the agenda items today will be for next tuesday. okay. i'll tell you what call item one >> item one is on an update inform the police department 2014-2015 and 2015-2016 and thanks chief suhr. i have my chief financial officer the deputy chief of admin and deputy carolyn welch. so first, i want to thank the mayor's office for their assistance and the controllers staff moraine and our commissioners for advocating two years ago for the good stable budget this the the second piece that includes our hiring plan thaifl the board of

supervisors approved. the overview very quickly budget hiring plan updates and building safety update and capital improvements projects and we'll talk about cars. the 2014-2015 budget all refunds revenue 3 million plus a combination of general funds that include the 45 million in public sales tax and the grants for various gang intervention and theft payment. we have work orders and federal revenues include human

trafficking and dui improvements and permits and licenses that are administered by the department. the next slide speaks to expenditures obviously flowers and fringes are the lion share of our budget making up 88 percent and 14 million, 5.3 million in materials and supplies and then those work orders 28.6 million. i can go into more details or if mr. rose has any further questions. the next slide is did airport our biggest work order we have a large contingence of police officers down there to the tune of $55 million and we have a subsequential work order with

the mta with .8 million and the port has two positions and the puc has one position of allocation of overtime. there's overtimelation to 9 mucus center and treasure island and dpw for the graffiti abatement program i know we're booefg that under the leadership of supervisor breed. the biggest increase is for positions we fell 3 hundred positions down the good news is we should b be through the worst of it and that's including last year the officers i have to give a tremendous shout out and the community for the support we were able to hold the line against be violent crime we had a tough year last year wriem i

crime was up but robberies were up a bit because of the cell phone thefts we've gotten a hold on that. and robberies are down cell phones were down 45 percent. so as you can see the numbers at first, it looks like even though we're hiring we're losing people because in the the last year a drop so the last of the drop officers go out at the end of june. i believe that's a good thing it ran it's course and important to get the new officers in and establish the next generation. the hiring plan for - >> excuse me. supervisor wiener. >> conceiving on the last slide

can you clarify in terms of sworn ftes it shows 2201 and going up from there and how does that jive we're still in the seven hundred and getting up to the staffing level is that because it includes - and you, see one hundred and 80 officers are at the airport and somewhere between one hundred and 80 officers are in position not full-time we're about 17 hundred of full time officers. 17 full duty officers in san francisco the ones we have 50 to one hundred in training and one hundred 50 to a constant state of leaf or admin leaf and so

forth that's the difference >> thank you. the sworn plan update in 2013-2014 we hired a hundred and 33 officers we lost some they need to be a good fit we lost 10 percent we are we were anticipating losing about 20 percent. the following year again, we lost 15 of one hundred and 3 we're hiring another 50 at the end of may that will meet this goal. its really, really important to stay on track it takes time to get the officers in place and we'll lose thirty years of experience in one day they're not solid to work unless a year of probation. certainly, if you're working in

a slower district you don't get the breath of the calls so we want the officers up to speed >> chief can you talk about the academy class versus lateral hires from other departments. >> the one hundred and 50 we speak it is around one hundred and 20 of new hires and 20 to thirty of laterals. so they'll be plus or minus of the lateral classes of 10 to 15. we have tremendous interest in the departments from other agencies to come to san francisco but we're very, very careful how we hire we've had tremendous luck but we don't want to hire an officer just

their wanting to get away from the situation they're in >> in terms of pipeline of people wanting to go to the academy laterals any softness is the pipeline full, if you will. you cue is last year, we went for the first time the sustains online applications so the case as four or five years ago there was no preadvertised time to apply for the police department and there's only a one week window we have to give the mayor's office a lot of credit to get to the online thing. we had at least a fixed window of two weeks after thanksgiving but i you couldn't apply for another year we were losing a lot of candidates that would

have been a great fit you think they're a great fit and they sigh when can i apply and it's april 23rd and you can apply after thanksgiving they might lose interest now they can take a standardized test online >> chief can you ask what's the trend of per residents per year. >> it's going to be apples and oranges about 3 years one hundred and 50 plus which is humane for the rest of my time in the police department it's between 60 and 90 so with the sunseting of drops those 3 hundred years should be over with so that's the very good

news a little bit of bad news i came in on the tail end of a large hire in 1981 and then they didn't higher for thirty years so this is the next mass hire. so it's important we stay on the hiring plan not to get down again >> i see supervisor smiling i'm not that oldie have been around a long time. this slide doesn't have anything to do with this year's budget other than to let you know we're on track. the green arrow that's where we are if you had not approved the plan we would be in on the

purple line of 16 hundred and something officers. on subsequent slides the in roads we're making in regulation we're working with kids and schools if we don't have the amount of front line cops to make those contacts and make those facial expressions we're not successful doing to try to do more with less >> supervisor wiener. >> thank you and supervisors i want to reiterate what you just said about how critical it is to keep doing the 3 academy plaza year it's easier now in the good budget time but we never know when the next budget downturn is going to happen.

