2:12 pm
park properties and almost no park patrol officers. currently there are about 2 park officers on duty in addition to one station at the candle stick park our park control is small compared to other cities indeed not up to the task. our parks institute approximately 14 percent of san francisco's landmass has security needs and trashed by vandals and covered with graffiti and people assaulted. the lack of officers make it hard to have safe conditions. i prop we double the park patrol
2:13 pm
if you agree we need to hire more park patrol officers how do we increase the size of the force if not how do we increase safety in our parks >> thank you san franciscans deserve clean and safe open space. i want to thank you for proposing the policies for illegal dumping. unfortunately, one maintenance is spent to remove gratefully and other trash from our parks. this is to support and enforce the park codes it's important. the illegal activities in the park and we partner with the san

francisco police department. the current staff is one part 24 officers this is for 3 shifts throughout the city and sometimes not more than two or three patrol officers are available because of vacancies and vacationed and absence. next year is an opportunity to there the park rafrngz on january 1st of 2015 the stadium will transfer to the mass development of candle stick park. and due to the closer the 6 positions stations at the park will be resigned to neighborhood parks. by simple revising the staffing
2:15 pm
model the department will be able to have more like 25 percent of officers. any future increases in the park staffing will lead to any other service requests throughout the city. based on an initial rec and park estimate it will cost $2.7 million to double the park control not only for the trucks for the rafrg. over the next two months i'll work with the park manager on a staff parking model as part of my two year proposal i look forward to working with you and the full board of supervisors for this adaptation >> thank you, mr. mayor. that's concludes the question the for today. >> and with that madam clerk

ellis act for tenant and landlord. >> supervisor campos. >> thank you, mr. president. i again want to begin by thanking the tenants the community members that have been working on the legislation as well as the 8 members of this board that join me in supporting this legislation. since the first vote on this legislation that happened last week there was a news article saying a teacher was being evicted from her home in the area because their landlords are trying to avoid the codes. i've received another call from a landlord that said she'll be using ellis act evictions in order to avoid the high payment
2:18 pm
under this ordinance. as of yesterday, i building there are 15 pending lokz evictions that are to exterior before this ordinances goes into effect and those radio by sparltsz 6 of the buildings are owned by the slarlts that are by the dirty dozen it will go into effect 90 days because we want to give the controller the time to calculates the market rate of units. at this point we thought it would take longer but since then the controller has done the calculation and we believe it's no longer necessary to have the additional 90 days.
2:19 pm
teddy and the city's chief investment doesn't need to time. we need to protect people as quickly as we can i ask to remove the amendment to leave the words 90 days after on page 3 line 3 change the 90 day period for 89 days for the rental payment schedule on page 3 and to delete subsection 3. if there's no reason to delay the implementation for the additional 90 days as was the
2:20 pm
case previously we should enact this for the people that are phasing eviction they benefit from the changes that are embedded in this legislation. by making this amendment the ordinance will go into effect thirty days after the board of supervisors overrides the mayoral veto. to you make that motion and ask for my colleagues support >> thank you supervisor campos has made a motion seconded by supervisor cowen we'll take that without objection. that's the case. on the underlying ordinance why not take a vote on supervisor farrell. supervisor kim. supervisor mar. supervisor tang. no.

2:23 pm
many years predating me. and since i've been on the board this particular development has been coming in front of any office many times. last week, i asked for a continuous from the developer to see if he could meet with the neighbors. they met at the city hall yesterday and both parties the neighbors and developer the owner of building wishes to continue this item for future discussion i want to continuance ever this item until june 17th. supervisor yee has asked for a motion to continue this is there a second. any discussion supervisor wiener >> thank you, mr. president.
2:24 pm
first of all, i want to acknowledge the work that supervisor yee and his staff has been put into this this spans a number of years and been a very, very challenging neighborhood issue. i have had the opportunity to spend this before the land use economy and since then i've become familiar with it. i have concerns about this project about this encroachment and those concerns have grown the more time i've spent with that. i'm prepared to vote and will not be supporting the continuance. i have a sense of how it will pass but want to register my position and to supervisor yee i
2:25 pm
wish you the best of luck to resolve this but i do hope that you're able to do that >> supervisor cowen. >> thank you very much. i too sit on the land use committee and i'm prepared to vote i request for a continuance, however, i was wondering if you could give some kind of indication of how much ground you expect to cover knowing the issue a little bit more it's unclear to how to bring with the two parties parties together >> when i exhibited for a one week continuances it was my hope that whatever the last-ditch effort for both parties to how do you plead u come up with an agreement to move forward or have a positive discussion of trying to resolve it.
2:26 pm
i wasn't too sure if that was going to happen i left it up to the two parties i feel everyone is an did you want. because of the meeting on monday they can be pretty much this morning and double-checked with everyone there was enough positive discussion for both parties to want to continue it. whether it's going to come to a solution i don't know. as you know this issue has been around for seems like a decade. so for me to ask for this continuance as a desire for both parties compared to 10 years that's been in discussion i would be more than willing to support >> i'm happy to support the parties neighborhood as well as the project sponsor requests for
2:27 pm
