delegation in san francisco and in addition, we met with the start pro tem office to talk about cap and trade and push for more recreational decision making and with the delegation members we focused on emerging the legislation that will establish form although, the boards roll as the t m a delegated by the board of supervisors and to include that in spectacular part of the protections to insure firewalls between the ta responsibilities. we had support from all quarters and the senator seems interested in helping us with the emerging legislation we're following up with his office it was a successful trip i enjoyed walking the hallways with the
5:05 am
staff. yesterday the assembly installed assembly member tony as the speaker today, she gets to handle the budget from the assembly side as accident mayor is giving his budget it's going on right now i can't give you highlights good or bad we'll be looking changes or embarrassed revenues in the cap and trade arena there's a small modest amount of an increase and what's emerging i'll did you at the end is kind of a strong debate between the legislation and the legislator how to proposition the cap and trade with the fuel distribution in 20015. turning to the bills of
5:06 am
interest. that we've been tracking you'll notice if you flip through here there's a number of bills that we recommend those are the ones introduced for one reason or another failed to move into a second reading so we have 3 bills we're recommending for support on the agenda the first one is a bit 2690 on page 23 of the matrix it reconciles language for the dui section of the penal code a reference to previous convictions and the language that's more up to date is separate so that you can take account for somethings that's going on concurly and we recommend the support to make
5:07 am
the streets safer in san francisco. sb lovingly 83 an interesting measure we're recommending support it been carried on the matrix before as a watch it was - >> what package it this on. >> i'm sorry page 22. and the bill was amended to change the funding source it allows the city and county to explores an up to $6 registration fees to fund the bicycle facilities. the prior version was a tax on bicycles and this is more important palatable and there's emerging technical issues over parks in the cities and counties
5:08 am
we are combanls the funding for the opportunity of enhancing the opportunity for bikes and final intersection 17 on page 22 recommending support in bill will encourage or require the resources agency to develop climate resiliency collaborative with the cities and counties and others entities and produce an ongoing assessment and identification of measures to enhance climate resiliency and threatened areas of the state that's my presentation and to wrap up the cap and trade discussion the two conflicts between the governor has to do where we it will reside at the
5:09 am
state or recreational level and the legislation uniformly is pushing it more locally and regionally a in some cases with the funds provided to make the fund selection. the governor if he's had a change of heart but he opposes anything that put it on that level he wants the state agencies to make the product decisions and secondarily the distribution of the fund. the one major proposal that's out there but hadn't seen the light ofization day in terms of language we've seen the description is by senator performing steven beggar and he has recommended keeping the governors budget whole for 2014-2015 but placing something
5:10 am
in the scheme going on. in his approach he'll treat the regulated industries that are subject to cap and trade the revenues from those industries will fund a number of gvg productions but in 2015 the fuels production or motorists will be paying a higher amount because of the pass through of costs dedicated to transportation looking at several budget and high speed rail will receive a quarter of the money under the steven beggar proposal and rail and transit about half of that fuel distribution network funding and sustainable community will receive another quarter of that funding.
5:11 am
under sustainable community a split going to affordable housing or infrastructure that facilitates affordable housing. so we'll see what the governor comes up with either a new approach or reengaging in support of his own approach. with that, i conclude >> thank you, colleagues any questions or comments. okay madam clerk, do we need. open this up for public comment thrombin seeing none, public comment is closed. madam clerk, roll call >> supervisor chiu. supervisor farrell. supervisor tang. supervisor wiener. absent that item passes >> item 5. >> the proposal for 2014-2015
5:12 am
and amending the program this is an action item. >> good afternoon cynthia this item starts on page 57 in your pathways this guess your second looking at the 2014-2015 annual budget and work plan it was presented last week with a full presentation we would make one presentation change to attachment b an page 73 we're separating the treasure island mobility management agency program since the board of supervisors has recently designated the authority to handle the transportation plan for treasure island we have now separated that from the management go agency program and separated that to show revenues and expenditures on its own revenues to two hundred and 74
5:13 am
thousand as do expenditures. in addition since is last time we presented the last budget the personnel committee amazing recommended the proposed restructuring to go before the board on may 27th. in addition, we're continuing to work on the with the project sponsor with the prop k strategic plan and the prioritization program updates in early summer. the sfmta in particular are preparing significant changes to the proposed california improvement plan and anticipate revenues from the proposed in front of 2014 ballot measures. both those changes will increase the proposed budget amendment but with we'll take those in a

few months after the yuments or when they take it up at the time when we floerl bring the budget before this committee with that, if you have any questions, i'll be happy to answer them >> colleagues, any questions. supervisor tang >> i didn't have a question but appreciate our presentation last time as well and happy to move forward. >> okay. if no further questions we'll open this up for public comment thrombin on item 5 seeing none, public comment is closed. madam clerk, a role >> supervisor chiu. supervisor cowen. absent. supervisor farrell. supervisor tang. supervisor wiener. absent. this item passes >> okay. thank you. madam clerk, call item 6 >> introduction to new items
