and use the money inappropriately you're going to talk and nothing being done >> that i is there any additional public comment with that supervisor farrell any final comments. >> thank you for putting this through a month ago and the last comment to the dph staff look forward to seeing in make an impact on the city. >> supervisor tang. >> before we take a vote i want to thank the dbi staff for responding to needs as well as the office just to be consistent with my vote initially unfortunately, i won't be able to support this today. we have a sensitive conversation
8:01 pm
the last time but to organizational some of the comments previously my concern is we are so close to the be budget process not to take supplemental victimized on their own specifically the annual listed cost associated with that not to ignore the issue that needs to be addressed in the city with homelessness but today i'll not support this >> thank you supervisor tang we need a motion to move forward supporting this rectify. >> supervisor farrell is making a motion and sending of seconded by supervisor mar. >> supervisor wiener. >> i wanted to thank supervisor farrell so far his work which when this first came up we had challenges around homelessness and mental issues on our streets
8:02 pm
we don't have enough outreach workers and there are different problems in different parts of the city for example, in the castro and market area there are unique issues we don't have nearly enough homeless outreach resources so i hope and expect this will help. and i've been assured that by the author and department i hope i get a node those researches are not for a you couple parts of city but for the whole city and make sure that all our neighborhoods that need the resources have access to them. i will say that one of the challenges that we have around budget is in the general budget the mayor proposes at the end of the may and we have thirty days
8:03 pm
to do the allocation the mayor has a lot of the cards in terms of the significant abilities concerns but we'll do add backs the boards limited where the board has more of the cards in terms of supplemental appropriations so there is an incentive in our budget process when you want to make an expenditure to move the dial to do a supplemental i've not done a supplemental except when we did our mid budget cut. it's been tempting for example, i've asked we double the size of our park patrol that costs 2 point accomplice million dollars. i made the request in the mayor's office we requested in the years past as well and it's
8:04 pm
not happened the mayor has every right in the world to propose what he wants to propose so it becomes tements to do a supplemental the mayor is either signing or vetoing it. so the process in a way is designed do encourage the board if you want to actually make dramatic changes in terms of the changes to do the supplementals. that will be challenging self-we ail start to do supplementals in terms of we believe that the mayor has under fund and we want to fund at a higher level it - i'm sensitive to supervisors concerns but i want
8:05 pm
to express my frustration there are times when we as a board don't have enough leverage in the budget process include some of our real priorities in our bulb but with that said we have an emergency situation on our streets and need more outreach workers so despite those concerns i'll be supporting in item >> supervisor mar. >> i79d to thank supervisor farrell and others for having a humane prove that to the issue of homelessness supervisor farrell and his staff have been studying carefully with the 10 year plan and thank you to ms. martinez from h s a thinking about how we can fund programs that are cost effective to help with the homelessness. this supplemental is critical
8:06 pm
and i appreciate the discussion and dialog in the committee that was led by supervisor farrell. i want to say that other parts of the strategy and hearings that have been moving forward recently, i think it was last week the discussion about the housing and the cost effectiveness of certain projects is eye-opening the money spent on shelters with the longer-term homelessness. the coalition on homelessness where sxhaurlz leadership it gave us a better research but especially to supervisor farrell's leadership as well thank you >> thank you a role call vote.
8:07 pm
>> on that motion supervisor tang. no. supervisor yee. supervisor wiener. supervisor avalos. supervisor breed. supervisor campos. supervisor chiu. supervisor cowen. supervisor farrell. supervisor kim. supervisor mar. there are 10 i's and one no. the motion is passed. and with that colleagues, we still have 4, 3:00 p.m. special orders with the agreements as well as with regards to the 738 mission will be continued and the other two will occur i want to go to our 330 special orders to the asian pacific islander i know we have a lot of folks in

8:10 pm

(clapping.) gainer this is one of the proudest moments to reck you today he was raised in san francisco and grew up between left turn and hunters vail and the mission he's the eldest of the brothers she's joined by her parent and children she credits her parents for inspiring her to be involved in the community her grandmother helped with the dance. she got wrapped up in the street life in the early teens but 15 she got involved with rap the real alternative program and got
8:18 pm
out of the gang life and being mentored by a variety of adults that helped her to get leadership capacities. she moved to care for her grandmother since moving there she's been a resident that effective addresses the turf violations in that community the fact that violence is take place between passion, prejudice and latinos and african-americans from various housing developments over the turf disputes. people told beganer that bringing peace to this dwelling would be impossible but she refused not to listen is he refused to moved. she's now taking her advocacy to
8:19 pm
another level pro bono over the last of months she's working to bring together law enforcement and good times together to work on public safety and the dwellings and bringing much needed programs to the young people and again pro bono free of charge. because of the relationships that beganer has developed a lot of the youth and elderly and the old shop folks sfort support her work the source the problems recognition how much gainer is important the kids can go to garfield park without being shot and those folks who were feeling like they were in prison they can go out past 6:00 p.m. arrest
8:20 pm
the nonprofit leaders tell us it gainer brings people together to better serve the community she's truly a bridge between the city our community organizations and the dwellings and we're grateful for the roll she's placed she's indeed saved lives she's organizing the ferries asian pacific islander non-violence conference on june 3rd through the 13 for the purpose of expiring young people in the asian pacific islander to address violence. this is the first time that a convention about took place for all the workshops and other services will be run by asian pacific islanders themselves (clapping.)
8:21 pm
gainer wants to use this to raise up and expire asian pacific islander i did not know people who survive from the disproportion at violence and incarceration and drop-out rates and rates of suicide she wants to bring them together with positive role models that are doing positive things and gainer there's no better role model than you. so thank you gainer and i want to acknowledge your parents your 3 sisters and you're amazing son austin who is here so with that on behalf of the board of supervisors and on behalf of district 9 not only at the dwellings but thank you gainer for being such an amazing individual
