entering this conversation a little late, but i just wanted to support the comments that were made by supervisor breed. many of us in this room posed proposition 209 when it came to the state ballot, i believe in 1997. i was a college student and i went to a private university here in california and stanford made a statement it will up hold affirmative action. and 50 percent of students at stanford is of color. the following year after the passage of prop 209 what we saw, uc were scary in terms of enrollment of african americans students and i got to he -- i got to experience that personally. there were two african american males in my class. i think that is

really a testament to what the elimination of affirmative action has brought not not just at the education level, but through contracting throughout public agencies, and i think it is really clear that when we talk about affirmative action, it's not about quotas. it's about being able to consider race when you have applicants of equal credentials. if you have applicants of equal credentials you should be able to consider race in the admission because we know that diversity is an important part, actually, an essential part of our educational setting. it has been a real testament today to what we see at our public universities, i think bringing back affirmative action would play an important role to fulfilling the diversity of our state. >> thank you. before we go to supervisor compass. can we get

a second. >> seconded by supervisor wiener. supervisor campos. >> he think what i thought was really important about this resolution is that i do think that how we talk about affirmative action and the context in which we describe the issue important, and that's why i think that we have to be very clear not to buy into the right wing red rhetoric about having to say that the -- that affirmative action isn't quota. there's a question of the state legislation and that has to do with how do you slow down the process so that this doesn't get to the voters as quickly as possible. i think this issue needs to get to the voters as quickly as possible and that's why i think this resolution is important because i think that folks in sacramento need to hear from places like

ground breaking. i would like to acknowledge commissioners here. bell entrance, commissioner striker, commissioner shoit a, commissioner roberto and former president johnson maybe here if he's in the audience, wave your hand. their presence under scores the city's cultural center. for those of you who don't know we have six citywide cultural centers. four buildings and including the african american cultural center and latino arts in the mission and south of market and here in the bayview. it's a great honor to have these central hubs in these communities to ensure we have one in every neighborhood across the city. with that, it's my pleasure to introduce the strong support of the arts

and arts commission someone increasing our grant budget for this last year for our cultural centers and cultural equity grant. my great pleasure to introduce mayor ed lee. [ cheers and applause ] >> first of all it's my pleasure to be down here to join supervisor cohn and so many of our community members down here. it is a wonderful opportunity. first of all ruth memorial bayview opera house. it's been historic. i want to thank leader pelosi for helping us get on the national historic registry. it's that qualified, yes. [ applause ] a qualified and major

attention and when that was done, we had a lot of partners and we spent most of the time thanking treasures like this and how we can turn historic sites into meaningful active sites along third street. i'm really glad to be joining folks like louis herrera because he has that library going and that's an active site. to all of our other city agencies, office with disabilities here, our other departments are here. they are active along third street, our invested neighborhoods are here. you can literally see these restaurant and food establishments. i will name a few that i can go into a while that i can name, of course. where i get my waffles and chicken. old school cafe. you have establishments along the

way like let's eat barbecue and things that we have invested in along third street to not only make it active, to support institutions like this. another couple of people that i think are part of the philanthropic community when i joined talking about community diversity, kaiser permanente also participated here. they are active and more than just talking about diversity. they are active in putting resources together to join this and fund this $5 million refresh of the plaza. i want

to thank walter, the architect. of course he's famous in his own right. i have known that since my days at dpw but he's taken a refresh on this whole sight and gotting together with partners along with preservation architects and to work with our ocii or our refresh substitute for eliminated redevelopment and have an office of community investment and infrastructure to work on this sight and partner with others and take an investment and historic preservation experts can appreciate we want to do this right and sensitively and with our neighborhood leaders. there are many people that

have come together for the bayview opera house. this is a wonderful announcement today because i think we are doing it in the right way. we are not doing it to the neighborhood. we are doing it with neighborhood and building our neighborhoods spirit up, local businesses, youth, arts, leaders as well. let me say something about the arts committee. i have read many articles that of course suggest a fear among all the arts programs that with the gentrification and affordability issues going on and pricing out our community programs, this is something we want to do that suggest going in a different direction and even along market street we have to support our local programs that have been there just like on third street to create thing and establish themselves and not get priced out. we need to do more of

this in our neighborhood and identify the arts programs that are our sensitive and economic edge. this is why we promoted programs like cast to try to find ways to control the land values and land use and to use the city's economic success to get that land control. the ocii or whatever agencies that we have so that we can control land cost and invite the artist and artistic community to join us cloelg these land cost. we don't do that. if i don't get more of these land cost in control, then we are subject to the natural forces going on. our success will eat away at our local arts programs. we can't have that happen. i want to say to the whole arts commission, our helping hand, connect up with ocii and connect with office of economic development, use our success to turn around those

properties that are getting out of control with our success. let's get some control in on this. let's invite more of our community based arts programs to join us, our local businesses to join. our foundational to support, our larger economic institutions that are led by kaiser and so many others. join in that economic, make the connection, make land control. we are not going to let the opera house and memorial get away from us. we are not going to let years of inattention get away from us. this is a planted flag here because we are taking historic things that could have decayed. it was decaying right before our very own eyes and suggested we all come together and build our part and build right around this and get in

on the investment and our residents that have been here, they know it could have slipped the other way. esther is going to remind me and i have a meeting with her. i promise another meeting and there are others in the community that help us and if they don't and if they are not done right, if they are not done with community we are not about that. we are about building strength of our neighborhood. our neighborhood has been about neighborhood strength. our city is about neighborhoods. it's not been about all downtown and all that success. we use those revenues to build strong neighborhoods and so we can withstand both good and back economic times. this is the story that i think as mayor i

want to be not only head of, but be known for. so, again, i thank our arts commission, i thank all the partnerships that were helping to develop this area. i think all of the partners that are coming together to refresh and redesign and help with this sensitive building but one that we value and it will be at the heart of all the different businesses that were attracting along the street corridor. this is a strong neighborhood. we are reinvesting in it. people feel that it's changing. it not all about mid-market. it's about third street, about every major corridor in our city getting the right attention through the programs that we are creating. i want to thank all the city departments working with us. i just named a few, but there are many that are working with our strong

corridors and will be part of our economic success and not be left alone for others to say that we want to go in a different direction. thank you all for being part of this. it's not about preservation. it's about economic development going forward with all of our developing partners. thank you for being here on this wonderful occasion. four ground breaking events but we are also creating opportunities that will serve and revitalize our community. just to recap you are thinking what are those four events? we have bayview rise. many of you might have been at the george ground breaking ceremony and hunters view and here today the bayview hunters point, the opera house, the renovation. today we have another bayview contract or, come quest construction located on toll land avenue. remember we talked about the social compact of the community that there was room for everyone and contractors are going to be working. me and other department heads as well as other community partners are living
