on a number of issues be the training of officers especially in crisis intervention making sure the police officers who have crisis get the health care that's been critical that responses is critical to lower the use of force with people who are having mental break downs and she has a strong voice in making sure there's accountability and a push for training in the department. i work with her on especially human rights and language access she's worked strongly to make sure that the department has the greatest language access as possible and that's placed a strong roll in san francisco. she's also worked on helping to

eliminate the backlogged on the filings bringing things down to about that 40 cases. that's something that is sixth and plays a strong role for the public that is seeking to have accountability and a push for greater community relationships. between the police and the community to have age impact. it's rare that someone who has work to do will remain as an incumbent she's got much business to do and i hope i'll move to support her nomination and we'll be stronger as a community because she brings

together the police efforts in san francisco >> supervisor tang. >> thank you president chiu. at our rules committee we concerned the appoint it was our duty to appoint a member it was difficult i want to thank you president chiu and for her service as well. we are as the rules committee we're actually very lucky to have strong candidates it's good for the community there are people with expertise, however, because of victor's sensitive civil rights justice i want the board to consider a motion to promote him to the police

commission. it conducted disciplinarian actions and i believe victor is the best candidate. we've heard about the extensive advocate for a champion for civil rights and on top of he has experienced the justice system as a attorney and the prosecution and defensive is an asset is and the and through the cases of the public defender he was on the shooting team investigating the police procedures and you criminal liberate and he's fought and has a record for the defendants and

the plaintiff. this is the debt of knowledge and fairness to the position he will bring. i want to thank people who came to provide public comment during the rules committee. i was expressed about their commitment to protecting the community and his ability to work with all types of community. during my time on the board battling human trafficking is been addressed. this is a model program for the country. his expertise has helped with the are foreign consults and worked with the asian women's shelter and this is for human

trafficking. he has prosecuted cases on folks and been an advocate for all community. he brings together coalitions he started the minority bar commission and started the equal justice society and served on the california state bar. in addition to his professional work and community service victor has mentored many and that's the personal accounts from his ment tests they have become excellent so again, i want to thank you for the opportunity to thank the police commission everyone has acknowledged your incredible work ethic and she's set the bar

high. and through her regular work has been excellent. however, a candidate like victor we can't ignore the expertise and competed he's shown and the positive impact he's made on the community and sit back and do nothing we will be lucky to have him. victor previously applied to serve on the police commission in 2004 and in rules committee when there's more applicant we've encouraged applicant to reapply i want to give victor the opportunity to serve on the commission. with that, colleagues i'd like to request and make a motion and after consideration to appoint mr. wong to the police commission >> supervisor tang is making a

motion to have victor's name on the vote. >> supervisor mar. thank you >> thank you president chiu i'd like to speak again that motion i don't feel that voting against the motion is i know directly of his incredible work i hope i've mentioned this to the mayor's office with the vacancy to fill carole king's seat that's a strong consideration but i'll speak in favor of angela's record i've known her for years not only in the chinese

americans work but i speak in the rules committees support for angela chang. i feel her voice on the police commission is needed more than ever she's a hardworking person and we need that on the police commission. we reappointed dr. jill marshall and angela deserves to be reappointed because of her record and strong commitment to transparence socy and responderness to all people who come before the police commission. i want to acknowledge that issues like this can put the different part of the chinese and that community together there was not a division within the community and by continuing

to support victor our community can be united in promoting strong women of color and victor as well. i want to say that our public defender mentioned that angela is providing a key voice for the under served and underrepresented voices on the police commission and by not reappointing her we lose the strong voice along with others. i want to say many women's groups are asking for strong representation for gender imbalances in power and i think angela understands that the power on a police commission or within the police and justice system within the city and to lose sentence of women's voices

in power will be a great loss to the police commission and city as well. the asian caucus dinner they worked with the gay organizing relationship there is so much receptor for angela to helping to mobiles the coalitions of people to give voices to the young people that stand up for their rights we can't have a better police commissioners than angela chang i ask for a recommendation of reappointing her for another 4 years

(clapping.) i want to remind members in the chamber you know, we have a board rule it probable causes responses. supervisor mar >> thank you. >> supervisor campos thank you, mr. president. you know, first of all, i want to say we're lucky to have two outstanding candidates and when faced with this precinct it's not easy to know the right approach. but i believe that when you have an issue of whether or not someone should be reappointed the focus is on whether or not that individual has done the job that he or she has been assigned to do and if the roles were

different and we were talking about the reappointment of victor i want want to know has that individual has done the work. in this case of angela chang having worked closely with the police commission and police department you're not going to find a harder working police commissioner or someone that takes time to reach out to diverse communities and make sure that people from every community that have a voice and so for me, the question in this matter is simply has angela chang done the work you expect of a san francisco police commission that's the ultimate question.

my beef is that every measure angela chang has done that. that's not to took anything away from victor wong. if the roles were referred i would ask that same question. it's also important supervisor mar's mentioned this i was especially impacted by the communications i've received from various women's groups about the importance of having women in those positions and especially a woman of color. so i will be voting against the motion not because i have anything against the candidate the other candidate should be on the police commission to the extent the mayor can fulfill that maybe both on the police commission but i believe we should reward good work and when

someone has done everything asked of that you should honor that and revote them in >> supervisor yee thank you president chiu. >> as you see from the discussion both candidates are individuals that want to be on the commission are highly quality. we went through this at the rules committee listening to speakers after speaker and looking at all the e-mails and documents there is no doubt in my mind that both victor and angela i'm sorry. thank you. but both of them are well qualified and it's true when i

flrlt what the data is with regards to angela on the commission she was doing her job and when it comes down to look at the qualifications i have to give my lot to the person that's been doing the job so i will continue to support angela as the rules committee recommended with positive recommendation and i will be voting against the ocean. >> supervisor kim thank you. >> happy to be here to support supervisor tang nogs motion to amend. victor was one of the first people i met he interviewed me for a position.

asian law caucus was something i was interviewed for and he spoke at a convention i was cerritos. we have different stories but victor immediately as he did with asian-american who embroider to work he introduced me to other asian-americans and he started a group in hi living room many projects came out of his living room like happy hour and victor was well known and that's in his community and countered a leader. he wrote many of us into many

campaigns. so, so. people were scared to speak in this campaign but i know victor who represented an under dog an american who was false skewed of leaking information from china and no one would advocate for mr. lee. but victor 0 took on the case and become his national organizer he never hesitated from doing what was right and pit himself in the fight for justice and never shietd away from controversial issues he was a lawyer but inu unlike many of us he got we had had to organize the community and federal

investigators couldn't sub at that time, his charges and victor won the case he, he filed a case against the federal government and the federal judge apologizes for putting him in solitaire confinement. i sat down with his daughter who left her job to go to law school she wanted to protect other families we all looked up to victor. during this time i met an individual in
