12:30 am
article from tuesday by the clinton cob and the name of the article is nature problem. and just to remind the plan significant nature resort plan plans to cut aid for the trees for the reason of restoring the forte area from the habitat. the handout is the letter which you might have seen last year, it was writing last year from glen and it is an organization consisting of two neighborhood organizations that invest in the neighborhood and the vote was unanimous they had presentations
12:31 am
from rec and park and i was present. they vote was unanimous they were people who were not present and one or two that didn't have an organization but nothing voted begins it. it has a lot of reasons why the central concept was opposed to the problem as a whole. you probably heard that the mri lemon park improvement recently, i think february of march wrote a letter to the mayor of san francisco asking him to remove the mounting davis because the plan is to cut 16 hundred trees. i want them to not spray herbicides there.
12:32 am
and you definitely know that san francisco ucsf cancelled pits plan to cut thirty thousand trees and they part of the statement it was the health care organizations health science organization we think that's not right to use herbicides on the reservoirs and san francisco shouldn't use the herbicides which are i think called natural and sorry i'm out of time i have many more things to say thank you very much for listening >> thank you very much. harris >> good morning, commissioners. i want to say that i'm with the filmmaker project but also i've been running a nonprofit in the western edition for 15 years now
12:33 am
and one of our key things was to open up the parks and do events in the park to bring our families into the parngz and, you know, due to the lack of protecting housing the violence in the community they stepped up with positive events and bring people out of their homes and have community festivals. i started with golden gate park with the family day this is our 10 years of doing it we've done six event in the fillmore minnesota park we're here now under the public-private partnership and asking how can the community a businessman a partner with rec and park we have great staff fretting i
12:34 am
didn't that cleans up up our minnesota park we want to make it a partnership in agreement we don't have to fill out the applications over and over again, i see you have an open space consulting committee but it's a genuine partnership we're looking for under the budget crisis we all understand we'll help to raise the money but we really want to make something significant and you know, i started a program last year as you guys get act out of play i've got one called get fit definitely rec and park is the place to be doing swimming added hampton we have unique parks in our neighborhood. we're satisfied you know we understand that kimble whole thing to the - we have hayward
12:35 am
playground trying to see what we can get the community to understand we have unique parks and want to be unique in the partnership with the rec and park as you guys took the basketball program under our wing, you know, so we just really, you know, want to create the partnership i'm abreast of what's going on i want to create the partnership i look forward to it >> thank you. >> anyone else who wants to make general public comment okay. seeing none this item is closed. commissioners we're on item 5 the consent calendar. is there any public comment under the consent calendar? seeing none, item 5 is closed we need a motion >> so moved. been moved and seconded all in favor, say i. so moved
12:36 am
>> we're now. >> let me take a minute to explain to the third grade class the commission does the business for programs for rec and park and we have 2 hundred and 20 parks in san francisco so this is kind of the by his side but also everybody does not in the public gets a chance to tell us what they want to let us know you've heard people under the general public comment it's important as the government does its business to hear from the business and conduct our business in the public so i wanted to share that as we move along. >> before we go to item 6 i want to let the folks in room 408 we have a few seats 7 seats if anyone wants to come back over to 416. with that, we're on item 6 the
12:37 am

12:40 am
host a temporary exhibit this was sponsored by a unanimous demeanor and those are made from the debris of the lasting ocean this jelly fish is made from debris and this features the zoo view open is patrick ocean and lastly our fundraiser on june 6th the zoo is open for the night and had families this is available on the website. that concludes my report. >> any public comment on that item? seeing none, public comment is closed commissioners that was discussion only. we're on item 7 the carl renovation contract award
12:41 am
>> good afternoon, commissioners melinda project manager with the capital improvements division i'm happy to come here after two years for the discussion and possible action to award contract including the bases bid contract items and alternative one the aestheticly beautiful play structure for the carl larson contract number in the amount of seven hundred and 28 thousand plus to j.b. d and sons construction. i've been working on this project for two years and come to the commission to present the conceptual design with the agreement and doing a recognition plan and it's taken a while to get to this point we were doing public fundraising working with the parks alliance and fortunately, we were able to
12:42 am
increase the fundraising and now ready to go. we've done quite a bit of coordination for the custom airline structure into the playground and for the young ones folks might know where carlson playground it's north of the pool it's a small sand area with not only a swing set but previously 3 commissions gentlemen's and transformed into play structures the last one was removed in 2003 because of contamination concerns we're working with an artist in san
12:43 am
bark who's giving >> is a beautiful steel structure plane with tile finish and a big net structure in the back where the jet plume would be we're excited and in terms of the logistics the elements for the project includes the demolition of the existing areas the concrete paving we've worked closely with the restroom renovation project and saw an opportunity with a large support from xhoour and katie tang we had an opportunity to not only drop a plane but to expand it and make it a beautiful playground for the nabtd. in addition to the plane we'll have another seating structure
12:44 am
area and new planting to preserve the landmark tree north of the bay there and west of 19th avenue. the bid asize mentioned a capital committee came in about 5 percent under our estimates that leaves money for confederacy and we have additional costs we can cover for the fabrication of the plane. so staff recommendation would be to award the construction contract to j.b. d construction and son and alternative one if you have any questions, i'll be happy to answer them >> that i any public comment on that item? seeing none, public comment is closed. >> commissioners.
