francisco parks alliances you want to speak in favor of this we're a land organizations that helped to renovate many of the parks in the city and we've been doing this for over temple years. and the port is our primary partner. this project is very excited for us for many repeats one we're excited by the amount of community engagement and participated in the meeting also expressed with the variety of the recreation projects will be the programming for the site it has been thought of and lastly the total amount of park space is really exist because we know
2:01 am
the eastern neighborhoods are growing and that's spaces will be well utilized i'm looking forward to the construction of the project there are a lot of park advocates that are 0 excited and looking forward to the parks results >> thank you for the parks alliances continued effort. >> next speaker. >> corrin woods. >> good afternoon, commissioners corrin one side. formerly with the neighborhood park council before it became the parks alliances. this is a very important park for the city as well as the port. it's also a really important catalyst for the historic
2:02 am
rotation of the 20th street buildings we need to keep it moving to get it done and open to the public as quickly as possible as anna said the eastern neighborhoods when it was rezoned it had a lot of mixed use for industrial doesn't include much paradoxes or open space. so the port has role been tasked with providing that open space and i think the participation of the dog patch and katrero hill community and all the neighbors along third street has been informative because the support for this project and the support for this park has been overwhelming i can't tell you how many meetings they've been
2:03 am
well attended. we've evolved the design over time and a come has been responsive what should go where and also very responsive to the waterfront design citizen's advisory committee comments and the ac/dc comments it doesn't look like it did when we started but we're landline to see the evolution and there's money from 2008 and 2012 one side to move forward and we urge your support. thank you >> any further public comment seeing none. >> dave thank you so much for this report and congratulations on the fund to make this happen i think this is going to be a great edition to the southern waterfront i know that a lot of

groupors there's only one type ofble the certified. >> well, i guess i'm trying to get more specific in the project team. and the diversity in the team. since that's the word of the day diversity (laughter) and just wanted to make sure that with this project there's inclusion from all groups if possible. i guess my issue is i'm not sure i want to triple a contract and there's not a lot of diversity in theble. so i need to be comfortable with making sure that the money is being used and serving participating especially, since we have this new awe lines with
2:06 am
the minority chafrpdz we very that have not given outreach to them i'm trying to get comfortable with the teem >> okay. i appreciate that and respect that. i know - >> i want to make sure it's well diverse. >> i'll try to explain the teams steve if you want to hang tight and sue fill me in the was operating about 24 percent we plan to continue that a g s engineers i believe is primarily asian owned local business. we have a couple of engineers that play a relatively minor role i'm certain what kind of ownership exists with that
2:07 am
business we have kay educating a minority owned business and martin lee who is doing the cost estimates they're a minority owned asian business >> i'm not quite sure i'm ready to be comfortable without an african-american or latin-american this is surrounded by a lot of diversity. i want to make sure we're trying our hardest for inclusion in all groups. >> i don't know if someone want to try to answer your question. >> okay. >> i'm sue kim when we look at
2:08 am
when we assemble the project team, of course, like david said earlier we try to getble from participation or so we look at who's capable of doing this complex project those are our mine goals we try to include many of the diverse education from different groups and from what appears who opposes this company of the consultants are more asian owned and their could be participation from other ethnicity groups but if it appears from the surface we don't currently have american
2:09 am
owned firms so we can look into that. >> i would role appreciate it and if we're going to assign those toofkz there are opportunity to bring in others of consultant i'm not acquit sure how to move forward but i want some kind of assurances if we're tripling the contract there be opportunity for other. >> maybe i can add one more detail. inside our team i know this is not to your point but inside our team the senior designer who is in contact with the community over time is hispanic we also have our african-american head of architecture and alison williams so this is not, you
2:10 am
know, some consultants but we have as diverse as possible a team inside. we'll certainly speak toble compounds and encourage them to have diversity on the project >> i really appreciate that and i hope that the subtracting can be more diverse. >> to put a point on that and the constraints i think we all have by law not necessarily what the city would have anticipated but i think one the constraint with anble certification it didn't distinguish between the diversity of the lgbt businesses in terms of we appreciate the, you know, tremendous exposing
2:11 am
