on notice we're concerned about that so they get some sense we are trying to sort this out. i think and given the level of the impact of this project there's room within the guidelines of k to see other projects come along we're not violating the sense of the law and i share my fellow colleagues if anything my pun of being in the dark so therefore i would urge the commission to move forward on that arrest i think that would be operating in shadows (laughter) >> i have nothing against 650 it's only a 5 point zero impact it's the larger question of establishing a guidance given the lack of guidance on the 1989
4:01 pm
memo. >> maybe we should put to the staff a recommendation open o that. commissioner levitan >> i think i join my colleagues 0ub8 this project sounds fine but to commissioner lows opinion it's relevant to the impact in the area. the street park joins the rec and park family only in 2001 and it is the only open space in this area we're seeing rampant growth in the city i have a concern with the growing impact i wanted to say for the record i
4:02 pm
wouldn't agree to increase the shadow with the projects >> maybe this is a question to the staff and planning department this body wants to see as much information as available so we can begin to formulate a policy moving forward. with that, can he entertain a motion >> move to approve. >> second. it's been moved and seconded all in favor it's unanimous. >> item 8 valley square content plan approval. >> good morning, commissioners
4:03 pm
i'm hypothetically berry i'm here today to talk about the noah valley content plan. i'm sure you're aware of the noah valley town scare is newly purposed in june of last year it's on 24th street on the corridor in noah valley it's approximately quarter acre in size. in approximately the 3 years leading up to the acquisition there was a lot of community outreach for the city to acquire it for public open space. in support they hosted 4 community meetings between 2010 and 12 there were over 2 hundred people in attendance. one of the things that came out of the meetings was a concept
4:04 pm
plan there were 4 alternatives that were generated and out of that emerged the broad community support a plan by the c n g landscape architects it's on a plaza style space it will have landscaping around this perimeter and trees and two small children's area play areas a stamgd canopy for stand prochldz and events and maintenance supplies. the current that concept plan does include a restroom that the community wants and your staff report shows we don't have the capital on the restrooms we want
4:05 pm
to emphasize those will have to be secured for a restroom on the site, however, since the capital committee supervisor scott wiener has committed to appropriating money for the maintenance of the restroom that's good news. in terms of the status of the budget the department has applied for two grants for funding to construct the park one is the prop 84 and the other a water conservation grant. there's been a lot of money raised by the noah valley town hall square they have additional pledges above and beyond that. we're expecting a reservoir money it's $743,000.
4:06 pm
the property four grant is pending we're having a meeting with the funding agency and encouraged by that so the funding is coming together. the reason why we're bringing the concept plan to you in order to receive that money we need to have our sequa complete but we need to post the notice and record that with the community and the state clearing house to get the grant and the commission needs to take action. we'll be coming back to the commission later in the summer and an mou with residents for noah town square they'll be contributing to the project. the project once we know about
4:07 pm
going both grants we'll come to the commission and the mou with the friends group. assuming all the funding comes together successfully we'll want to begin the detailed design work later this summer and our hope would be to break ground in august of 2015 and anticipated park opening in spring of 2017 if you have any questions, i'll be happy to answer them. >> we do have public comment (calling names). >> hello, i'm frank. we're here today to begin a up stage of converting gags in town
4:08 pm
square this metamorphic we began to work with the community to develop a coalition. many thanks are due to the interim to develop a successful farmer's market and developed a sense of community. many thanks are due to the people who organs meetings to receive the public input. many thanks to those who collected pledges for more than a year. many thanks to you rec and park and commission and to the board of supervisors who okayed those efforts and helped with the acquisition fund. many thanks to the staff for
4:09 pm
developing the town square development. now we're at the next stage i hope you'll approve the construction for the noah valley town square. thank you >> >> next speaker. >> morning i'm jim my wife and alive a couple of blocks from the park. i will be short appearance notwithstanding. i want to tell you this is an opportunity express my desire for the open space and to thank the rec and park department and planning users and all the many workers who have been mention to make noah valley an already
