i think personally he's a nice person but i have serious concerns about the organization that what we represents. as you know recently i've had to deal with the situation involving midtown residents and in my district. i live in this community i come from public housing i know those residents i said beforeblast whether i'm a supervisor or not the types of decisions i make for my constitutes are the best decision but i don't support people that make decisions that are for the community bright light has concerns. as they communicate their
3:01 pm
message. i unfortunately cannot reconcile supporting a person who supports this organization and the whole point of this committee is to help and serve the poor and bad decisions in people who don't use the best judgment are why as someone grouping in public housing experiencesed some of the challenges the lack of appropriate social services and the lack of access and the quality programming overall. i want to make sure that when people are put in the positions to make decisions for people that i represent that i know i can trust they'll have the best interests for them. i don't know if i feel the judgment of this gentleman in the case of the situation i dealt with and in contrast i'll
3:02 pm
not be supporting him today >> supervisor mar. >> i want to speak in favor of eddy i understand what my colleagues are saying about bright line but i feel he has worked on local hire and cutting policies in city he works with the people to empower them and i feel eddy has a strong community background in the arts and i appreciate that. in addition to the empowerment work especially in the low income communities. i think other campaigns he's been involved this in will help him to make fair decisions on the commission >> thank you supervisor yee.
3:03 pm
>> thank you. i want to express any support for eddy's reappointment on the community development. eddy has developed relationships with community based organizations and has worked on a number of important issues in our city including workforce development and great at facilitating communication among different parties. ed yours sincerely, i didn't was appoint last fall and dedicated his dedication as a thought member. some of the concerns that were brought up during his rules committee were about the organization of his employment but eddy stands on his own merit. eddy shows a lot of promise and colleagues i'll support his reappointment today >> thank you supervisor wiener.
3:04 pm
thank you, mr. president i'll be supporting eddy appointment to this committee. i've known eddy and worked with him over the last several years and found him to be very bright and thought of and hardworking. i know there are also going to be disagreements on different issues. i certainly doesn't agree on everything but that's natural i don't agree with every organization on everything. supervisor avalos >> i also will be supporting eddy i've been able to work with him and he's been a part of institutional change effecting

local hiring in this city and changing practices that for a long time have not been lifting up communities of color and helped to build the coalition through bright line that will enable us to win 8 votes on the board of supervisors and create a sea change in san francisco how to prepare people for publicly workforce projects. he's been involved in a number of struggles over the years as supervisor mar indicated helped to promote green jobs in san francisco. we've not lived up to the great promise we should have as a green city we need more advocate and eddy will be strong. >> thank you supervisor chiu. >> thank you, mr. chair.
3:06 pm
>> i'm sorry supervisor breed - >> thank you, mr. chair i will be joining my colleagues in supporting eddy he's one of the hardest working and atheist advocates and along with his organization of bright line i've found their work for green jobs and hiring and for building important community partnerships to be instructional in moving forward for significant project. i know that the support he has on the ground from representatives from dr. espanola jackson to a b u confirms the work he's done i'm happy to support him >> thank you supervisor breed. >> i want to add a few more comments i've not worked with eddy but what i've experienced
3:07 pm
with my midtown. i don't have a large laundry list of experiences but i felt the judgment of bright line and it was problematic for the residents that's the reason i'm making a decision like that for clarity purposes i heard a lot of great things about eddy and his work and i'm glad that are other great experiences and maybe in the next couple of years this might change bow for now i'm concerned about the judgment of it organization as a whole and i can't i don't feel comfortable moving forward with that, i wanted to make that clear >> supervisor kim
3:08 pm
>> i have the pleasure of seeing eddy because his office is on my way to city hall i find eddy to be thought of and hardworking. i appreciate his community work across lines of color that's the priority and good value to have. i think he'll be able to kinder that to the citizens i've not agreed with bright line especially the prospective on midtown decisions the city dropped the ball and coming back into the loop and there's misrepresentation from the mayor's office of housing and it's prospective that being said the overall scope of what eddy has done helps the community and

