>> supervisor kim. >> first of all, i want to congratulate everyone for the amount of work and dedication and leadership in district 6 we're looking at doing a filipino and lgbt social culture as part of the plan. one of the changes is not only recognizing the history but making sure we're able to stable likewise residence that make the district what it is i don't know which department to address but that's one of the challenging things i was wondering what other pieces from oewd to make sure we're able to support beyond the historical importance

but the community importance in the district areas >> i can answer that as part of the office of economic workforce development through our investing in neighborhoods actually, the 24th street we're because of the uniqueness of the street and also in wanting to strengthen our businesses we developed a pilot program which we refer to as sf it's a strengthening program. we initiated and 24th street is one of our corridors we basically conduct several times. >> and accepting them into the program we provide individual consultants that come and talk about their business practices and areas of strengthens and weaknesses and provide professional guidance and access

to our funds and programs. it's a pretty immense 3 to 6 month program where they sit down in different areas of merchants to accounting depending upon what they need and the focus is taylor it to each individual business >> has this pilot begun. >> yes. >> you how do you target do you make it open to any with his in the corridor i realize it's not a corridor or do you target businesses that enhance the culture district. >> so new businesses will not quality. >> this neighborhood has changed a lot. >> yes. we've targeted some that's been existing for a long time. and based on the businesses many

of those who are stable aren't attracted to the program their fine so that sort selective to the process and small businesses it takes time that's a big i guess one of the requirements that you have the time and it's a partnership so they work in partnership with us that's one thing we ask of the commitment but we're learning a lot from the program so we're going to tweak it >> great. i think that piece is one of the more importance to do what we can to support of the diversity and the vibrancy of the area and i'll make my comments and hand to over to supervisor cowen. i spent two years volunteering and i was not familiar with that part of the city until i spent

many evenings there. i don't want to say stun me but the rapid change and certainly south of market as well it's one of the changes how do we know designate and recognize the history of the community south of market and continue to have the presence existing through our small businesses and, of course, through our residents that's the challenge i hope we can do what we we can i'm happy to see this moderate and i hope we can support the neighborhood particularly the ones owned by our latino residents that's part of what makes the district live on >> supervisor cowen. >> thank you. good afternoon, everyone first want to give my commits to you

supervisor campos this is beautiful in san francisco, you know, i'm a native san franciscan spent times in the san francisco districts shopping and i think the latino culture district is a phenomenal idea thank you to the planning department to the organizers who made this possible and want to do let you know that many conversations are happening to begin to mirror what you're doing in the mission i had a meeting with the african-american they've expressed on interest in establishing a potential culture or social district to preserve

corridor really appreciate the board of supervisors taking the time to make this happen. i've worked in the neighborhood for over thirty years i've done financial management for a multiple of arts organizations during that time and arts for my prospective has made a huge difference throughout the city particularly in the mission it's been known for 50 years of contributing to the viable and professionalism arts in the landscape of the city. we feel the arts is part of the healing process in the 80s it was drugs and gapgz and the continued now the arts city plays an important role in the

gent indication process so this means a tremendous amount to the community. as supervisor kim mentioned funding to support of the arts organizations to carry out the work we do and contribute to the neighborhood and thank you very much ms. oliver. >> supervisor campos thank you for this and supervisors for you support we won't drive a stake into it i have a small business in this latino culture crossroad that's a white owned business by 75 percent of the employees come from a half a mile i'm also known as known as the sheriff of the firm and we're recognized for preserving murals under the

state art preservation act and the visible act we've been asked to speak in rome and scotland and all over the united states about the murals their internationally recognized and my office windows overlooks bomby alley and many people go on tours you see little kids on leashes going down there with their schools teachers and people speaking french and bus loads of japanese it's features in all the travel guys this is an international treasure. as a member of the merchant association i'm interested in this culture preserve the areas

dad put me in bryant open it's face p.s. this is a preservation of culture and arts it's incredibly important but this resolution is i think much burn this it builds understanding and empathy for our new resident coming into our neighborhoods to understand why questioning we car so much about our community tech workers say why do you care you can move you've made enough money that's hard to say why but the latino culture district we've put it on displace and it will strengthen the community and resident here and allow us to open our arms to new residents and say i get it i see why you care so much and at the

