and continue in our initial of nourish small businesses that are our customers >> thank you. mr. madison >> thank you scott. as you can see elliptic cookery is a great educate to the shipyard and we'll glad they'll remain an international part of the future. i want to now get both into the excuse me. acting design. i'll ask my colleague to talk us through the schematic design >> thank you. i'm with the urban.
3:01 am
madam chair nice to be here we're happy to be here the kitchen will be the first building erected in phase two that's a milestone right there with many more to follow soon thereafter. as mr. madison outlined we're fascinated by the business we saw the trucks coming and going we brought out our tape measures and there was a beehive of activity if you ever get a chance to get a tour ever that place before it's torn down it's a constant activity every inch is being used by several businesses. we view that as certainly a major positive asset for your
3:02 am
flej new neighborhood so getting into the design i'll be brief i'll turn this over to the architect ralph. we tried to do and achieved to replicate their space but what we think we've done successfully is design the space that's much more efficient and usable and create a pleasureable and workable productive with that, for all the frying and backing and everything else. so on top of that we think we'll hook them up to the sewer and other kinds of 21st century infrastructure so that alone skrot is excited about. regarding the building design we're looking at functionality
3:03 am
this will be used pretty much the way it is now so we focused on how will the businesses there work together and work in their independent spaces and work well with each other and have a circulation of loading of trucks coming and going and how that will work. we spent a lot of time looking at the inside of the building but looking at the parking and loading and ultimately an importantly how the kitchen operation as a culinary artist complimenting their activity with the other artists next door and building one in the future to space we want to make sure those two disparities work well together as they kind of do now but it's going to get for dense when the new artist building
3:04 am
comes on the scene we want to make sure that the parking is handled sufficiently. so what i'd like to do is for the specific description of what we've designed i'm going to turn it over to ralph to describe the design >> good afternoon. i'm ralph. i haven't got any formal comments but i'll give you an overview of how we approached the law outs. the site is very constrained open the north side with the typography. the design needed to fit in with the future market plan it is an
3:05 am
l shaped building lay out. the other aspect of the design is the environment next to the building is building one 01 that as a horizontal siding we've incorporated into our design. our main body color matches building one 01 and i was there this morning and it didn't quite so in the next presentation we'll tell you have a soft paint to match that. and then the layout of the building is preliminary the bigger leg of the l is where the two-story sort of stacked kitchen will be and off to the west side is where the storage side of the building will be so for that - okay. thanks
3:06 am
>> so prominently on the east side of the this is where the delivery will take place and the site lay out the trucks have a place to park and back up into a loading area and have access to the stairs. also, because there's so many different uses in the building we've created quite a few of the access points but through several doors around the building. and then i'd like to say that our consultant east bay has been working with the cookery they've laid out the kitchen to make sure it fits and the equipment fits and the focus on reusing as much of the equipment as possible. >> thank you.
3:07 am
>> thank you. >> to wrap up our part of the presentation. so our infrastructure team is prepping the plans right now to submit to ocii to provide the infrastructure that will serve the kitchen and eventually serve the larger parcel b. their schedule is to begin that work i think late summer so we can be in a position to start the construction of the kitchen itself in the fall. and have it open for the elliptic cookery in february. thank you >> thanks jack. occ i has reviewed the kitchen
3:08 am
in accordance with the review guidelines that includes the phase two design for development guidelines and the document approval procedures and it has this schematic design has been in collaboration with the development this includes the building height and parking requirements and the building is in compliance with the phase two secondary use. the d da outlines the essential project starting with the major phase following by a document and the schematic documents. and usually the passage is concluded by the conveying plan
3:09 am
the order of filing major fees and police stations can be adjusted to effect the timing and clarifying of the social benefits like the affordable housing sites and off-street parking improvements and the development and housing assistance and parks. because of the significant delays in the parcels len arrest has not insinuated the parcel design that was anticipated to be the first part of phase two to be developed as you recall from your january meeting the phasing was changed to accelerate it because the parcels won't be available for some time. according to the updated performance it maybe submitted and june 30th next summer. but at the same time, we want to make sure that everything is
3:10 am
ready to go so therefore the schematic design has been separated from the today's application it is purely a schematic design and the phase will be provided for a full review at a later time. mr. roberts went through the design a few issues need to be resolved like the design development phase. usually recommended to approve the disobedience with a few xauflz. we want to make sure that the agency staff reviews the colors and we want to receive additional samples in the future
3:11 am
fees like the construction document phase. and that's quite typical. we've also put in a few conditions of approval around building safety we want to make sure that the lighting of the building and to make sure that it has pedestrian safety around the building so we'll be working with len arrest for improvements and part of the phase two development there will be a system that all buildings can tie into. because this building is a community benefit the focus has been placed on stakeholder engagement with shipyard artists at public meetings but also a
3:12 am
nonprofit organization that represents the artist from star today. we presented this schematic design to cac but we want to insure with the new building will meet all the kitchen needs. all the designs apply and the developer has made good faith efforts you, however, there are firms two few available the professional participation is look at loefrn other projects. they're committed to maximize the on-site work around the construction of the building and the infrastructure and you have job estimates in our passage. the kitchen is a small portion
3:13 am
of the scope and there will be additional opportunities available for bigger artists to replace the building. following today's commissioner meeting you'll hear about the locations in the future in a may meeting we'll be talking about the replacement building. at that meeting we'll provide for information about the communication process. we have a document that needs to be approved before their distributed to the tenant and because we anticipate that elliptic notice that will be presented in a couple of months in advance of that in september. if everything goes as planned they'll move into their new facility next february and thank you very much.
3:14 am
>> do we have public comment. >> i have 13. >> thank you very much for time i'd like to reduce the public comment to this item to 2 minutes or 3. >> thank you very much. >> members of the public please come to the podium in this order michelle and please state your name for the record when you come to the podium. >> that's michelle st. john. >> i'm probability e lyrics oldest part time tenant i come to elliptic second renter thirty years ago that have i've been in this business for thirty years but left elliptic 3 times and

3:21 am
this will be a very good thing. you know the arts center will note food service and we'll work out a training program we see it as a positive for the development of the arts at the shipyard all around. we would like to see the arts expand beyond the center and that's in the future with more arts related building out in particle c. it's part of a boarder vision of preserving all the arts for san francisco. we think of it as a potential arts preserve concept we have nature preserves by building this for the elliptic cookery is
