process and equal protection under the law on the grounds that you are giving big multidollar tax breaks for a certain high end back of the people whereas the people who are in the low income brackets are not receiving this type of benefit, and treatment. so, therefore, i recommend that you conduct with the city attorney to coordinate what i am talking about because, this violation of constitutional rights and due process is further compounded by this ellis act, where numerous, people are being wrongfully evicted or evicted because of this ellis act and as a result, put out on the street. and now that act, is further compounded because these tenants who are evicted based on this other fact are moved ahead of the people who are on housing lists and pertaining to the affordable housing, and

like myself, i live in a van, the van is filthy and i have no access to hygiene and the scenario of 2:00 1k3 3:00 in the morning and i would be in a world of trouble, revisit the concept of the shoe box unit and that is discussed by the mayor and weiner who is from new jersey and spoke to him about it and we need the shoe box unit and but not at a market rate it is going to fail, just like you... and con way i met personally, and i can go so on and i am getting no money from any of them and we cannot listen to and there is bigotry against my graphic we don't want to be useful, and i don't want to depend on the offices and $183 on food stamp, i was extremist by this government and all of my designations were taken away, i stand with the general and yet

before and it was continued and maybe you could just talk about, your discussions with the budget analyst in between and behind of, and you have reached a middle ground? >> that is right. supervisors i'm dan caplan human services agency deputy director for finance and administration and this item as you mentioned is a continuation of an item that was before you last week and an amendment to the annual salary ordinance for 13/14 and 14/15 and what it did was it added staff in a number of hsa programs, and the staffing was fully funded in the current fiscal year and in the next fiscal year, the item was continued to give the agency, and the budget and legislative analyst a chance to work together, and we have done that and we are now in agreement with regard to the filling of new positions or the

funding of the new, or the adding of new positions. so, >> okay, thank you very much. >> commissioner, let's go to your report. >> chairman and members of the committee, based on my testimony, and i will just get right to the recommendations, and which are on page 19 and let me make one clarification. regarding our recommendations, number 1, although, the hire date will still be june first and in fact mr. chairman you suggested that and we totally controlled with you on that and changed from the department that requested april first and may first and now june first, in order to code the positions in the 2013, 14, in the city's payroll system the date needs to be june first, it is a technical matter where the date should be may first and so we

that is currently used for parking, and will invest no more than $2 million to develop their robotics research lab, pier nine, and they have, and this will bring them up to 30,000 square feet and they are doing 3 d printing, and software development, and currently, employing about 120 persons at pier nine, and the amendment is co-terming with the existing lease and it runs for about 104 months. and there is a construction period where no rent is charged for a period of 180 days, and the amendment does provide the credit of 400,000 which is ammortized throughout the lease in a straight line formula and i am happy to answer any questions that you may have. >> thank you, colleagues any questions? >> okay, mr. rose, could we go to your report on item four. >> yes, mr. chairman, members of the committee on page 18 of our report, and we point out

that it is shown in table two and table two on page 19, and under the terms of the proposal the original, to the original lease, auto desk is required to improve the subject 3400 square feet by an estimated 2,405,000, and inincludes the building shelf that is offset by the credits of up to $400,000, on page 19, we report that after adjusting for the month of the rental credit, the port anticipates receiving net revenue of 109 sf, 898, as shown in table three and then it is on page 19 of our report. >> and, we note on page 20, of the top of page 20, the city administrative code section 2.6-1, space with leasing the city owned property must be awarded through the process unless they find that the

bidding procedures are impractical or impossible, however they award the original lease to auto desk without submitting legislation to the board of supervisors to exempt the lease from the requirements and the administrative code. and so our recommendations on the bottom of page 20 are that we recommend that the third resolution and we state that the board of supervisors finds that a competitive process for the 3400 square feet, and unimproved, shed space under the proposed third amendment is impractical and recommend that with the state of determination is january, 15, 2023 and approve the resolution as amended. >> thank you very much. >> any questions for our budget analyst? >> okay. with that we will move on to public comment, anybody wish to comment on item four? seeing none, public comment is closed. >> could we have a motion to accept the budget analyst recommendations? >> we will take those without objection and the underlying item as amended, without objection as well. >> yes. >> madam clerk?

