to function and including the planning department and other departments talked about the consistent for the pedestrian safety and the vision zero policy. the department a was represented by john and the supervisors were engaged in the presentation and there were several public speakers the majority supported the decision important a 20 foot witting wide length it was motivated by pedestrian safety concerns it helped to eliminate the issues this was only a hearing no action. the committee tabled did action to the call of the chair. also was mayor ed lee and supervisor cowen's change for the p zone for p districts in order to facilitate the new

implemented immediately that will help to facilitate the retention of affordable unions on the february 20th i've talked about those and the mayors directive through changes that have accelerated the review of new housing permits particularly the affordable housing. specifically today, i have 6 items to focus our attention on part of the update if you turn to the response to the executive derivative in our packet i've broke down it into tasks 13 ♪ the mayors directive i'll go through the ones. if you turn to task one item 2 you'll see it requests a obama buds man for the affordable

project specifically nothing to report but we have definitely had improved cooperation with the fire department harassing as projects coming down the pipeline for the affordable housing and projects where people are trying to remove illegal unit and it ties with the buildings and fire the first step in just much improved agency coordination. moving on to tasking task two of the mayors executive directive talks about the fair amount of confusion it's a dramatic change of course we've pulled together the directors bullet number 5 to clarify the implementation of the executive directive i'll highlight a couple of things it

gets get into the weeds one the document is clarifying we'll require mandate dr with the loss of units and in a building with at least 3 legal units the directive is silent on whether or not the dr is having force or 2 illegal unit with analytically third it makes a difference from a code prospective because from a legal 2 to illegal 3 unit jumps into a fire department review and potential strirj of the entire building after consulting with the mayor's staff it starts with the category of buildings that are considered a permanent building so 3 legal unit plus so if someone is trying to remove a

legal 4th unit it's easier to certify. the second point we've clarified when the illegal units are being when people are seeking to remove a illegal unit in the directive they can feasibly be legalized we're working on a policy to deny legal and at the last hearing the units remain a live ability we're structuring our approach to determine the legalization on the report we counter have in place for residential occasion they're looking things from two lens their analyzed within a given you are talking about and actually, we have our first case filed with the planning

first, the elective subcommittee has met 4 times since february they're looking at the inclusionary housing program the dial program to create for units and as well as potential amendments to the inclusionary housing to encourage more market rate or market rate with the developers. in addition the planning department is leading the groups to shape an ordinance for the city. for the process improvement subcommittee we've met once since february we're given a lot of homework so we've been broke down into smaller groups to address the points since february. but this subcommittee is debating ways to improve the entitlement process the planning department is focusing on

additional changes mentioned and that will have faster a application progressing and lastly the resource committee met once since february and meeting next week they have looking at funding for the middle-income families housing authority is will include tax credits for income and expansion of welfare exemption for the affordable housing projects and the development of the catalyst fund and capital funding for and an down payment for this program. the subcommittees will conclude with recommendations by july and our final recommendation we'll be back before the commissions late summer.
