10:02 am
services through contracted out services. rather than for civil service, and before you today is citation processing, and towing services, and paratransit services, security and shelter, transit services for the mta. >> okay. thank you very much. and to be clear, we can't pass this out today? >> you can pass it out today, you have the public utilities commission next wednesday, however, this item has been agendaized for today, you pass it out today if you wish. >> we have not agendaized this for next week yet. colleagues any preference? i am comfortable to pass it out today unless we want to hold it over to the other departments. good, we will entertain a motion to do so. first open up to public comment. seeing no one left in the chamber. anyone else that wants to

10:08 am
locals corner one of michael's boring it's a small placing place that's exactly what we want locally owned and sustainable feed food and locally grown and modifying frisz the memo so i really don't know what the point is people were turned away but the restaurant was filled the night they came there and they said they only have 20 seats this sets a bad example for san francisco and people are engaging their monies and their efforts into small businesses are terrorized they have 3 establishments one of the other ones is a local market they have
10:09 am
a market you know that will actually do pickup and delivery no parking a couple of blocks away and the 3 place on 24th street which is an even more casual establishment so hopefully, i wanted to note that because there were some people who were trying to defend the vandals. another issue i'm reading a book a good book for those interested in planning it's called dead end and the author s is benjamin ross i can't believe read my writing that's interesting he gloss the whole history of the streetcar endurances like the western part of san francisco or the southern part were made
10:10 am
assessable by the living of the streetcar atsz the urban sprawl and the automobile dependency i have not been to europe but respect to paris and rome not seeing the subsidies you'd reach the country side and come to a town some miles away from the city so hopefully, they'll avoid the problems we have here. i went to an event sponsored by t m g saw commissioner president wu there it was a forum on the role of tech some interesting speakers talking about disrupt innovation basically, the point the firms have been successful because they disrupt the standard operating procedure for
10:11 am
industries not because of the internet but they have the internet that they use as a tool. one thing they pointed out apparently air b and b apparently has or soon has as many rooms under their auspices available to people who wish to use them worldwide as to seal continental the largest hotel in the world so the internet made that possible to be done. >> commissioners, if there's nothing further departments matters announcements. >> our new engineer wanted to
10:12 am
let you think there is the national infrastructure week. >> with that. >> but as the department gets more involved in the larger transportation the sea level issues we're much more engaged in the infrastructure planning than before so i know the week is celebrated by the engineers around the world looking at the best practices being developed to modernize our aging infrastructure so thank you to the department that's all involved we worked closely with the puc and the other agencies we're developing an interest in our cities and keeping up what our anchorage cities. that concludes my report. >> commissioners review of the
10:13 am
board of appeals or preservation there was no preservation hearing. >> good afternoon aaron star at that land use we asked for a candle stick point and hunters point shipyard developments it was requested and supervisor wiener to ask the fire departments to create a sheet on the candle stick point and the development was approved with 20 street widths about the fire department wants 26 widths and the presented explained their rational that is on the safety and the ability of their trucks to function and including the planning department and other departments talked about the consistent for the pedestrian safety and the vision zero
10:14 am
policy. the department a was represented by john and the supervisors were engaged in the presentation and there were several public speakers the majority supported the decision important a 20 foot witting wide length it was motivated by pedestrian safety concerns it helped to eliminate the issues this was only a hearing no action. the committee tabled did action to the call of the chair. also was mayor ed lee and supervisor cowen's change for the p zone for p districts in order to facilitate the new program it was heard by the planning commission and recommended for approval. there was very little discussion as the committee would have lost
10:15 am
a quorum because of the candle stick but they supported the overall program and granted city staff. i know you voted to the board that positive recommendations. at the full board the pdr ordinance you you've heard of was passed on the final reading and other than supervisor mar's reintroduction of the controls we'll hear on may 5th no other new ordinances this week >> thank you commissioner antonini. >> oh, thank you very much for your report. i have a question. on the street widths not having studied this which when is typical around the city for the western edition and neighborhoods that have been
10:16 am
here except for geary >> commissioner, i think in the older be residential neighborhoods of the city the residential streets are typically around 20 the 20 feet that aaron talked about was the 20 feet clear between parked cars and that's typically what the older neighborhoods have and the traffic licks and the sidewalks and the right-of-way. so the city's i fire code that the state code that the city adapted was 20 feet but the fire department is concerned about operationally what happens during an emergency and want 26 foot clear we've been in discussions because our concern is it creates problems or encourages traffic to drive
10:17 am
faster and that's the case that people get into accidents a that's the trade off and the specific instance in front of us is candle stick point and they are the residential portions of that plan we're discussing 0 our goal is to keep those narrower so the fire department is concerned in light of the recent fires to have more maneuvering room a that's the basis of the discussion >> what did you think this is next process in the discussion. >> the question has been the ocii commission wanted a hearing we're meeting next weekend and the week after to talk about this to talk about whether there's a solution to move
10:18 am
candle stick forward that project requires approval of the tentative map the vesting map but tln then the larger what the standard should change. so we're having a series of discussions i don't know the exact outcome of the process but, you know, i mean it's clear we are there's disagreement and we need to work it through with the presented >> commissioner borden. >> so when do i think dollars there's a scheduled hearing. >> the ocii hearing it next week base they have to look at they're responsible for the candle stick point project. we have not john us and i haven't you talked about this but we could look at in early july i guess. what's the taller than what they