i look forward to continue the dialog on all the issues that bright line works on >> colleagues, any furniture destruction. >> supervisor farrell. supervisor kim. supervisor mar. supervisor tang. supervisor wiener. supervisor yee. supervisor avalos. supervisor breed. no. supervisor campos. no. supervisor chiu. supervisor cowen. there are 9 i's and two notices. this motion is approved (clapping) and with that why not go to item 29 >> it was by land use and economic committee on a regular

to talk about issues. >> colleagues i'm introducing a couple of hearings. lecture i met with the medical leaders with the chinese and asian-americans leaders we've learned of the dramatic rise of obesity within chinatown and the chinese-american we discussed the shrugy results on the asian pacific islander and the target by shrugy companies that the community have all low income communities are target by big soda in the sneaky ways in may or may not enemies that are billion dollars per year in this crisis.
3:12 pm
the consumes of asian pacific islander is on the rise especially 2014 and i'd like to acknowledge within the asian and asian pacific islander community and chinese communities there are serious concerns i want to thank my co-sponsor for the issues on obesity and especially the asian pacific islander community. my co-sponsors are here supervisor cowen and supervisor avalos and supervisor wiener and others for co-sponsoring the hearing. i'm calling for a hearing on increasing the access to drinking water in the unified school district. i think healthy constrain and communities require access to healthy drinks especially drinking water. freshwater at the schools gives children healthier choices
3:13 pm
everyday. one school peabody recently installed drink tap stations with facilities money it was wise in how they did it to have visible access i'd like to see that model replicated especially in low income neighborhoods in our city. so today, i'm introducing the acceptability for the tap stations in the san francisco unified school district. i know that in this case within the unified school district have been implementing many approaches but wild to coordinate with our city. many don't have drinking foundation in a couple of middle schools they're drinking fountains were not working.
3:14 pm
so i think facilities maintenance is critical. and the city can work with the commissions to have a better access within the school district. a hearing i had last year with supervisor chiu and others helped to identify the parks and the lack of accessibility. we want to focus on schools and i want to acknowledge supervisor chiu's legislation about water waste. so thank you to my co-sponsors supervisor chiu and supervisor campos for helping to co-sponsor this hearing request as well. i'm sure you're aware of from our vision zero hearing this week there was a terrible collision that was harming a 3-year-old on a bicycle on
3:15 pm
fulton this with or week the child was hit crossing the street and is in critical condition i've reached out to the family. this follows a recent collision at the golden gate park senior center. i little on fulton street people speed at the 50 to 60 miles per hour i see that everyday when i'm driving any child to school. we're working with a new police chief today, i'm announcing i'm working with the transportation authority to help to slow down traffic only fulton.
3:16 pm
we're working with the senior center and the playgrounds to come up with ideas to make sure we're doing short-term improvements to make fulton safer for families and seniors. and lastly one community leader that's also an artist and a spobz melissa anderson is having an important session with photograph. she owns a business call foggy notation. there's a exhibit and session for people from 6 to 8:00 p.m. on the park gallery it includes

