our city. so today, i'm introducing the acceptability for the tap stations in the san francisco unified school district. i know that in this case within the unified school district have been implementing many approaches but wild to coordinate with our city. many don't have drinking foundation in a couple of middle schools they're drinking fountains were not working. so i think facilities maintenance is critical. and the city can work with the commissions to have a better access within the school district. a hearing i had last year with supervisor chiu and others helped to identify the parks and the lack of accessibility.

foreclosure. we talk about the immigration of african-americans in san francisco but we have not implemented a strong program to address that. the local mroshth reduction can help to support of the african-americans and help to stop the immigration and in bayview hunters point and in the excelsior district we have many, many african-american households that are desperately trying to cling on to what property weight they have and i think we owe it to them to not negligent them but people will be able to keep up with their mortgages. richard has an answer through the mortgage principle reduction program they want to focus on there water mortgages. richard agreed to buy those

loans and refinance them at the current interest rates that are lower. this will pope keep people in their homes and protect the city of richard and if the banks won't coordinate we can use the city of richmond and use the treaty of eminent domain. once we reform the resistance to the banks across different cities across the state of california that the banks will come to the table and we'll have an effort to their allowing to make if possible for people to refinance their houses and you lower their principle for people to own their homes and set us on a pathway to sustainability.

i'm asking the city attorney to draft an ordinance there are many questions we have to raise but if we're waiting for more information we'll never get things done and people will be leaving san francisco because they can no longer afford the sub prime mortgages they have. we need the political will to move forward. i look forward to working with the city attorney to make that happen i know we, make a huge difference to make the banks work with us. there is also part of an organization called local progress including others on the board supervisor kim's and supervisor campos and others they're elected officials from around the country that's a

local campaign to establish the local principle reductions i'm looking forward to seeing places like new york city and philadelphia and san diego and others to help with the program that will enable working class people to stay in hair homes. this is also a memoriam for a long time organizer and leader of the people in action. she was a great advocate in the neighborhood for decades and brings a lot of safety and security to make sure we have eye contact from the police department and resources that come from different parts of san francisco. she's been part of the occupy efforts that's gone on in the

lakeview neighborhoods there's been an attempt to prevent evictions and she's been part of this to lower the principles and to modify the loans as well. regina was born in arkansas and her father traveled to german and korea and japan. when she was 18 she sheltered in san francisco and met her husband here. judge roy wonder prooetd at here wedding. she was dedicated to her family and she was with an organization that helped to keep people safe.

unprecedent affordable housing issue particularly affordable housing those units represents one of our chapter itself opportunities to make hoosiers available now. the housing authority estimates we can bring those online for one hundred and 15 thousand a unit we can do that quickly depending on the construction of affordable housing to fruition. the cities 2013 survey found families including hundreds of children is homeless in san francisco. there's, in fact, a church that is used as a shelter in 25 to 50 families use the shelter almost every evening there's no facilities and showers only a few toilets and sinks. we shouldn't allow those units

to be vacant when we have shelters that are empty. in february of this year we were projected a surplus in new and unanticipated revenue. i know this is not something we traditionally do we have not duplicate ♪ the past we earmark funds but we contacting can't use 1960 policies we have in san francisco in 2014 we have to do something different and continuing to allow those units that be neglected and allow people to live in those conditions and continue to isolate them from affordable housing in our city is not what we should be doing as a city we have thousands of people without homes and thousands struggling

to keep their homes we have thousands of unused housing that can be used and we have millions of dollars. i'm leery about the supplements in general but those are extraordinary circumstances and require extraordinary measures i don't want this to get lost in the process. we can make a lasting impact on hundreds of residents. i want to thank mayor ed lee when i came into office one of the things he asked me about my 3 top priorities i said number one public housing and number 2 and 3 public housing. living in public housing for

over half my life has given me a prospective unlike 0 anyone i know that we need to make a difference in the lives of the constituen constituents. but i see we're having discussions about building affordable housing but this discussion has to make public housing a priority not just public housing as that relates to the housing authority but remaining e retaining public housing all over the city we can't say out with the old and in with the new with you to make sure the people are still protected i feel we're on the right track but we have to look at putting our money where our mouth is. i believe this is a large effort

to make sure that the residents in public housing can enjoy security in their homes when supervisor farrell introduced a measure to the hot team we have a place to take people for trickle purposes but we have one hundred and 72 units if we provide with the right support we can prioritize homeless people in order to get one hundred and 72 units on line that can house hundreds which for the purpose so that's what i'm asking for today. i'm not necessarily introducing the legislation to make the request i'm asking the controller to start to draft the request and i want to look at other ways to support around furnishings and case management

patrol car there's adequate representation is an important part of the strategy to make sure we allow people who want to stay in san francisco remain in san francisco. i want to also not there will be a press conference at 9:00 a.m. to discuss this issue we'll be discussing a recent 0 report by the budget analyst report we have a lot of work to do in the area of insuring proper representation to tenants. as we're phasing the housing crisis where the rent in san francisco is hire than any other city we have a report from the budget analyst report this shows in calendar years 2013-2014 tenant were only represented

we've seen an explosion in short-term renltz it's estimated this is happening over one hundred thousand times in our city. we know everyday our current laws on the books to prevent our housing from being used as hotels is being broken and our bracket enforcement has phenomenon been working. i'm proposing a different approach based on feedback from proposers. first is to create a clear distinction between unacceptable and reasonable activity in this area of sharing housing. on one hand we've known of offender who have taking entire homes off the market and turning them into hotels. on the other hand, we all know

worker families and students on summary break and residents traveling or seniors with a spare room have been able to use the new sharing arrangements to pay for rent. today optimum proposing a distinction based on ones preliminary place of home. if they're a permanent san francisco person and their apartment is where they actually live for 9 months of the year. under our proposal a resident who meets the requirements can carry liability insurance in case anything goes wrong. the second element of our proposal would be to strengthen enforcement. there have been multiple codes but the codes have not been consistent with the rules.

my legislation will make it clear that all apartment buildings are subject to regulation and if a resident is not registered but involved with short term rentals that person will be automatically in violation and will be place on a black list until they come into compliance. as part of this conversations we have to make sure that we have the resources for enforcement. the third element is that we will finally be regularly the online short-term rentals. we know there are dozens of platforms and under our proposal every approach will have to notify their tenants before posting is loud and every

approach will have to have taxation. the last element is to really emphasis our city needs to collect the taxes we have to pay millions of dollars to pay for all our services for all the tourists who visit us. this is necessary to be roved before moving forward. i want to thank the treasurer for pushing this bill as well. two weeks ago after resolving that a b b agreed to collect taxation i appreciate and i know this is important. our legislation will require every approach collect all taxation. this legislation strikes the