10:19 am
want to have this move forward >> well, the developers are interested in starting the construction at the candle stick point but the map identifies the streets boundary and the private parcels so they have to do that before moving forward by the way, they're going anxious. >> i'd like to respectfully remind you this is not an ax agenda. board of appeals report >> no report on was board of appeals item and the text 11 housing production and prestigious of housing stock. >> good morning elizabeth i'm here to provide you with an implementation effort it on the mayors directive on the housing
10:20 am
as well as the mayor's office housing process i have a people if the mayor's office working on the mayor's office working group on defenseless 18 of last year mayor ed lee issued the directive titled housing production and rental stock in that directive the mayor charged the directors to identify the process improvements that will help to fascinate the production of the affordable housing and the rental unit. on february 3rd this year, the department along with 0 dbi issued a joint response and identified changes that could be implemented immediately that will help to facilitate the retention of affordable unions on the february 20th i've talked
10:21 am
about those and the mayors directive through changes that have accelerated the review of new housing permits particularly the affordable housing. specifically today, i have 6 items to focus our attention on part of the update if you turn to the response to the executive derivative in our packet i've broke down it into tasks 13 ♪ the mayors directive i'll go through the ones. if you turn to task one item 2 you'll see it requests a obama buds man for the affordable housing projects. i'm hemisphere to update you previously we thought the hiring would be happening 80 this fall this morning we conducted the last of our interviews so we'll
10:22 am
be moving on that what's critical with the person into the roll they'll be able to tackle many of the items on the list more wholeheartedly and participately the approval process for the affordable housing and item had the creation for the builders to bystander and item 5 the ongoing publication of the affordable housing projects and item 8 concurrent review for the promotions and item 10 for the affordable housing project. moving into on the item 5 task one the training and public information one of the documents that's included that in your packet is dokz directors bullet
10:23 am
to help clarify the completion of this executive driven particularly those that effects the people coming down with the projects there's ann been confusion on how we're implementing this. i'll go into it but we've created the policy. item 7 under task one the housing eir i'm sure you rarely april 24th you certified the 09 housing elements the next is for the board to certify this that's a huge accomplishment and item 10 on the affordable housing project specifically nothing to report but we have definitely had improved cooperation with the fire department harassing as projects coming down the
10:24 am
pipeline for the affordable housing and projects where people are trying to remove illegal unit and it ties with the buildings and fire the first step in just much improved agency coordination. moving on to tasking task two of the mayors executive directive talks about the fair amount of confusion it's a dramatic change of course we've pulled together the directors bullet number 5 to clarify the implementation of the executive directive i'll highlight a couple of things it gets get into the weeds one the document is clarifying we'll require mandate dr with the loss of units and in a building with at least 3 legal units the
10:25 am
directive is silent on whether or not the dr is having force or 2 illegal unit with analytically third it makes a difference from a code prospective because from a legal 2 to illegal 3 unit jumps into a fire department review and potential strirj of the entire building after consulting with the mayor's staff it starts with the category of buildings that are considered a permanent building so 3 legal unit plus so if someone is trying to remove a legal 4th unit it's easier to certify. the second point we've clarified when the illegal units are being when people are seeking to
10:26 am
remove a illegal unit in the directive they can feasibly be legalized we're working on a policy to deny legal and at the last hearing the units remain a live ability we're structuring our approach to determine the legalization on the report we counter have in place for residential occasion they're looking things from two lens their analyzed within a given you are talking about and actually, we have our first case filed with the planning department you'll see that in the next two months. lastly in the directors bullet we're hoping to clarify the point before your accident a few weeks mergers of twel unit
10:27 am
monst monsterable unaffordable and this isn't a reverse even if course but we heard you guys want to continue down the path. the late update on the mrechlgs of the mayors project is task 3 our cooperation with the rent board i want to give you guys we've established a policy whereby the department wants the cost of the rental unit when we receive those our enforcement division is are you aware of them with existing case and we're cooperated with the housing authority for we've had
10:28 am
two nos referred to our office. it concludes the first part of my presentation i want to update the mayors housing group messing wanting to construct thirty thousand homes with property owners and other city staff it was in february and the working group has been broke down into 3 categories to help the meat the housing goals and 2020. the subcommittees is process improvements and the planning department is actively involved in the larger working group and taking a leadership that's the legislation and process groups. just a little blush on the focus first, the elective subcommittee has met 4 times since february they're looking at the inclusionary housing program the
10:29 am
dial program to create for units and as well as potential amendments to the inclusionary housing to encourage more market rate or market rate with the developers. in addition the planning department is leading the groups to shape an ordinance for the city. for the process improvement subcommittee we've met once since february we're given a lot of homework so we've been broke down into smaller groups to address the points since february. but this subcommittee is debating ways to improve the entitlement process the planning department is focusing on additional changes mentioned and that will have faster a application progressing and lastly the resource committee met once since february and
10:30 am
meeting next week they have looking at funding for the middle-income families housing authority is will include tax credits for income and expansion of welfare exemption for the affordable housing projects and the development of the catalyst fund and capital funding for and an down payment for this program. the subcommittees will conclude with recommendations by july and our final recommendation we'll be back before the commissions late summer. that concludes my presentation. if you have any questions, i'll be happy to answer them and again, the mayor's office is here as well >> let's take public comment first is there any public comment
