hundreds of residents. i want to thank mayor ed lee when i came into office one of the things he asked me about my 3 top priorities i said number one public housing and number 2 and 3 public housing. living in public housing for over half my life has given me a prospective unlike 0 anyone i know that we need to make a difference in the lives of the constituen constituents. but i see we're having discussions about building affordable housing but this discussion has to make public housing a priority not just public housing as that relates to the housing authority but

remaining e retaining public housing all over the city we can't say out with the old and in with the new with you to make sure the people are still protected i feel we're on the right track but we have to look at putting our money where our mouth is. i believe this is a large effort to make sure that the residents in public housing can enjoy security in their homes when supervisor farrell introduced a measure to the hot team we have a place to take people for trickle purposes but we have one hundred and 72 units if we provide with the right support we can prioritize homeless people in order to get one hundred and 72 units on line

we'll be holding tomorrow at the budget committee a hearing on the availability of legal assistance and residence in santa fe san francisco that are facing eviction. specifically the tent to which tenants are facing eviction and patrol car there's adequate representation is an important part of the strategy to make sure we allow people who want to stay in san francisco remain in san francisco. i want to also not there will be a press conference at 9:00 a.m. to discuss this issue we'll be discussing a recent 0 report by the budget analyst report we have a lot of work to do in the area of insuring proper representation to tenants.

as we're phasing the housing crisis where the rent in san francisco is hire than any other city we have a report from the budget analyst report this shows in calendar years 2013-2014 tenant were only represented 12.9 percent and 17 percent of the time. we know that tenants who are facing eviction he procedures are likely to stay in their homes with legalese representation. it's only provide in 13 percent and 2012 and 17 percent in 2013 shows there's a huge gap that needs to be addressed. we believe that legal representation should be provide for tenants phasing eviction

with their financial status and look forward to having that communication at the budget committee meeting tomorrow the rest i'll submit >> thank you. i'm introducing legislation to introduce the short term rentals. we've seen an explosion in short-term renltz it's estimated this is happening over one hundred thousand times in our city. we know everyday our current laws on the books to prevent our housing from being used as hotels is being broken and our bracket enforcement has phenomenon been working. i'm proposing a different approach based on feedback from proposers. first is to create a clear

distinction between unacceptable and reasonable activity in this area of sharing housing. on one hand we've known of offender who have taking entire homes off the market and turning them into hotels. on the other hand, we all know worker families and students on summary break and residents traveling or seniors with a spare room have been able to use the new sharing arrangements to pay for rent. today optimum proposing a distinction based on ones preliminary place of home. if they're a permanent san francisco person and their apartment is where they actually live for 9 months of the year.

under our proposal a resident who meets the requirements can carry liability insurance in case anything goes wrong. the second element of our proposal would be to strengthen enforcement. there have been multiple codes but the codes have not been consistent with the rules. my legislation will make it clear that all apartment buildings are subject to regulation and if a resident is not registered but involved with short term rentals that person will be automatically in violation and will be place on a black list until they come into compliance. as part of this conversations we have to make sure that we have the resources for enforcement. the third element is that we

will finally be regularly the online short-term rentals. we know there are dozens of platforms and under our proposal every approach will have to notify their tenants before posting is loud and every approach will have to have taxation. the last element is to really emphasis our city needs to collect the taxes we have to pay millions of dollars to pay for all our services for all the tourists who visit us. this is necessary to be roved before moving forward. i want to thank the treasurer for pushing this bill as well.

two weeks ago after resolving that a b b agreed to collect taxation i appreciate and i know this is important. our legislation will require every approach collect all taxation. this legislation strikes the right balance for the san franciscans to share their housing and cover their rent and supplement their income but we have to protect our tenants and others from displacement. i want to thank dbi and the city attorney's office and thank the tenants union for their support of our legislation and thank the feedback from online platforms as well as the apartment association and the coalition for bettered housing.
