>> thank you mr. chair. i want to take a moment and thank you president breed and i join in support of this resolution. i've supported affirmative action for my entire life and these are policies that have helped all of our diverse community. in 1996 i was on the committee working to defend affirmative action against the author of prop 209 and like supervisor kim, i worked for the civil right law that fights -- >> we know it helped diversify our work schools and work opportunities and benefited all of our communities. while speaker perez decided to take time to build more consensus, i agree we should move forward with an amendment to reverse prop 209 with regard to higher education. opponents

sta 5 tried to acquaint this measure s with affirmative quo toes. and it's not about quo toes which i don't think any of us have supported and the state states that quo toes are unconstitutional. we need to bring people together on this issue, to educate our communities that diversity for all helps us all. we simultaneously need to have a conversation about how to deliver on the broader problem on the higher education for our diverse community. as we move forward, we have to work together to build support for what will be a challenging conversation. >> thank you, supervisor breed. >> thank you. i appreciate your comments, president chiu, and supervisor campos. as you know

this is extremely important and the problem i have with affirmative action is even the mention of quota. it's clear -- i outlined that in the resolution and that was upheld in the court system and at that time it was made clear that quota and affirmative action are two different things and i think you're right, we need to bring our communities together and make it clear because this is really challenging. there are universities that are truly what i would not consider diverse. one of the comments mentioned to me by the person who is in charge of the gospel choir at uc davis, they're diverse and mostly african americans but still a

very diverse fun experience for all of us and now there's, i think, one african american in the gospel choir at uc davis. that shows us that there's a real problem in our university systems and it's important that we take a strong stance because san francisco has always led the way with regard of diversity. when we think about our history and the civil rights movement and the doors that african americans has opened for other minorities. the fights we've had with housing and the school district and the consent decree and all of these things have made it better not just for african americans. it has made it better for other minority groups and it has made it better for our city. when we have these discussions around affirmative action and

being inclusive, it can't began with a divide and i think clarity around quota need to be made, but we need to make a sharp distinction, that affirmative action and quota are two different things. he -- i won't go into the explanation and i talked about it last week. this opened up a door for discussion and i appreciate the support from you all today to move forward and send a positive united message to our state legislature that we don't want to see politics play a negative role in this discussion. we want inclusion, we want to make sure our universities are diverse and we have a seat at the desk and we want to move forward and continue the dialogue with our communities throughout san francisco and through the state of

california. thank you. >> supervisor kim. >> thank you. i think i'm entering this conversation a little late, but i just wanted to support the comments that were made by supervisor breed. many of us in this room posed proposition 209 when it came to the state ballot, i believe in 1997. i was a college student and i went to a private university here in california and stanford made a statement it will up hold affirmative action. and 50 percent of students at stanford is of color. the following year after the passage of prop 209 what we saw, uc were scary in terms of enrollment of african americans students and i got to he -- i got to experience that personally.

there were two african american males in my class. i think that is really a testament to what the elimination of affirmative action has brought not not just at the education level, but through contracting throughout public agencies, and i think it is really clear that when we talk about affirmative action, it's not about quotas. it's about being able to consider race when you have applicants of equal credentials. if you have applicants of equal credentials you should be able to consider race in the admission because we know that diversity is an important part, actually, an essential part of our educational setting. it has been a real testament today to what we see at our public universities, i think bringing back affirmative action would play an important role to fulfilling the diversity of our state. >> thank you. before we go to

supervisor compass. can we get a second. >> seconded by supervisor wiener. supervisor campos. >> he think what i thought was really important about this resolution is that i do think that how we talk about affirmative action and the context in which we describe the issue important, and that's why i think that we have to be very clear not to buy into the right wing red rhetoric about having to say that the -- that affirmative action isn't quota. there's a question of the state legislation and that has to do with how do you slow down the process so that this doesn't get to the voters as quickly as possible. i think this issue needs to get to the voters as quickly as possible and that's why i think this resolution is important because i think that folks in

>> hello. welcome to "culturewire." we are here today with bay area artist jody chanel, and we are here to see the plaza where your piece has just been installed. >> i have been doing large-scale paintings in the galleries and museums, and the idea that in the future, i could do something that would hang out a little bit longer than the duration of the installation the kind of appeal to me. i quickly found out about the san francisco arts commission school and realized there was a pre-qualified school you had to apply to, so i applied to the. >> how long did it take you to develop this work for the plaza? >> this was a fast track project.

