delegation in san francisco and in addition, we met with the start pro tem office to talk about cap and trade and push for more recreational decision making and with the delegation members we focused on emerging the legislation that will establish form although, the boards roll as the t m a delegated by the board of supervisors and to include that in spectacular part of the protections to insure firewalls between the ta responsibilities. we had support from all quarters and the senator seems interested in helping us with the emerging legislation we're following up with his office it was a successful trip i enjoyed walking the hallways with the

staff. yesterday the assembly installed assembly member tony as the speaker today, she gets to handle the budget from the assembly side as accident mayor is giving his budget it's going on right now i can't give you highlights good or bad we'll be looking changes or embarrassed revenues in the cap and trade arena there's a small modest amount of an increase and what's emerging i'll did you at the end is kind of a strong debate between the legislation and the legislator how to proposition the cap and trade with the fuel distribution in 20015. turning to the bills of

interest. that we've been tracking you'll notice if you flip through here there's a number of bills that we recommend those are the ones introduced for one reason or another failed to move into a second reading so we have 3 bills we're recommending for support on the agenda the first one is a bit 2690 on page 23 of the matrix it reconciles language for the dui section of the penal code a reference to previous convictions and the language that's more up to date is separate so that you can take account for somethings that's going on concurly and we recommend the support to make

state or recreational level and the legislation uniformly is pushing it more locally and regionally a in some cases with the funds provided to make the fund selection. the governor if he's had a change of heart but he opposes anything that put it on that level he wants the state agencies to make the product decisions and secondarily the distribution of the fund. the one major proposal that's out there but hadn't seen the light ofization day in terms of language we've seen the description is by senator performing steven beggar and he has recommended keeping the governors budget whole for 2014-2015 but placing something

in the scheme going on. in his approach he'll treat the regulated industries that are subject to cap and trade the revenues from those industries will fund a number of gvg productions but in 2015 the fuels production or motorists will be paying a higher amount because of the pass through of costs dedicated to transportation looking at several budget and high speed rail will receive a quarter of the money under the steven beggar proposal and rail and transit about half of that fuel distribution network funding and sustainable community will receive another quarter of that funding.