there's those years that become difficult. budget priorities and it's so attempting and easy just to slice off one or two academy classes to save money. it becomes an easy thing to do it's like the infrastructure you don't see the sloppyness until later we shot ourself in the foot in 2005 we weren't doing the academy complaz that was negligence in this building go for not funding the academy classes. i am sure my colleagues will attest we go through a lot of neighborhood block meetings with the police we hear whether an

individual blocks or corridors or parks there's not enough police officers to do all the traffic enforcement but they don't have enough officers to do the beat walking and the traffic enforcement that we need them to do so with the limited resources they get put into the highest need so the mission gets a lot of attention and the castro and noah valley don't get as much so we're going to have a big problem if we lapse into that to relieve the attitude of the academy classes. you and i don't see eye to eye

on this in 1991 we have a higher population so when we get to 1971 it's unclear but to keep going >> if we could go back to the last slide when we get to 2018 the plan will be wonderful. the bar chart shows. if you look at the bottom of that slide there it speaks to when we get from 3 classes to 2 so it goes back to supervisor mar 60 to 90 in awe transition from staffing down in 2013 it demonstrates how quickly it going falls off from 2 classes

>> it's between now and nia 18 we're going to get back up to the 1971 we need to keep going and not go down from 3 classes to 2. so the new neighborhoods and the new developments like we need our housing stock and transportation system to keep up with the growth and the police department is a key infrastructure in adding housing but not having your police department keep up with that and that includes the fire department >> i agree the report that was denouncing done talked about increased staffing i'm happy to get it to you.

>> that was my comment the 1971 going forward we keep an eye towards not only looking at the planning for sight to look at where you can use the officers so the subsequent budget committee when they see we're getting closer to that i'm happy to have that conversation. >> this is the recivilization we talked about this when supervisor chiu was part of the committee. there was a lot of budgeted and 21 positions were budgeted we began hiring in 2012 and the other we've been hiring we'll fill 23 of the positions and 23 officers went back to the field

the various thirty is to the at the end of this year. if you recall in at the end of 2011, 2012 we were able to correct officers going to the 10 hours per day but went to admin we were able to work with the po a then netted 66 alleged officers book to the field for a savings of about 10 and a half million dollars. that was a gesture that the officers made knowing how we were short and we took two officers to fill desk jobs instead of putting more officers on the street we asked the

officer to work a desk so we have civilian positions before we get to 2018 we'll get to 2117 so this is the chart how many officers were actually outside and pass that when we get to the 1971 we'll have that many more officers walking beats and working in schools and the like >> supervisor avalos. >> it's great to see the civilization plan moderating what are is vice presidents responsibilities. i see we have 23 positions and 23 officers going into the field and is that a one-on-one mandate. the mandate

positions filed if we can make a civilian position that's the case. public safety building there is it, it's coming along if you get a chance to go bye we're going to have a new i am not talking about a neighbor to the south its interesting the warriors on one side but for the frame of reference it's south of lot a the park it's just a block and a half north of the sight of the new warriors stadium. they've done a great jimbo bob job it's been weather tight and their beginning to populate the inside of the building in the

midsummer their completely affirmatively committed they'll have us in the building the first of november that's the time they'll come in on schedule. so i t projects this is the technology advances we've made that have been many over the last 3 years made up in the lack of personnel. i know that the smaurldz one of the role outs was last year we're not going to get the project done puts a smaller in the hands of each officer it has the internet capacity a gesture made by general harris. i don't know if the lapd has it but the cops have been making

great cases and better evidence and make us smaller and keep the cops on the street 40 percent more because they don't have to traffic back and forth to the station it's long overdue. in addition for those folks who are curious about the other benefits it has google language over 80 languages on the phone. additionally talk to text so the officers can complete their work more quickly by saying that and cleaning it up for phenomenon physics. the pedestrian safety is at the top of my list right after keeping violent crime although it is critical we believe to get
