francisco the national small property owner week we're celebrating our open spaces highlighting their contributions to our economy and neighborhoods and this week is a good reminder to support of the open spaces and shop 0 locally we're supporting our small businesses with our initiative that provides customized assistance to meet the neighborhood and their commercial corridor we're providing grants and technical assistance and loans and tentative improvements to be job creators no our city and streamlining our permitting premises. for the san francisco small property owner week i'm housh a group of businesses that reflect the innovation of our communities. those (calling names) hampton creek foods and

electronic bike super store and the brewery and others. let's celebrate our exemplifies small property owner community and thousands of dedicated individual that work everyday to make the unique san francisco experience for us all and to move people around the city to our neighborhoods we'll need a transportation system it's safe and reliable and affordable i'll be joining supervisor tang for the $5 million transportation bond that will invest in a transportation network and will improve and mooning and improve our bicycle network it's time to create a better san francisco for this generation and certainly for those to come without raising property taxi hope the board that join me in making a transportation system

our city deserves with that, on to today's question and one question supervisor mar >> thank you president chiu and mayor ed lee for coming to the balboa theatre and meeting with the small property owner leaders. mayor ed lee san francisco is now the city with the fastest it growing gap between rich and poor we haven't raised our minimum wage in a decade i was part of a grassroots program that raised minimum wage 10 years ago and san francisco and oakdale has raised their minimum wage and some labor groups want to increase it to $15 an hour i applaud that it is a significant jump to make a difference in

people lives at the same time i'm sensitive to the small property owner who worry about their ability to cover additional salary costs and the impacts at the bottom. can you share what level your consider increasing the winging and how you're going to mitigate the impact on small property owners >> thank you supervisor mar. increasing the minimum wage is one of my priorities no 2014 i know that a few dollars an hour can help and san francisco should lead by example back in 2004 led by labor and big and small property owners and workers rights groups our city fraufd approved the highest wrj to be a progressive leader that values working families when our minimum wage of 8 sdlrz and 50 since in 2004 it was the

highest in the nation and the increase along the pricing index we still have the highest minimum wage at 10 and $0.40 avsh an hour i'm sure you're aware of the minimum wage has not kept pace with the true cost of living in san francisco. i believe that now it is time to address the fact and let's make it easier for the haishgd residents and families to get by it's part of the larger national movement 6 states passed the minimum wage and 25 states are currently working on initiative to raise their minimum wage. there's been a very big push by president obama and the members of congress to raise the federal minimum wage and we're state of to see republicans talking about

this human resources the naturalists i scombraufts it hit one dollar $0.60 an hour that one dollar and 60s will be worthy more. the time for action is now and the place is right here locally. i am long with supervisor kim and others working closely with labor unions and advocates and nonprofit representatives to creativity one measure we can put on the ballot this november. i'm proud we're engaging in minimum wage groups to work together. i want to personally thank the members of our board of supervisors who are participating. a higher minimum wage will have measurable impacts on the bottom line for nonprofits and businesses that's where why we

have to work together. but a higher minimum wage will have measurable impacts on our residents and their ability to afford groceries and muni passes and other essential items. we must take a serious base for ray's minimum wage i'm completely completed this year and hope we can all join together to support one consensus measure. i'm encouraged by the conversations with all the stakeholders including advocates and unions and nonprofits. san francisco needs a minimum wage and will continue thank you. that constructs question times for today thank you mr. mayor. madam clerk, please read

special items item 232 >> was considered by the oversight committee on thursday may 8 and was forwarded to the board it's on ordinance to study the community aggregation program for the electric customers 2, 3, 4 san francisco with the merry run clean energy. >> supervisor avalos thank you president chiu. for 10 years it san francisco has worked to establish a pc a clean power sf. last year actually in august or september of 2012 the board of supervisors gave continual approval to the program and the public utilities commission blocked it's implementation and the clean power sf sometimes

portray it as radical or rick risky but there's a merry run clean energy that's been working it began serving customers in 2010 and in 2013 they stand to include richmond past contra costa county they serve one hundred and thirty customers they over a light green service that's cheaper pan pg&e and a deep green service that offices one hundred percent renewable energy over the pg&e rate. the merry run clean energy has a renewable energy that creates jobs they'll be offering a local number of customers a benefit to

buy one hundred percent locally generated solar power they'll pay a price premium located in for 20 years. it's safe to bet it pg&e dirty power will be more expensive so this product offered by merry run energy will be cost saving. in 2008, san francisco impacted an ambitious plan with emissions limits everyday we hear new reports about the scientific certainty that climate change it real and happening faster than we can imagine, however, san francisco is not active. the strategy states that moving to one hundred percent renewable energy is the best way to reduce

green house gas emissions and the clean power roll out of a thirty wait power program will eliminate 2 point and 50 thousand plus tons of carbon dioxide every why were so clean power contributes to 1 hundred and 35 u 45 metric tons of carbon dioxide so since the public commission failed to pass this san francisco has 31 thousand tons of translates to 86 pound of carbon monoxide. this will help to study the feasibility partnering that them. they're a process for smaller jurisdictions to join them but

have not yet done so for larger cities like san francisco. the don the merry run officer is open to working with us they need is an official request from us. once we pass this ordinance and bring clean energy aboard it will pay from our cca fund it will be up to our board and pg&e to determine if we want to move forward. moving to one hundred percent renewable energy will be helpful the mayor has not moved for resolution with that resolution we can join merry run but no longer afford to do nothing