a recipient of the bureau of justice's assistance encure anling innovation, for the federal grant, and it is in keeping with the department of justice's strategic plan of improving the quality of indegent defense in the nation and assuring the administration of yus and reducing unnecessary confinement and keeping with that scene, the public defender's office proposed to create a checklist system that will insure competent representation and reduction of errors not only locally but create a system that is nationally applicable and applicable throughout california and we attempt to do that over the next period of three years. and if you have any questions, i am happy to answer them, and our goal will be to conduct research and identify focus areas, collaborate with, attorneys, and identify, risk

oh, my! food inspired by the mediterranean and middle east with a twist so unique you can only find it in one place in san francisco. we're at the 55th annual armenian festival and bizarre. this is extra special not only because i happen to be armenian, but there is so much delicious food here. and i can't wait to share it with all of you. let's go. armenia, culture and cusine has had much cultural exchanges with its neighbors. today armenian food infuses he flavor from the mediterranean, middle east, and eastern europe. >> this is our 55th year and in san francisco we're the largest armenian food festival and widely recognized as one of the best food festivals in the area. we have vendors that come up from fresno, from los angeles showing off their craft. we really feel like we have something for everyone in the neighborhood and that's really what it is, is drawing people to see a little bit of our culture and experience what we experience weekend in and weekend out.

>> we are behind the scenes now watching the chef at work preparing some delicious armenian kabob. this is a staple in armenian cooking, is that right? >> absolutely, since the beginning of time. our soldiers used to skewer it on the swords. we have a combination of beef and lam and parsley. and every september over 2000 pounds of meat being cooked in three days. >> after all that savory protein, i was ready to check out the fresh veggie options. >> this is armenian cheat sheet. it's tomatos and mint and olive oil. that makes summer food. and what i'm doing is i'm putting some nutmeg. it is kind of like cream cheese. in armenia when they offer you food, you have to eat it. they would welcome you and food

is very important for them. >> in every armenian community we feel like we're a "smallville"age and they come together to put on something like this. what i find really interesting about san francisco is the blends of armenia that come together. once they are here, the way people work together at any age, including our grandmothers, our grandfathers, skewering the meat, it's fun to see. fun to see everybody get together. >> we call it subarek. it's a cheese turn over if you want. we make the dough from scratch. we boil it like you do for la san i can't. >> the amount of love and karin fused in these foods is tremendous. they come in every day to prepare, cook and bake bread, all in preparation for this big festival. >> nobody says no. when you come them, they have to come tomorrow for the feast. >> what a treat it is to taste a delicious recipe, all made from scratch and passed down through generations.

it really makes you appreciate the little things. >> it's one of the best festivals. it's outstanding, a marvelous occasion. >> we're outside checking some of the food to go options. i grabbed myself a ka bob sandwich, all kinds of herbs and spices. i'm going to taste this. looking fantastic. one of the best i've had in a long time. you know it's delicious b i have just enough room for dessert, my favorite part. we're behind the scenes right now watching how all the pastries get made. and we've got a whole array of pastries here. honey and nuts and cinnamon, all kinds of great ingredients. this is amazing. here's another yummy pastry made with filo dough. oh, my god. really sweet and similar, it's

lighter. this is what i like. we have a lovely row here. looks like a very delicious and exciting surprise. i'm going to bite into it. here we go. um. this is great with armenian coffee. now we're making some incredible armenian coffee. >> we buy our coffee, they have the best coffee. they come from armenia, specially made. and would you like to try it? >> i would like to try. >> would you like sugar or no sugar? >> no sugar today. i'm so excited. really earthy. you can really taste the grain. i think that's what makes it so special. really comes out. i hope you try it.
