everybody has said everything i wanted to say. take a bite on out of that candy bar if you're not allergic to peanuts and that bite will represent what women endure everyday. being equal payday, what it means that today is the day that women on average will have earned the same as what it took men in all of last year to earn, so it takes us extra three months plus a few days so we're never catching up. that doesn't just effect women, but it affects family and it affects men and it affects our children and it affects businesses because the less money that women have, the less purchasing they have and women do make approximately 86 percent of all buying decisions across all

neighborhood and the bay area reporter, the lbg d club, livable city, open health and a referral panel. colleagues as you know, we are in the mist of a housing crisis. in the castro with the exception of the new and fairly expensive units going along market street, very new housing is being built in the neighborhood. with he -- we know our population has grown by $70,000. there's many resident in the castro who are concerned about the extreme cost of housing in the neighborhood and whether they'll be priced out the neighborhood and they were wondering where they would go. castro has been neighboring. these new arrivals are having a difficult time finding housing. the legislation before about us will help of the construction of new in-law units. in-law units are more affordable than other types of housing units and they're the most affordable type of non subsidized housing according to various studies from hu d and larp and from universities. they tend to be smaller, they tend to be on the ground level. and they are frankly not as fancy as a lot of other units. in addition, they tend to be

more less expensive to built because they're being built with existing building with existing infrastructure. because they're on the ground floor tend to be more accessible for seniors, and for people who mobility challenges. in-law units add new housing to a neighborhood without changing the field or character of the neighborhood. they're built within the existing envelope of the building so we don't have height or bulk issues. the castro has a low car habitability. it makes sense to try this in the castro where there's so much transit where there are so many people who live alone. as i mentioned, this will allow for the creation of new rent control units in the area. the castro eureka neighborhood did a

survey in the neighborhood which found 70 percent of resident that responded were in support or in strong support of the legislation. briefly this allows the -- this allows for in-law units to be contracted within 1750 feet of the castro neighborhood district. hill street on the south to 14th street on the north, church street on the east, to approximately market and clayton on the west. one in-law unit will be allowed for existing buildings having up to ten units and for larger buildings, they can add two. it must be contracted within the building envelope, in a garage or a large storage space, a basement, the legislation specifically prohibits creation of these units by carving up existing residential units. these must be created from space from the

area. and as supervisor cohen mentioned, this is a critical step that alice griffith has in the larger redevelopment of shipyard and candle stick yard. it's the bay pointers redevelopment plan. the ordinary thans that you're considering today is required to move forward with the project that the voters approved in 2008 through proposition j and the board adopted in 2010. the candle stick oint and hunters ship point is -- i'll draw your attention to a map. as i said, it was a complex network of streets which are visible and some which are paper and some are submerged. as you see from the dark outline, a good part of the

area is submerged. in turn, this is a pattern of ownership of easements and others. it was approved for the complete remapping of the blocks and streets and right away for this community. this reflects streets around alice griffith, candle stick and the shipyard, it won't limit to properties in the area. in fact the new streets that will be built by the master developer, lanar will increase the homes and the surrounding community. the office of community infrastructure and the successor has found a proposed actions to be considered by the board to be consistent with the hunters point shipyard plan and the bay view hunters

$87,700. the development of this last site has had challenges of which you'll hear in the presentation on oci in which they can describe in more details. it's an oddly shaped parcel and wrapped by the freeway and there's height limitations on this site in conformities to the buildings that surround it. it's consistent with our city wide program and it produces horse housing. it's a discussion we have here constantly at the board of supervisor. i want to recognize the project sponsor for working really closely with our office, the staff of ocii and the commission on figuring out how to meet many of our different dwoels and priorities and to deliver a project which will be set to break bound this year in august of 2014. and we also

appreciate that this development fits within the policy framework that our city is building upon for below market rentals and below homeowner ship units. i do want to recognize that we do have the president of community development here, vicky who is here to answer questions am i want to thank her for her time and leadership on this issue and we have the assistant project manager of ocii lila and we have the director as well. i would like to hand over for a brief presentation from ocii. mission bay north met its housing goals so any units built on this height will help us exceed the goals we have made in terms of our commitment

to this development plan. >> hi, my name is lila and i'm assistant manager. thank you supervisor forgiving a great summary of the project. i'm going to go over a few points. the parcel we're talking about n 4p 3 is the last to be developed. this is the last remaining site and we've had very few developer interest in this sit partly due to the requirements for this site to have 62 percent inclusionary moderate income. so they have proposed an amendment to the owner participation agreement for mission bay north so we can have a feasible project that can build out and complete the mission bay north project area. and as

supervisor kim had stated, we have already exceeded the affordable housing requirement in mission bay north and with -- if we built the there, 4 p 3 with the amendment proposed, we would have exceeded the requirements by over 79 units so one of the things i would like to summarize, we have exceeded the requirements on mission bay north and we have met the requirements at 57 percent ami and the rehaning requirement is the 80 units at moderate income and the amendment will reduce that requirement which is 80 units out of 129. this is a market redevelopment that has no public subsidi. we have
