into the property and leverage 31 million dollars either private investment or state funding, rca which opened yesterday, costs, 51 million dollars to build, but, every dollar, again, this is the city invested came with a $4 match. i also wanted to use this opportunity to highlight the fact that zero local dollars are spent on workforce or education activitis for homeless individuals and feel that 30 percent of the tenants could go back to work if there was adequate funding in the job training programs and harvey rose that zero dollars go to that and i hope that we use the opportunity to reinforce the workforce service and supportive housing. >> thank you. >> hello, my name is johnson and i have been homeless, and i homeless for about 20 years and i have been housed to 14 years,

and 11 years in sro and three years in studio. we need more housing and more beds and, we need to think dramatically different about homelessness and we need to study a program called job corp it has, you could, actually live on the sight of the two years, and they have job training on the site, and you could become a mechanic and you could be worked and this is just a full functional thing that works from anywhere to two to three years and you graduate and you have a good job and you end up being able to afford a good place to live and so we need to go to la, los angeles, san francisco, arizona, and study the job corp program in the how they are hooked up and i think that we can come back to a place like treasure island

and set something like that up for just a two year period of time and now shs once the money and all of that stuff is on, i don't know, i could do the research and come back with that and i think that we need to start looking at dramatically different things and thank you, and have a good day. >> thank you very much. >> next speaker. >> good afternoon, supervisors, don faulk the executive director of the tender loin corporation, 700 are set aside for the formally homeless people and i am pleased to say that i hope that they will approve, and which will include another 40 units for homeless individuals and family and there is a growing understanding that it is clearly understood that there is savings from supportive housing and a growing understanding that housing is healthcare and that is a part of a bigger movement sweeping the country understanding of the social determ nants of health and as she pointed out

most of the capitol to build the housing is not local and the real issue with that capitol is that a dollar spent on supportive housing is a dollar not available for other supportive, or for other affordable housing. and we really, our issue, the most important issue in my opinion, is the supply of affordable housing including supportive housing what we want and need to do is not a one time fix, but build a system that over the next 2 on years will simply produce more affordable housing including, supportive housing as a matter of routine of how we operate. and san francisco, is the envy of cities across the country, for our sophistication, and we super a housing office in the health department, we have been doing that for 15 years and most cities have not begun to do that and we are sophisticated and forward thinking. >> thank you. >> next speaker, please? >> hi, i'm cathy, i am the director of the shellers for

the community services and managed next door, sanctuary, shelter in interfaith and we manage, 534 beds and what i want to is that the services are part of the hespa and the homeless j, provider association and i ask the board of supervisor to look at this proposal closely and it is based on all or most all of the homeless service providers in the city and it is based on knowledge, and experience, and years of working with homeless folks. and should be considered seriously, and the other thing that i would like to say is that we with the 534 beds, we are committed to staying open, 24 hours a day, and with dufty is that what we are seeing is increased medical issues among our homeless as they age and definitely looking towards a department of public health and hsa and looking at the issues of folks that can't self-care and have serious medical issues and that we are having a

attention, jonathan gainer i want to open up by pointing out the multimillion-dollar programs that are provided for multibillion-dollar corporations such as twitter. okay? and this money that has been allowed and big tax breaks for these big corporations which ends up displacing people who are residents in the city and county of san francisco is a violational of the constitutional law pertaining to the 14th amendment and due process and equal protection under the law on the grounds that you are giving big multidollar tax breaks for a certain high end back of the people whereas the people who are in the low income brackets are not receiving this type of benefit, and treatment. so, therefore, i recommend that you conduct with the city attorney to coordinate what i

am talking about because, this violation of constitutional rights and due process is further compounded by this ellis act, where numerous, people are being wrongfully evicted or evicted because of this ellis act and as a result, put out on the street. and now that act, is further compounded because these tenants who are evicted based on this other fact are moved ahead of the people who are on housing lists and pertaining to the affordable housing, and which is another violation of due process and equal protection under the law of both state and federal law, of due process. so, that needs to be looked at and addressed and i will need to have you talk to the city attorney about that. because the situation about the high income back of people that might enjoy it by lower income

people. >> next speaker, please. >> good afternoon, board of supervisors my name is adam gabrel i will keep this very brief, everybody here we have all understand about things that cost money and as we mentioned the facility is not spread out to us in the parts of the city and thes very important and the property on third street and a million plus and could be used to build components, and shoe box unit types, structures that are 300 square feet or less for people like myself, i live in a van, the van is filthy and i have no access to hygiene and the scenario of 2:00 1k3 3:00 in the morning and i would be in a world of trouble, revisit the concept of the shoe box unit and that is discussed by the mayor and weiner who is from new jersey and spoke to him about it and we need the shoe box unit and but not at a market rate it is going to