4:10 pm
wonderful place to live. it didn't have a lot of open space so the plan that emphasizes the openness and flexibility is an case to the community i look forward to sharing this open space with our neighborhood. thank you very much >> thank you. next speaker. >> good morning. i'm richard i live on elizabeth street. i've been involved early on with the project trying to make this happen. i'd like to add to the applause for the commission thanks to staff for what they've done to facilitate making this happen because it is a wonderful
4:11 pm
project. my involvement incensed any hope that san francisco is only as strong as the various projects. this town scare will provide a focus for the neighborhood so thank you very much for that the concept plan the issue before you this morning it's a flexible man multiple purpose designed to do along with the four meetings we had which were well attended and cleverly put together for people to express their opinions along with those every saturday morning a table has been out in front of the farmer's market so
4:12 pm
we get feedback it's much deeper than the 4ometers it's a deep impact. it's a useful park the farmer's market is a joy it supports in important ways those small farmers. we talk about the entitlement of patio noah valley but those small farmers are coming into this farmer's market and flourish. jimmy who's the citrus guy if not for this market he would have had to sell his business it wouldn't be varieties this is a project that is helping a larger community and a larger

environment than justice in love valley it's really helping all of us i urge you to approve in concept plan >> richard. >> he left. is there any public comment on this item. seeing none, public comment is closed >> commissioner levitan. >> i wanted to say thank you to the people in the audience you've sat through an hour and 40 minutes and to have you guys come up and say such nice things we appreciate you. this is one of the good things we about get to vote on i'll move for approval >> i'll second it. >> i couldn't agree more should all the projects that come before us b be so positive with that it's been moved and
4:14 pm
seconded all in favor, say i. opposed? >> the bond surplus fund is next. >> commissioner a very brief item today before you. i'm sure you're aware of in 2010 a generation bond was passed for park improvements with the expectation of golden gate park. the last major neighborhood park
4:15 pm
project to be funded was hampton pool and upon the completion it seemed a good way to do an audit because of the 2000 will bond we leveraged another $200 million plus in state fund etc. so there's a lot of co- minnesotan of fund we thought it was important and continues to be our best practices to make sure those funds were charged appropriately. across the 80 projects we knew there were pennies under the couch curb on you had those spread across the projects so we need to go back and clear out so we don't is have any unpaid
4:16 pm
bills. we talked about this with the commission in october i believe of the past year because we wanted to go to the board of supervisors to reappropriate which is all those random balances. we went to the board of supervisors and were successful in our appropriation requests they asked us to come back to the commission for the surplus fund so we completed our reconciliation of the plan and we have several hundreds of dollars and we found the 8 hundred thousand plus it predates my staffs arrival and we're at the board of supervisors supervisor avalos requested the 8 and 88 though be
4:17 pm
appropriated for the geneva carbarn it's a nonprofit to use the construction to be completed for other projects. you'll continue to hear more. so 8 hundred and 38 thousand is being held for geneva carbarns. let me say there's two cars one is unforeseen sight conditions and when we get fill tropic gifts we get an - we're proposing users the fund for two purposed over a filling out parks initiatives or the larson playground and also like coit
4:18 pm
tower making the lighting changes as well as the overall improvements lake merced and tenant improvements in the interior and the elevator project. it's resulting in incredible increase in the overall project budget. lastly $2 million for the restrooms project you're aware there's several restrooms great highway bathroom and other we've had unexpect historic value that have resulted in addition design cost and while the timeline is delayed out for alamo's square the project margin is still
4:19 pm
dealing with that so we need to request the $2 million as described to the community. those are our proposed used for those fund happy to take any questions >> thrombin is there any public comment on this item seeing none, public comment is closed. >> commissioner harrison. >> yeah. i want to comment and compliment on the professional oversight of those projects. i mean to generate some of the money for those needy projects is great you deserve recognition >> it's not a lot of pennies. >> we were surprised i thought the 4.8 we were going to comment but. >> so seeing no other queasy
