>> perez. >> thanks for coming. i want to inquire about your background and experience. >> you listed rrl inc as a property manager. >>vy been in business since 1979 and i started the line up restaurant and ran that for 27 years and another restaurant for 29 years and i have three restaurants in san francisco. and then i went to lapasdo in pacific heights and ran that for 29 years and so i have been in business, since i was a little girl because my parents, were in e business and they opened it up and also had the deli for 50 years and so i was pretty much raised in the restaurant business, i was the one that wanted to do the nightclub. i just wanted to do... i wanted to go out and enjoy myself but at the time work and that is why i decided to do the alcapulco and i love the challenges and that it is ready for a high end latin club and

having said that, we are at a point if she is going to renovate the building or support the restaurant on top and she has applied for a type 48 license and she has no requirement to serve the food and having said that once again, southern station has no issues with it, however, they would like to go with the second option, that commissioner wishes to issue a permit to come back and revisit in the future. and the process would be to protect southern from having to disburse it if necessary in the future and with that, they want to be able to protect, at least the command stuff and be able to protect, some resources. and so that we are not tied up as you know, this is the basically the nightclub area, of san francisco, and not to mention, santo and once again, there is no or nothing to prohibit here or nothing that

were there. and as you know i was here, probably with caliente in the corner who was a latin club that had numerous problems for years and due to all of the incidents that occurred at the southern station had numerous complaints and we had strong armed robbery and gang fights and etc.. currently there is a club on 11th and mission, and then you are going to go to the soma area which miss luna wants to open as a venue for having the bar and entertainment and latin music and etc., i can't recall which of you commissioners regarding the security, commissioner lee that is one of the biggest concerns is that i have gone to the numerous summits and seeing what is it, that a business needs to have especially in the soma area and especially on the 11th street. and i live there, and on the emergency number callers they already know me when we do have

two clubs already there and we have dna lounge and the beat box that do open after 2:00 and we get a lot of the problems that we have in our area is the aftermath. and i do see that they have the great security, dna has the great security, and beat box does also and that is one of my concerns, especially, in many of you have been here as commissioners and have known how the soma area has changed. and that i think is our concern. she stated that she had out reach, i live in the area and i never received anything in regard to out reach in regards to her stating that with out reach, and with the or any of the neighbors there, maybe she did. and i live in the (inaudible) street and there are numerous neighbors in that area also and the area is definitely changing and where a lot of the neighborhood, and a lot of the high-rises that are coming in. and my concern as a resident there, is number one, a security.

and so the business partner, bill, and work with her on raising tons of money for aids. and she was very generous with the community, and i, you know i am in favor of, i am so grateful that that corner property is not going to be housing. i cannot begin to tell you. because that has been entertainment for decade and decades and decades when it was paradise lounge and the fact that someone is going to come in and make it entertainment again and it will totally solidify that 11th street corridor and that is what makes me a very excited about this project. she has nine months to complete this. so, i mean, this is, i think that this is going to be a long project, and i agree with steven that she should come back but i am in favor of this permit. and really strongly in favor of

that they were supposed to have a place of entertainment permit and have a successful version of this concept in oakland. and so they had held several events before doing any out reach or speaking with the entertainment commission and they have stopped the entertainment and they have a community meeting last night. they are interesting until 9 or 10 and two a.m. a couple of nights a month, officer parker for mission station has provided some police conditions which you should have in your binder and with that, here is the attorney, but also, gary mitchell. >> mr. president, and commissioners, mark reny and i am here tonight with gary mitchell who is the managing partner of cuban parlor and cafe at 500 florida street. this place as a history both as

a whisper across the street this neighborhood, and there was circulo and the neighbors are highly sensitive and we are aware of that. and mr. mitchell, is a 23-year-old worker with the ritz carlton and he is the banquet manager of the half moon bay. >> and handed out a hand-out. let's see i have my copy here still. yes. >> and this has the members of the mission creek merchant's association and this is a letter of recommendation and we reached out to them and this space is also known as this was the old arto theater and rod really has written a letter of recommendation which you have in the packet and also, is a number of probably over 100 signatures, of support, and

community support. and there is some yellow sheets in the package that deal with electrical fire and building and everything in red has already been done and we are waiting on a few minutes and we have to replace the sprinkler heads and we have an elevator issue but we are hoping to have all of that signed off some time in the next several weeks. and in terms of out reach, we have gotten the petition and we have contacted a lot of our neighbors and we put out a lot of fliers and there was a community meeting schedule for two or three weeks ago and it was canceled not by us at the last moment, but last night we did have a large community meeting at the restaurant with approximately, 25 to 30 people there in an hour and a half and it was very fruitful discussion and we made some certain representations to the neighbors and it is our intention to stick with those. and we have a second community

meeting schedule for april the 28th and we are hoping that we can do this on a regular basis, to make sure that we are not being anything but a good neighbor and not intruding on a quiet enjoyment or causing the problems in the neighborhood. and we also work with martin porez, the soup kitchen and we donate the extra food to them and we have been in contact with them about this application. and inspector excuse me, officer parker, has put out some conditions, and except for number five, we are finding that those conditions and number five we will request that it will be amended to read, and entertainment shall not go past midnight, monday through sunday. and now, typically, and we talked about this with the neighborhood, and we have a party called sunday fun day, which is a salsa event and it starts after the sunday brunch

and it runs from approximately 3:00 to 9:30 and everybody is out and gone by 10. and we also would like to have live or a live salsa trio every saturday night at dinner. and this will be fairly low volume because the people want to eat. and other than that, there is our intention to go to no more than two corporate events and they also will be over by midnight. and now, you should have an amended security plan and there are typos and i got this a day before we had to submit and it was an amended plan that will say amended at the top, and we one of the things that we have been looking at is how do we minimize the community issue, and you know, really reach out to the community and show that we are not circling and we are not whisper. and we have been in contact with calvin whilely who is the

local sfpd patrol officer. we are going to book them on sunday and anything that go late, we will have patrol. >> and we are going to do sound and keeping the doors closed during the hours of entertainment and we will have the signage at the front door and also dj announcements that this is a residential neighborhood and please respect our neighborhood. and if you know this florida street it looks pretty disso late but there is a lot of large buildings tucked away including ours which is a square city block filled with the studio and the long time residents. >> there, we also intend to have with our security staff interaction with each departing guest asking that they keep their voices low so as not to disturb the residential