the minimumble participation we're looking at this regularly even though it is varies meeting the requirements to try to reflect the diversities so this is more of a general statement not directed to aecom i know we have other developers in the audience. we certainly are trying to work at commissioner adams and other commissioners have outreached to the commenting to add information as to what opportunity are available for contracting. that's the nexus of this lion of questioning and issues raised. so sort of to raise that point >> i'm jumping up to add my
2:12 am
$0.02. you're right commissioner president katz the ordinance doesn't look towards the old ordinance looked at the women owned bicyclist city amended it's ordinance for local businesses, however, the c m.d. tracks the minority and women ownership we can report to the commission and the commission is able to set goals we can't use the goals from the awarding of contracts are in the bid contract monitoring gifgs used when they do the scoring for the procurement process aecom was selected following the process and when we entered into contract the additional scope
2:13 am
they competed and the additional scope was included subject to the port approval so they could compete extensively. hopeful that helps >> commissioner adams. >> i know what the commissioner brandon is saying it seems like at lets the african-american community or african-american contractors or whatever they don't get a fair share we talk about diversity and when he see a lot of the contracts the african-american community is left out and i'm saying they have to be qualified and that's important i know sometimes, people get uncomfortable but those things need to be talked about and people shake their
2:14 am
boats when we talk about diversity but sometimes things need to be talked about that's wasn't commissioner brandon and commissioner president katz are talking about sometimes they don't dpout and if you're not in the network you don't get a fair shot. that's what we're saying this commission represents all citizens in san francisco no matter what their background of color. when those issues come up we are going to talk about them >> thank you, commissioners. then to follow up on awe lanes offer that might be one way to look at it to insure we're doing the best we can and you're right i've alluded to the old by law
2:15 am
we're not allowed to dance around and not having a perfect system to achieve the diversity but we can track it >> we can include that in our quarterly contacting report how we're doing our blez and the women owned companies and the information is tracked we'll be happy to report and in some instances the firms refuse to state but commissioner adams point we are doing a lot of work internally on outreach and you talked about the alliances at the chamber and get the information out and discussions early everything is knowing the changes to connote so everyone
2:16 am
knows about the opportunity to get the participation and the diversity that the commission seeks. >> there's word out to the certified blez that's part of our outreach efforts to encourage as many companies as possible that's where the notification go outs. >> the minority doesn't have to be anble to be part of the team so i think all around we need to do a better job. >> thank you so do we have a vote all in favor, say i. >> i. >> opposed. item cards >> the it possible go presentation for the city
2:17 am
development of california waterfront parks design for the pier 70 waterfront site. >> commissioners byron deputy director i want to briefly introduce this item. as you saw in your staff report we've been working with the four seas development since 2011 since we entered into an agreement. a lot of time we don't spend time talking about the terms that leads to the agreement you approved those are terms at the end of last year. but at the same time we've been working on the design of the project you saw a presentation that spoke to the miksdz use developments that four city is
2:18 am
considering the commercial development and the maker uses and the residential but they also have a team focused on the parks open space. the last item was a park that the city is developing the port through it's port that will jump start the development of pier 70 but four city development is also design a major park and public realm improvements in the southern portion of pier 70 on their 28 acres they're here to make a presentation on who their design team is and their involvement of the jane kim corner fold operations in particular the designer it designed the high line in negotiates that's successful and popular open space improvements there we're excited about the
2:19 am
ideas they have for pier san francisco pier 70 and i will ask the gentleman to introduce his team on the public realm side >> thank you byron. commissioners good afternoon commissioner president katz. as byron said it's my pleasure to do here today is walk you through some of the evolution it's a coming out of our design team in terms of creating new waterfront parks playgrounds on pier 70. one thing i want to start by
2:20 am
saying everything you'll see comes out of the seven years of planning that was initiated by the port through their 3 year master planning process and picked up by us. and what you'll actually see came out of the input and feedback in particular we've had the benefits of many ways of communicating with the community in the special events that have enabled thousands of people to energy act. the framework for this parks concept is the land use plan that was came out of the process that was endorsed unanimously by