fail, just like you... and con way i met personally, and i can go so on and i am getting no money from any of them and we cannot listen to and there is bigotry against my graphic we don't want to be useful, and i don't want to depend on the offices and $183 on food stamp, i was extremist by this government and all of my designations were taken away, i stand with the general and yet being an extremist, i love everything and i am living in this van and we need the shoe box units and access, and others, we need access to the money, we are not listened to as evidenced by the stalling and mr. bundy in the ranch in nevada and the people are fed up with my demographic and we want to earn our money, three years is too long, we can do

the annual salary ordinance for 13/14 and 14/15 and what it did was it added staff in a number of hsa programs, and the staffing was fully funded in the current fiscal year and in the next fiscal year, the item was continued to give the agency, and the budget and legislative analyst a chance to work together, and we have done that and we are now in agreement with regard to the filling of new positions or the funding of the new, or the adding of new positions. so, >> okay, thank you very much. >> commissioner, let's go to your report. >> chairman and members of the committee, based on my testimony, and i will just get right to the recommendations, and which are on page 19 and let me make one clarification. regarding our recommendations,

number 1, although, the hire date will still be june first and in fact mr. chairman you suggested that and we totally controlled with you on that and changed from the department that requested april first and may first and now june first, in order to code the positions in the 2013, 14, in the city's payroll system the date needs to be june first, it is a technical matter where the date should be may first and so we are now, recommending back to that may first, date. >> and okay. >> to comply with the city's system. and the other recommendation, and the recommendation number 2, and amendment proposed saldy ordinance to reduce the total number of asa positions by 15, from 68 to 53. and as you will recall, we had recommended a reduction of 22. and we are now, making a

commission's third amendment to lease no. l-15169 with autodesk, inc., a delaware corporation, for the lease of unimproved shed space at pier 9 in the northern waterfront with a 111 month term, to commence upon board approval. >> okay, thank you very much, supervisors. >> good afternoon, jeffrey ballum the port's leasing manager and seeking your approval for the item as read by the secretary, it is an amendment to an existing lease, and it adds 3400 square feet of currently unimproved shed space that is currently used for parking, and will invest no more than $2 million to develop their robotics research lab, pier nine, and they have, and this will bring them up to 30,000 square feet and they are doing 3 d printing, and software development, and currently, employing about 120 persons at pier nine, and the

amendment is co-terming with the existing lease and it runs for about 104 months. and there is a construction period where no rent is charged for a period of 180 days, and the amendment does provide the credit of 400,000 which is ammortized throughout the lease in a straight line formula and i am happy to answer any questions that you may have. >> thank you, colleagues any questions? >> okay, mr. rose, could we go to your report on item four. >> yes, mr. chairman, members of the committee on page 18 of our report, and we point out that it is shown in table two and table two on page 19, and under the terms of the proposal the original, to the original lease, auto desk is required to improve the subject 3400 square feet by an estimated 2,405,000, and inincludes the building shelf that is offset by the credits of up to $400,000, on

page 19, we report that after adjusting for the month of the rental credit, the port anticipates receiving net revenue of 109 sf, 898, as shown in table three and then it is on page 19 of our report. >> and, we note on page 20, of the top of page 20, the city administrative code section 2.6-1, space with leasing the city owned property must be awarded through the process unless they find that the bidding procedures are impractical or impossible, however they award the original lease to auto desk without submitting legislation to the board of supervisors to exempt the lease from the requirements and the administrative code. and so our recommendations on the bottom of page 20 are that we recommend that the third resolution and we state that the board of supervisors finds that a competitive process for the 3400 square feet, and unimproved, shed space under

that scene, the public defender's office proposed to create a checklist system that will insure competent representation and reduction of errors not only locally but create a system that is nationally applicable and applicable throughout california and we attempt to do that over the next period of three years. and if you have any questions, i am happy to answer them, and our goal will be to conduct research and identify focus areas, collaborate with, attorneys, and identify, risk areas, and implement these checklists in a neighboring county and then, have disseminate these checklists throughout the nation and we are partnering with the center for court innovation. and there are research partner who will provide an evaluation regarding the effectiveness of what we have produced and