seen the change it's unbelievable and others community members have seen throughout their time so it couldn't come as a better time supervisors you talk about and folks think about the tradition is it going to be preserved and the identity of the culture going to be preserved as people look at economic opportunities this elevates the experience of the community as well i think will really, really be great as it goes forward to be a special use district. one last thing ann mentioned local 261 has been excited and ann has connected the dots with the latino community and the folks and the locals are excited we had a conversation this week

mission district it will definitely effect the residents in that sector. many of them speak about the culture components and the services provided if this thing were to change more dramatically then they'll lack from the services. on a personal note, i remember when i emigrated from the central america the mission district i'd describe as the corridor the heart 24th street is the heart of the mission district i want to make sure we're leaving a piece of history or legacy for the many families to come they enjoy i know every benefit that's provided in the corridor. i wanted to say thank you very much and i'm here to support and hope the resolution passes

>> thank you. next speaker. >> good afternoon. thank you. my name is christie i saw you last week actually. i'm the artistic director on 24th and mission we've been a movement space since is early 70s first, the third wave and now dance mission that's a organization of color primarily we have one of the largest affordable housing restraining order caribbean arts program and have 4 hundred children in the 94 one one 0 code i've seen first hand the changes in my community and applaud you for pga this resolution. i assume that's what's going to happen and we can all continue to carry on preserving the

mission for being one of the most amazing community in the united states. i have personally learned so much from living in the mission and deceasing dealing with the populations and what you said to supervisor david campos's about the easel donor refugees made in the 80s we were able to merge the lgbt with the slard movement and created a new idea of social justice i got to be part of that those judge's get carried out throughout the country that contribute to the humanity it's about what we have on the corridor and consciousness we've made throughout the last thirty or 40 years from the mission

figure out how we can preserve our culture our heritage and to do so in an inclusive process about to begin through the planning department. i think that it says a lot about the mission what it is and what it will continue to be. it's on a inclusive place for people all over is world come and share this important heritage and i'm very proud of that. i especially want to highlight the culture piece and seeing is culture and arts institutions represented whether the theatre or the dance mission or the culture center for the arts that's the heart of this community. and i'm just really honored to be part of it and i do think that we're going to look back at

this not only at the beginning of something special but other parts of the city. with that, i want to thank you and ask for your support >> supervisor campos and thank you for moving this forward and people in the community that have done a lot of these work to make this a reality. i think in thinking about preservation and historic preservation we do what supervisor campos mentioned sometimes focus a lot on the physicality of the architect and that's important but your architecture we know that's not enough it's about your cultures heritage and, of course, about the people who are in our communities that made our communities great. and all three of those are incredibly important.

we also know that change happens we try to resist change and not always successful and change has police cruiser and minutes. the sign of a really healthy community is a couth that understands change happens and we also in addition to embracing that change need to embrace who we are as a community and not let that be taken away. when our able to balance both the change happens but the community is here that made the community whether the castro or the bayview or chinatown made that great when we achieve the balance we get the success it's achievable this is a great step

forward. so supervisor campos i think this is an amendment you want to offer >> yes. you should have a copy of an amended version of the resolution bay - by the way, thank you, my staff on page one to include quote from san francisco scope an institution in the mission alejondra and an amendment on page 5 that just adds the some clarification about the theatre and it adds the name of a person hernandez

reason a it and working in chinatown and see how the organization next year's have preserved their community and the nonprofits there's a community where people can land and start businesses are vital to all businesses in san francisco. there needs to be effort and when we talk about change happening in a free hand way we're talking about the free market economy there are changes that wipe away positive changes as policymakers we have to prioritize things and one is supporting small businesses because their vital to the economic vitality and hiring in our community and provided futures for san franciscans and that's a twist we can make in

the city and i'm glad the mayor's office of economic workforce development is supporting the businesses pr i think the basis you hear about the cafes are coming up but you losses the identity in the mission so i think we should think about the balance this is a movement for 24th street the caesar chavez there's a a long time commitment to figure out the balance how it works. so i want to add some condominiums to supervisor wiener's comments. i agree and we need to make sure we at city hall are making it possible for the businesses to survive and the small businesses
