station and the board of supervisors is imperative to communicating policy from our end and receiving feedback from their end. so i do think that this is an appropriate vehicle for that. i really appreciate like i said supervisor mar's leadership on bringing this forward. i think that personally i don't think it's

necessary for such a small dollar amount to move forward with a major process especially when we have a station with a proven track record to provide the necessary services in order to broadcast these meetings. sometimes i think we get too technical. but not only have the ability to do it, they have the history of doing it in the past and doing it very well. so i just wanted to say that i completely support this. i'm sure that our clerk will bring forward to us good recommendations to make a good decision and i'm looking forward to this finally happening. i'm glad to be on the board during this time. with that i would like to move the item forward with positive recommendation to the full board. >> okay. thank you supervisor
