agenda this evening, with several items including consent calendar and matters we have to deal with at the end of the calendar in closed session and family members here regarding some incidents here in the city, without further adieu, before i start that i should welcome tonight, our newest commissioner, and ask him to stay a few words, victor wong is our newest commissioner and he brings a wealth of experience with reference to criminal justice and social justice, and commissioner wong who lives here in san francisco with his wife and children, started his career early on as a lawyer and assistant public defender in los angeles county where he served for four years and from there he moved on and worked as a civil rights attorney with the asian law caucus here in san francisco and with another civil rights organization, the apsxi, from there, he moved to the san francisco district attorney office where for seven years he served as a prosecutor and so he is kind of a combination of

myself, commissioner loftus and turman and dejesus was a former public defender and a balanced background with significant experience with civil rights in the community and we honored to have commissioner wong join the commission and if you could say a few words about yourself. >> thank you very much, i think that you have pretty much covered my history and i am excited to join this commission and is seems like it is a hard working body, in the first week, i have read over the materials, i have began meeting with community groups and that is who i really hope to represent on this commission, are the voices from the community and so i did spend the day today meeting with the tenant association and a meeting coming up tomorrow with the central utah sro to discuss their concerns and also i spent's part of yes and today and meeting with the family of mr. stephan germ o who was killed this weekend and family

is here and i look forward to working with everyone on this commission and hope that you will represent the voices of community. >> okay. dr. marshall? >> welcome, victor, i had the pleasure of working with him at the district attorney office and i know you to be a very ethical, fair committed person, and so i think that this body will benefit from your years of service and your sense integrity and fairness for everyone and so i am excited to work with you again. >> commissioner dejesus? >> i have to say that i did attend the rules committee where commissioner chan and commissioner wang went in front of the rules committee as stated in the charter and i understand that a decision by the rules committee, the three members there including the chair voted for a commissioner chan and put her name forward to the board which is the way that the charter was set up, and the way that they have it

has worked in the past. and i understand i was disturbed at what was going on at the rules committee and what i was there and i was present and a lot of the discussion was, having a particular commissioner for a particular community and that is not what the charter was set up to do and it was set up to have representation for the entire city and not for a singled out community, and i understand from the board of supervisors unprecedented move in terms of challenging commissioner chan on the floor, and going in the back room and getting 7 votes and not allowing the speakers to speak at that meeting and i am doing what the rules committee was chartered to do. and so i am disturbed by the whole process and i was disturbed by the comments and i have to say, that it was just a very disturbing process and i think that the commissions here need to understand that we represent all of san francisco

and we don't represent a particular segment and i also commissioner kingly has not resigned and she is working in a judicial race and she is no longer on the commission and we will do that when things settle down and i would like to commissioner chan for her four years on the commission and instrumental in the crisis training for the officers and language access were two of the larger projects that she worked on and so on behalf of the commission i want to thank her for her hard work and diligence on those projects. anything further? >> okay, call item number 1, the consent calendar. >> receive and file, action, sfpd/occ document protocol

is there a presenter from the police department, regarding the gift from asiana airlines? commissioners in your packet there is a memorandum from deputy chief smith from the san francisco airport, and the airlines would like to give a commemorative box to the 59 members of the san francisco police department who responded to that horrific accident at the international airport back in july and the gift of gratitude for the officers who put their lives on-line and many of them actually ran on to the aircraft and taking people off of the aircraft even before the firefighters would be able to start their efforts to put out the fire and so we have heroic officers and a lot of officers and actually psa, s and civilians who help to bring the people off of the aircraft and make sure that there was a smooth transition and so it is a gift of gratitude and it is on the consent calendar so we

and we were outraged as family members and community members and as friends, as loved ones, about this development. and outraged and distressed. and we had some questions. we got a few officers, but up until a meeting that we had with the chief, prior to the meeting, we had a lot of questions. some have been answered, but here is a question, that must be answered even after the case and that is how many more need to die in san francisco to get, and not go back to the

apartment because they are scared for their lives. because this man is there. he is still armed because you have no reason to take away his weapon because he is at home, how many more people have to die? does the family have to be scared? that they can go home and this man who killed their brother their loved one is still there? this is the ridiculousness of this situation. i am off my notes now because i heard the answers from the chief, i was surprised yesterday, when this man was released. pending further investigation, my one question today was, what do you need, what more do you need? you are waiting for something to drop out of the sky? what are you going to find out? don't you have enough to charge him? if you have enough to charge him, why don't you have enough to hold him and the chief told me, matter of factly that they felt confident that they had what they needed and they went to the da and the da said go back. the chief said, that they were

going to recanvas and ask more questions and the chief says that they can do all that they can but he thought that they had what it took to make this case. but he said probably, he said i said what are the chances of this guys being tried and there is no statute of limitations but it is slim but it has happened before. i don't know if that is good enough, chief. my family can't go back to their homes. they have lived there on mission street for 18 years, for goodness sakes, here is a man who was held for how many days? 48 hours? and he goes back armed, and he goes back with a history, maybe not a criminal record, but a history of killing my loved one. and that is not a safe situation, in the circumstances of san francisco. >> thank you, i appreciate the time. my relative who is in that building, and... >> sir, your time is up. >> thank you very much. >> i appreciate the time. >> miss brown?