many bands and will have historic shots from various relays and the anti addiction parties and so we hope you'll come out and support our small merchants today. i also want to thank green apple books to partner with the inner sunset to make sure that la bid can stay open on the avenue. and it's one example of a small merchant that reaches out across the park to promote reading and culture in the richmond district as well the rest i'll submit >> thank you madam clerk, yesterday at the land use committee we held an interesting
3:18 pm
and frankly overdue hearing on the state of late night transportation in san francisco. we're a night time have you ever known we know it's critical to our economy haits that's a $4.2 billion sector that employes people and contributions $55 million in tax revenue yet when it comes to transportation we treat what we call the other 9 to 5 as an after thought. late night transportation are not ground water great in the city. muni subway and bart and shortly after midnight those systems start not as early as one might
3:19 pm
think in the morning particularly on the weekend and bus service becomes sporadic at night. this is not just an issue of late night people getting home from bars that's important we don't want people to drive whether coming in to the east bay peninsula. this is a worker issue. there are many people who work in the industry and people are commuting from one end of the city to another because of the cost of housing there are many night life workers who can't live here but live for example, in the east bay they have to drive their car or take a cab that's expensive. to this is a very, very important discussion.
3:20 pm
we've been talking about getting twenty-four hour bart service forever. so it's an forgotten hearing and next week's hearing i'll be introducing a resolution for the traerpgs on the office of economic workforce development to convene a worker group to come up with a late night transportation plan to move forward for people to get around at night the rest i'll submit. >> thank you supervisor wiener. supervisor avalos. >> couple of items for introduction first, the city attorney to draft an ordinance to help san francisco form a joint powers authority with the

city attorney's office richmond for underwater loans in the city. several years ago in the late 2011 the nation was racked by change of consciousness in the city how the winded disparity in wealthier were effecting people and the middle-class we continue to have a call on real reform to wall street and the banking industry under the cry they got bailed out we got sold-out and here in san francisco as well. in san francisco besides having demonstrates p at plaza that were attended by many of the members of the board of supervisors and the mayor at this point there were demonstrates in parts of san

responded. i've talked about this and talked about this with the mayor's office of housing to we're not doing enough to look at the house in the southeast part of san francisco we don't have a program to help people stay in hair homes and help underwater homes and people in foreclosure. we talk about the immigration of african-americans in san francisco but we have not implemented a strong program to address that. the local mroshth reduction can help to support of the african-americans and help to stop the immigration and in bayview hunters point and in the excelsior district we have many, many african-american households that are desperately trying to cling on to what property weight they have and i think we owe it to them to not negligent them

but people will be able to keep up with their mortgages. richard has an answer through the mortgage principle reduction program they want to focus on there water mortgages. richard agreed to buy those loans and refinance them at the current interest rates that are lower. this will pope keep people in their homes and protect the city of richard and if the banks won't coordinate we can use the city of richmond and use the treaty of eminent domain. once we reform the resistance to

the banks across different cities across the state of california that the banks will come to the table and we'll have an effort to their allowing to make if possible for people to refinance their houses and you lower their principle for people to own their homes and set us on a pathway to sustainability. i'm asking the city attorney to draft an ordinance there are many questions we have to raise but if we're waiting for more information we'll never get things done and people will be leaving san francisco because they can no longer afford the sub prime mortgages they have. we need the political will to move forward. i look forward to working with the city attorney to make that happen i know we, make a huge

difference to make the banks work with us. there is also part of an organization called local progress including others on the board supervisor kim's and supervisor campos and others they're elected officials from around the country that's a local campaign to establish the local principle reductions i'm looking forward to seeing places like new york city and philadelphia and san diego and others to help with the program that will enable working class people to stay in hair homes. this is also a memoriam for a long time organizer and leader

off-line units and bring them back on line. there are over 40 thousand units and many units are currently not available for san franciscans to live in. as we grapple with an unprecedent affordable housing issue particularly affordable housing those units represents one of our chapter itself opportunities to make hoosiers available now. the housing authority estimates we can bring those online for one hundred and 15 thousand a unit we can do that quickly depending on the construction of affordable housing to fruition. the cities 2013 survey found

families including hundreds of children is homeless in san francisco. there's, in fact, a church that is used as a shelter in 25 to 50 families use the shelter almost every evening there's no facilities and showers only a few toilets and sinks. we shouldn't allow those units to be vacant when we have shelters that are empty. in february of this year we were projected a surplus in new and unanticipated revenue. i know this is not something we traditionally do we have not duplicate ♪ the past we earmark funds but we contacting can't use 1960 policies we have in san francisco in 2014
