alex lowell. i hold the seat no. 4 on the disability organizations. i come to you on my public comment on this section to make some announcements regarding p sac. the acronym for the selected advisory committee. it selected a new chair to carry out the rest of the term for 2014. her name is sonya kauf. she's in south market housing services for seniors. her name is sonya kauf and she's very well engaged in the community. that's my first point to inform you on piece act. the enact is timing on pedestrian safety signals. there was a general bill introduced to the state legislature but it was

not in time to find a legislator to care it. it would change the default time from signals from 3.5 as the default and 2.8 exception to transform it to 2.8 feet per second with 3.5 feet being the exception. we could not find a legislator this year. there is some debate whether it could be a tagalong amendment to the transportation bill or will it wait for 2015. that will be a general improvement for pedestrian safety. for we who have disabilities and age and other increments which slow us down. those are provided by the safety committee. thank you. >> next we have bob plan

hold. >> i'm bob plant hold. i came to publically sg -- suggest for all those listening that the city council handle the lack of accessibility for the #2r7gs -- transportation network company such as sidecar, wings, uber. who knows what else. there is a great deal of neglect here in city hall and state capital about this problem. the california public utilities commission even said, well, they is survey passengers this fall to see if the needs of the disabled are met by current services to see if they consider anything about

tnc. none of these officials thought to ask are their websites accessible? that the fact that you can only get through the service for smartphones and those with no smartphone are denied services. you can hail a cab. those are ignored here at city hall as well as sacramento. there is even instances where there have been people who use a guide dog denied service after asking for a ride. they are biased. no one is taking action against them because it seems the city attorney thinks it c puc service and they are ignoring it all. i'm asking for you to get publicity about the services they do or don't

meet. they are a public accommodation. that is a term and concept that just hasn't occurred to c puc. they don't understand and they don't deal with and they don't respond to that phrase. thank you. >> thank you. moving on to agenda item no. 4. information item. report from cochair supanich. >> thank you >> my apology. is there anymore public comment for item no. 3? my apology. >> hello, my name is keith dennis. councilmembers, i would like to say god bless you and god bless the city and county of san francisco. this

has been a pet peeve of mine long when i worked as a caregiver. i was taking care of people in wheelchairs and people with disabilities. you know, it is really time that we check businesses that do not have door openers. at 1st of was like you have to let these things roll off your back. but then, it deflates you, it makes you feel less of a human when you have to ask someone or look around for some help instead of them having a door, things for people with disabilities. i believe i need to start

putting companies on blast. i hate to do this because i am an all american boy, but the united states post office, the one on gary and steiner, needs a door opener. there is nothing that frustrates me more when i have a package that i need to deliver and there is a line of people there and then i'm embarrassed because somebody has to come open the door for me and i'm dropping all these things out of my hand. so businesses beware that keith dennis will put you on blast. you just need to do what's fair for us, the community and for people with disabilities and make it easy for them to access your

business of service. thank you very much. >> thank you. is there anymore public comments for agenda item 3. that's items not on today's agenda? >> represent the people in the cmdc housing complex. i put together a petition here of people that would like electronic pest controls. i think this should be a necessity. these people are disabled, and you know, we are all just trying to get by. well, i think that the pest control that's there is bad

for the pets as well as the disabled people and senior citizens that are there and i think the electronic sonar devices should have been implemented a long time ago. also, i think there is a lot of uneducated and disabled people that are there and have the ideas in mind to have their own small business or something like that, but they are unable to, they are unable to run a business or anything like that. i mean, of course they can't have a business address at their home. it should be on the contract and the contract has no address and they have shut off all wifi and there is no service

in the room. i think it's abuse and neglect for people that are psychic and hyper sensitive to that sort of thing. i would also like to comment on the new bart trains. i think there should be also some kind of barrier in between the seats. there should be a barrier in between the different seats for people that are hyper sensitive and psychic. there should be in each car a monitor of what's going on because people i have seen on a documentary they can hypnotize an entire train. i think this is up and coming in the future and you should beware of these things. >> thank you. is anybody

available on the bridge line who would like to give public comment at this time? >> yes, thank you. my name is bruce wolf. i apologize for not being able to attend in person today. as i'm recovering from surgery last week. that said i'm still pretty sore. i attended and testified in public comment to you all at your last meeting regarding upcoming appointments to the sunshine ordinance task force. this appointments were being considered yesterday. the topic for you that i testified at was regarding the requirement of a person with a disability to be appointed in order for the task force to meet. this is a high bar at the framers of the bament --

ballot initiative to recognize the importance of the community to be included. that ballot was approved by 80 percent of the voters. i did leave my bed to attend the board of supervisors rules meeting yesterday despite the pains of surgery. the rules committee did not make any appointment of a person with a disability despite there being only one applicant fitting the requirement after a lengthy application period. that person being me. i am well qualified and experienced for this position as i have served on this body previously. my concern this time around is that there were no applicants with disabilities and i feel it is my responsibility to apply so that this very

important body in our city government can continue to operate. i would urge the council here today to send a message and hopefully report to the mayor that the appointment for any applicant with a disability be made immediately. i submitted my application on time and did attend the rules committee despite the distress i'm currently in. i feel it was inappropriate to be overlooked despite my experience and abilities to serve on this committee. i have had an excellent attendance record for previous years i served on it and again, i would appreciate any help that you may be able to provide. thank you.

>> thank you. are there any other comments on the bridge line? okay. we'll proceed to agenda item no. 4. report from cochair supanich. >> good afternoon, i'm going to be pretty brief today. i normally would report on the long-term chair coordinating council, however they didn't meet this month. then i thought i would report on the ihs task force, however i didn't make that meeting this month. to assure you that i have gone to a meeting this month. i went to the housing workgroup coordinating council. i just want to reiterate and pad ourselves on the shoulder that our resolution is having a large impact on the mayor's office on five 5-year plan. you shall be very proud of that. that's it.

>> thank you, cochair supanich. moving forward for agenda item no. 5. information item, report from the director of the mayor's office on disability. >> thank you councilmembers. i'm carla johnson from the mayor's office on disability. i will also keep my report brief today. i was out of the office for the last 2 weeks. i don't have much to report. i do have three items i would like to tell you about. those three items are the budget, an update on the mod office and an announcement about an mod staff. first on the budget, the city is moving forward on its annual budget. the budget gets developed by city departments in march and april. we collaborate with the mayor's office during that

development process and it goes to the board of supervisors in may and june. and what the board of supervisors does is they hold hearings so they can hear from members of the public and learn about our priorities and then they try to meet those priorities as well as their own and make some minor tweaks to the budget as it goes forward. then, in july, the mayor signs the budget and it goes into effect. now, the mayor's office on disability has two budgets. one of them is an operating budget that covers, you know, our office operations and our salaries for staff. but the other budget is the capital budget. the capital budget pays for things that get done at buildings and more importantly it pays for our ada transition plan projects. and in this budget cycle, we requested capital funds to finish the

elevator project at the hospital in building 8090, two clinics at maxine hall and sexually transmitted disease clinic. to build a ramp to the entrance of the youth probation administration building which is next to the youth guidance center. to repair some of the pavement in the civic center plaza and to do some accessibility maintenance renewels at some of our homeless shelters. the mod budget is going to be heard by the pa board of supervisors june 16. th. we have excellent feedback from the capital planning group. while we didn't get support for everything that we asked for, i feel we did get what we needed and we are hoping that the board