design development was about a month. >> let's look at the beautiful mural. i have never seen a mural created on asphalt. >> the heat of the asphalt, a new layer of asphalt. then, these wire rope templates that were fabricated for the line work get laid down and literally stamped into the asphalt, and then everything was hand-painted. >> maybe you could talk about some of the symbolism, maybe starting in the middle and working out. >> [inaudible] the flower of industry. >> it is like a compass. there's an arrow pointing north. >> within the great bear consolation, there are two pointed stars here. they typically lead one to the

northstar, otherwise known as polaris. so i thought it has a layer of theme. >> let's talk about some of the other elements in the peace. we are walking along, and there is a weather vane. there's a sweet little bird hanging on the side. what kind of bird is that? >> [inaudible] the smallest of the gulf species, and it lives around the bay area. >> you want to talk about the types of flour patterns that you send? >> [inaudible] around 1926 or so by the dahlia society. >> what is this bird here? >> that is the california quail. >> coming up here, we had a little blustery theme. what is this area here?

>> this is supposed to be the side view, the expense of the golden gate bridge. >> there it is. >> there are really beautiful elements of architecture still around, i would say that it gives that feeling over to the work. >> what are your hopes for it? >> that in a way it just becomes part of the area. i think it is starting to have that feeling. people utilize it. they sit and, and have their lunch and play on -- they sit and, and have their lunch and play on that -- they sit and come and have their lunch and play on it. just for it to be part of the neighborhood. that is my hope. >> is such a beautiful addition to our public art in san francisco. thank you for joining us.

to provide a pilot program to examine the vehicle miles traveled as a tax base to supplemented the current competently sister tax we've a watched over the two decades the core tax has some frailty and it runs counter to the state it's a per gallon tax wire trying to get vehicles to a more fuel-efficient state and making good progress. this will call for a pilot program i don't expect this to be a version it was out there let's get n this moving but the author it is not on having something adapted and caltrain's

a b-20 of this is interesting approach to go back and requiring and looking forward and requiring a vote on toll facilities in this state whether they be hot range or plan managed slow lanes that requires a mandated 2/3rd's vote of the public within a 5 mile stretch you decide of the toll services and it's unnecessary and super is lose but it would threaten the express lanes and it includes ironically bridges so a close reading could require a future votes for the brings in the bay region to be subject to

votes. those are our 5 bills i want to highlight fooushgs and the staff wants me to talk about other things if you have the time and patience. great. there are 3 vehicle waste vehicles that's a shorthand for the proposal to provide bridge financing for bridge repair under 2009 and 2010 and we got rid of prop 42 but part of that shifted the fees that commercial vehicles pay for operating in the statistical those have been transferred to support of a b particularly about 9 had and $50 million a year and now that

activities around them. the second issue and it's a cap and trade issue i've tubed. i think the issue is now we've got a firm proposal for the first time by the governor for an expenditure of $850 million for the 2013-2014 budget but the expectation of several million dollars beginning in 2014-2015 and 2015-2016 as additional entities are brought under the cap and trade regime. two easier that i think this region and other regions in the state that are pushing for more direct allocation to the mp os but the mp o and the destruction rather than leaving it as a grant position and several

categories of interest and one is underfunded is the stable communities improvement or investment category i can't remember the last initial. the idea is there's a uniform pressure from all the mp os to increase the budget to support infrastructure development generally speaking with the communicable state funds. in terms of the the senate leadership will proposes a new program for cap and trade that's contrary to the way they disperse the funds.

we're going to see the state leadership prop more money going directly to mp o than the governor and this year might not be more funds for the stable investment category i believe there will be additional categories that local government's will be in favor have to lead to something strongly supported bipartisan's. the vehicle for that is the carbon tax bill that's been introduced and the author is getting ready to move that aside for cap and trade. we're about to get into the actual negotiations between the myths, the senate and the recreational partners on what the framework should look like

in the cap and trade revenues. it's been a long time coming >> supervisor tang. >> i have had a question about this bill regarding the temporary license plates i want to know what's prohibiting us from doing more work with the dmv so they can be more efficient not to spend all the time and research in this. >> i don't know the full history that's a resource issue more than anything their you funded by rental fees and i recall the budget being put together there's tithe budget organization i think what the authorizes and sponsors are thinking to make that efficiency reform better it's costly and make that more difficult for