2:21 am
the board of supervisors last year that came out of the work that was done with the city family team including the planning department and all the other action that were involved and had a mix of office used and residential uses what we call creative small-scale manufacturing and, of course, bound together by the waterfront parks network. and in particular we're focused on the ground floor what's happening in the building connects to the narcs a way that activates those open spaces so they become the postindustrial environment we've heard from folks on pier 70. of course, open the upper floor is the offices and the revenue
2:22 am
jason uses that support of the larger infrastructure costs for the public benefits program. so just a starting point when you look at the waterfront in san francisco we role think there's a opportunity to distinguish pier 70 because of its character and former industrial use and hitti histor asks for a unique character of open space one that reflect the industry and the local community surrounding the site and has a historic texture and something you find when i walk around the sites there are moments you come that on the new york and you see this moment of discovery and
2:23 am
spriedz. there happens to be this magnificent view in most directions that san franciscans today can't get to we have an opportunity to uncover that view particularly looking at the ship repair and the bridge downtown. we can rediscover that history of the site the buildings the rail lines, did cranes and when you look in between those spaces what you see is this network of spaces. that sort of used for multi purposes it becomes the fraction for how to create that network of parks rather than creating one singular spice the month semantic of in the course spaces that are linked to the spaces
2:24 am
that activate the historic structures and create the experience within pier 70 that will have different character. that includes areas for relaxing and includes places to play for families, children, space for market and changing uses, festivals obviously an opportunity for diane and food and cafes and recreation something that's needed in this part of the city. obviously this can make a place alive. and something that role distinguishes pier 70 is it's history there is an opportunity to bring in from pier 70 those artifacts.
2:25 am
there are moments we create those views that exist today but it's almost uncovering what already exists. what i want to do is talk about five or six a distinct areas of the overall parks. one way to think about those spaces in terms of surveil rather than talking about acres or feet is to give comparisons to local san francisco examples to give us a sense not necessarily of the feel but how big. in some ways we're talking about the combination of the picnic areas and south park and around the ferry building the delores park playgrounds and part of the embarcadero. so in the they were part of the
2:26 am
waterfronts adjacent to building 6 which is just to the north is this area that is about half the size of the chris i didn't field picnic area it's the place that's the most green lounging and alicia leisure there's a lawn area some temporary recognition. it's a good long stretch where the green bay meets the water this is looking south. i don't have a way to highlight for you guys so on the right is building 6 and you can see the power plant. this is the first place we're excited about this is a bold statement are those viewing mroofrmz that are long beach
2:27 am
contemporary structures that reflect the materials on the site. those could be there are 3 of these locked along the waterfront that are sort of focal points as you come out to the water they can actually be made from materials that exist today. the sort of wloefrd rusted steel and frame is really amazing views that exist from the site but people can't get to. this the view from the viewing platform adjacent to building 67 that's looking at the large va sites. this is the viewing platform i'll show you it's further south
2:28 am
with the crane waves start to slide out into the bay but you see behind the bay bridge and can get a peak at the downtown san francisco as well. lastly at the end of 20 second streets the view across the bay to the hillside. we move south we get to this area called the waterfront programming node. it's about a half to 2/3rd's widower than epic house and the sea level. it's a generous area where will be cafe seating and oversized seating there will be great
2:29 am
easier for fishing obviously, the sort of promenade you'll have the bay trail and bicyclists as they move along the waterfront and the crane waves that become a place to sit on the water and take in the view and relax really a potential for a special place. what connects the water to the building is the slipway on the north side it is the concept of the building the new construction of houses and the new tenants and the small-scale merchandising potentially outdoors performance venue it's like south park the difference
2:30 am
it won't have spaces between the building the building opens up in the park. in philadelphia we found this ear near a brewery they have the series of the events that includes grand juror and fairs and faeshths that's the kind of thing the art installations potentially a bore garden and this is looking at you're looking in towards the site you can see the building building 12. here's where we want the design eloquent and simple that reflects the industrial character of pier 70 but