now. he was murdered when he was 17 years old. a baby. my time has stopped. i still live as him being 17 years old. my children have passed his age. i didn't think of that. but my children have passed his age now. my children are out living him. i bring these names, these are the names of the men that shot my son, 30 times with an semiautomatic gun. thomas hannible is still walking the street, moffet the ring lead certify is in jail but not convicted of my son's murder, and all of these men

>> okay. >> first off i want to thank you guys for giving me this opportunity to speak about my brother i'm the younger sister of stephan geramo, he consider him my brother and my second dad since my dad passed awai, he took the responsibility of taking care of my brothers myself and especially my mom financially and emotionally. and i know without him he would not have made it through and my brother was a responsible kind hearted and funny and humble man, but one night, steven got shot by a man who is now released out in the streets armed while my brother is dead. and i know whatever you do will not bring my brother's life back, but that will not stop me and all of my families and his friends of getting justice. and my family has been living there in the building for 18

alive and well. let's talk about some good things again. my heart goes out to you. there is a lot of it, and i keep up with new york as well, and real horror stories in new york involving police, that being said, some good things going on. southern station, they are clean, and i want to thank supervisor jane kim, and the chief and mayor lee for getting that substation and that was a great investment. that captain over there, i was walking around and i was talking to the cops and i heard the voice on the radio and i said that is his captain and he is on the street making an arrest and so i think that we are really heading on the right direction. and the murder rate is great. and the command and got his pants pulled up and the issues and i don't know if there is a solution to that, i know what

new york did, the mayor demanded the cab companies put a device in the car ta slows them down. and slows them down and so it is a device and i don't know we should do that and i don't know how many cabs, and one cab to a young girl and that is a big problem right now and homicide rate, and academy classes are running, correct? and i got it sheriff, and yeah, we got one clyde, the same thing in oakland, oakland is looking good, homicide rate is down. and got a great chief over there he is active but he should be permanent and he is great and i talked to a friend of his. he is a good guy. and i put that is the problem that needed some clean up. and all things that are really looking good. and i walk around all of the time and i was in new york for two weeks and you don't want to know what is going on in new york, and you are the one

chief, and make sure that they are small. and they got more officers, and one police plaza than this department has. and great job, sir, thank you. >> thank you. next speaker? >> good afternoon, good evening. my name is maria and i come before you from as justice for alex, and love for alex neato and i am one of the committee members that we have formed since his murder by sfpd and i just have a few things to show you guys. some of the members and volunteers for the committee have received the occ complaints. and the reports, and i would like to show you, the lack thereof. that the reports are not being completely filled out. and if you look at the bottom

of it, it just says conduct reflecting this credit, and nowhere, there, for the reports from occ. and on our, is and is it being mentioned that the police used too much force in one of the reports. and in another one, this is my own personal complaint, and it just says that i was complaining about accessive use of force. and accessive use of force and it is an understatement and he was murdered by sfpd. and it just says that it does not talk about the discredit and the defamation that the officers were of his character that was being used. and then, the third one actually says does have both of those things quoted and you could see that they are all different reports. and i also want to let the commission, and the chief and occ know that this past sunday, may fourth, there were some sfpd officers that were present

at a cinco de mayo at a high school and as with everybody else, we are everywhere right now. and i would like to inform you guys that sfpd is being very disrespectful. and there were, a group of officers that kept on standing next to our booth, which is fine, we are not against, the policing of the city. and however, we are against that when we are going to the public to speak about what happened to alex, it is a problem to me, when the first thing that comes out of an sfpd officer's mouth is oh, here we going with the alex smith again, that say big problem, because that is very, very disrespectful to his family, that was present, there. and his friends, who overheard this. and just disrespectful and i could not get the badge numbers

am here on behalf of steven garoma friends and it is not just his family fighting for him for his justice and it is also his friends and as you guys could tell, as his cousin said, it is unfair and it is not justice of a country where we supposed to have equal justice, where we have rights, where if someone does someone wrong, we have justice for the victims. and this case we are not seeing that. and you see a picture of steven, and every picture that you see, he is always smiling. you see his picture he does not look like a kid that would harm somebody or that would go around looking for trouble. he was like his sister said, he was a bread winner of the family, and as a friend he was a good, good friend and he would extend his whole arm if he can, to help out a friend.

even if it was a friend that would just need for a week he would know for a week, and we want justice for him and he want justice for his life that he lost, and that we lost a friend, that a family member lost a family member and for a person was able to hold a gun in a house and shoot someone for defense. and defense on the kid that was even shorter than me who is harmless. and it is not fair. and with the weapon in the same building, and what kind of a message do we send out? and that country where it is supposed to be justice. and we are supposed to have justice and we are supposed to be able to walk on the streets of san francisco. and without having to worry of all, there might be somebody in the street with a gun and they have every right to have a gun. why do we have, these laws or why are they ignoring certain

things and someone, might have to get killed again. and maybe, ten people might have to get killed in order to get, everyone's attention, to do something. why not, if something happens once, and let's do something about it right away so that everyone can be safe and everyone in that building can be safe and everyone on the street and any other building can be safe. and we just want justice, and we want everyone to know what kind of a person steven was. and he was not a trouble maker. he helped everybody. and he was a very kind friend. a kind friend and a kind person in general. that supported the giants. that lived in san francisco. and i just hope that justice. >> thank you very much. >> next speaker?
