building represents the super structure the lower part of this particle on the buildings on the corner they shack quite a bit. >> so for the floors above as shaking that top floor is fog go-go have no more mass and we saw in 1984 more structure destruction where we're ryan white this by adding a steel frame typically you want to brass in both directions and see how strong the building is. >> we've adapted a thirty year implementation program i worry about that was a retrofit requirement this is what we do to mitigate the shom and have's evacuation for the people and our partners.
2:01 pm
i had questions about what kind of professionals are involved in this i want to start to put together a team of people to help me get through this. i'm a structural engineer and i'm thrilled at the quality of the contractors and engineers >> we've taken one civic awesome and put all the vendors in one place. >> you have financing and engineers and contractor and they come here and every we're rebuilding are that the office of the city of administer and the depth thought i environment and other partners. >> all those things one little piece of a resilient piece of -
2:02 pm
>> and i felt more positive about things i thought about how to pay for this. >> we didn't want to have one financing option it didn't work. >> we found information about financing they are different options for different types property owners. >> we've seen them offering financially and a pool of styles for a complicated way of saying they'll be able to pay back their loans over the next two years. >> we have 3 options and secondly, to get a loan for the ryan white and the third
2:03 pm
becoming in the past program participants in that. it is encouraged along coastal easier where we have set time like sand and a high water table to a cause the sand to shake i'm going to get this visitation on the same bridge you'll see the water come to the surface this knocks the foundation over and pushes out the ruptured pipeline >> it is intimidating i'm talking to people as a layman who needs help. >> this is a difficult process
2:04 pm
for people to navigate we're only focused on outreach so we've got the informational and we've spoken to many different owner groups and community groups all across the city. >> outreach is critical for the retrofitting program the city has to get out to the community and help people said what they have to do and do it and raise finances so this program is an advocate and resource for the community. >> so why not skip to the theme. foremost and most to come we've been presenting community meetings and going face to face with community owners and helping people understand what
2:05 pm
to do >> you may be wanting to know about the sf green but this will allow you to have is a loan for the property so if you have the property the loan will be summoned by the new owner and this is pay back for your property taxes and the low rates this is a fantastic option. >> i'm in favor of the program obviously we're going to have a earthquake this is from an investment stewardship. >> after a few minutes with folks even if you don't agree you understand the concept. >> we've talked about being able to do this now we're going to be forced to do this it's a good thing but to pay for it. >> it's not only protecting their property but every dollar
2:06 pm
is for mitigation it truly is protecting our investment overall the city. >> it's the right thing to do. you can look at the soft story building and theirs like the buildings that collapsed in the earthquake and your shufrtdz to see this >> people are getting caught to get this done and if people can find a place in our homes of shelter it will keep people in their homes. >> together we'll work out of getting out of 0 disaster and making the community bringing back to what we love.
2:07 pm
>> as a level of folks we've talked about we make recommendations to make everyone mitigated their soft story problems no other jurisdiction has tried to tackle this ordinance and we're set to have our program complete by 20/20. >> the quality of the people are here because of the leadership. >> it's a great conversation statewide how to do this and i can only stress this enough if we didn't have the community of the san franciscans that are concerned people, you know, talking about our financing is options and our engineering requirement if you altercated all our work it's consensus
2:08 pm
driven to provide options we don't have one path but one relative for people to get there. >> it's been an excellent consumption of the services i think i'm going to need if i go through this yeah, i'm very >> we're here to raise awareness and money and fork for a good accuse. we have this incredible gift

establish form although, the boards roll as the t m a delegated by the board of supervisors and to include that in spectacular part of the protections to insure firewalls between the ta responsibilities. we had support from all quarters and the senator seems interested in helping us with the emerging legislation we're following up with his office it was a successful trip i enjoyed walking the hallways with the staff. yesterday the assembly installed assembly member tony as the speaker today, she gets to handle the budget from the assembly side as accident mayor is giving his budget it's going
2:16 pm
on right now i can't give you highlights good or bad we'll be looking changes or embarrassed revenues in the cap and trade arena there's a small modest amount of an increase and what's emerging i'll did you at the end is kind of a strong debate between the legislation and the legislator how to proposition the cap and trade with the fuel distribution in 20015. turning to the bills of interest. that we've been tracking you'll notice if you flip through here there's a number of bills that we recommend those are the ones introduced for one reason or another failed to move into a
2:17 pm
second reading so we have 3 bills we're recommending for support on the agenda the first one is a bit 2690 on page 23 of the matrix it reconciles language for the dui section of the penal code a reference to previous convictions and the language that's more up to date is separate so that you can take account for somethings that's going on concurly and we recommend the support to make the streets safer in san francisco. sb lovingly 83 an interesting measure we're recommending support it been carried on the matrix before as a watch it was - >> what package it this on.
2:18 pm
>> i'm sorry page 22. and the bill was amended to change the funding source it allows the city and county to explores an up to $6 registration fees to fund the bicycle facilities. the prior version was a tax on bicycles and this is more important palatable and there's emerging technical issues over parks in the cities and counties we are combanls the funding for the opportunity of enhancing the opportunity for bikes and final intersection 17 on page 22 recommending support in bill will encourage or require the

resources agency to develop climate resiliency collaborative with the cities and counties and others entities and produce an ongoing assessment and identification of measures to enhance climate resiliency and threatened areas of the state that's my presentation and to wrap up the cap and trade discussion the two conflicts between the governor has to do where we it will reside at the state or recreational level and the legislation uniformly is pushing it more locally and regionally a in some cases with the funds provided to make the fund selection.
2:20 pm
the governor if he's had a change of heart but he opposes anything that put it on that level he wants the state agencies to make the product decisions and secondarily the distribution of the fund. the one major proposal that's out there but hadn't seen the light ofization day in terms of language we've seen the description is by senator performing steven beggar and he has recommended keeping the governors budget whole for 2014-2015 but placing something in the scheme going on. in his approach he'll treat the regulated industries that are subject to cap and trade the revenues from those industries will fund a number of gvg
2:21 pm
productions but in 2015 the fuels production or motorists will be paying a higher amount because of the pass through of costs dedicated to transportation looking at several budget and high speed rail will receive a quarter of the money under the steven beggar proposal and rail and transit about half of that fuel distribution network funding and sustainable community will receive another quarter of that funding. under sustainable community a split going to affordable housing or infrastructure that facilitates affordable housing. so we'll see what the governor comes up with either a new approach or reengaging in support of his own approach.
2:22 pm