12:45 am
>> would like to add to have this improved. >> seconded. >> all in favor, say i. so moved. we're on item 8 hertz playground pathways. >> morning commissions general manager thirds graders i'm the director for the leadership of the department today, i'm asking for a discussion and possible action to authorize staff to a enter into a grant agreement with a lewis construction company and the reply rec and park department for $117,000 to improve a pathway in terminations of the in kind grant agreement and to recommend that the board of supervisors accept this in kind grant and while this is a pathway project
12:46 am
it's actually a small piece of a bigger hole that the general manager referred to in his report this is part of the departments overall focus on this once challenged vast improved park in visitacion valley. this pathway will literally and you conceptually connect some of the renovations that's gone on in the playground. specifically the pathway goes from the back of the renovate koffman pool up to the also renovated baseball court this commission at the behefty of commissioner low approved that project out of the small property owner con against refers last year this ties into
12:47 am
the basketball rams in progress. i was out at the ball field and i've never seen i've not arrived to a patch of dirt when we left it was a fully so did baseball dynamic that my son gets to play on. so this importantly back to the pathway. this is an important element of the project because it creates accessibility for the community and specifically for the ada community to get from the pool to the basketball courts. it's an important part of the overall focus of the department has. with that, i'd ask you recommended tomato that the board of supervisors approve
12:48 am
that grant and authorizes us to enter into a grant >> we do have. i want ruth jackson and drew jenkins if you want to come up, please. you'll each have 3 minutes. >> good morning. we would like >> pardon me can you speak into the mike just a little bit more. >> good morning we would like to this is my son he's a product of hearst park and we've lived in the neighbor over 40 some years and when the park is not open they ring the doorbell we wish to thank rec and park for the beautiful baseball field it's gorgeous. the basketball field is beautiful.
12:49 am
and improving the park will help us to change the game. thank you >> thank you. >> how you guys doing. >> okay. >> my mothers is keeping it simple i'm kind of going to get to the nightly i didn't gritting i didn't we appreciate the upgrades and have been waiting 25 years for the upgrades like my mom said i'm a product of the park if that park wasn't there i wouldn't have been motivated to go to college to play basketball. finished college and came back and work in the community. my mom has been a teacher in the community for 45 years. we have an event at the park for the past 16 years where willie brown gave us his own day for us giving back to the community.
12:50 am
also we've been waiting for the upgrades so we really, really appreciate it and the kids on may 3rd we had some of the kids labeled gang members putting the field down for their own community it makes a difference because the kids have kids and they actually talking about well, i, tell my son and daughter i helped to put this field in this is long lasting and kids will share with others they helped to build the community back. if we don't have the pathways people like my mom won't make it to the other side to see what she's been fighting for you have citizens who want to take walks so it's important for us to have
12:51 am
the pathways coming from the public housing park so they can get to the swimming pool and not so far so we won't have to walk two blocks to get access to the pool. we really appreciate what's been going on we actually took the walk with mayor ed lee to show him and he made some moves with rec and park we appreciate all the moves that that's been moving forward to better our community and appreciate that. i want to thank you guys >> thank you very much. is there anyone else who want to make public comment seeing none, public comment is closed. >> commissioner bonilla. >> yes. i personally would like to thank a bs construction
12:52 am
for the grant and commend them publicly for all the contributions they make to community based organizations. in the mission district. i think there's few organizations out there that haven't been helped u.s. out with the projects in some way e.r. another >> commissioner low. >> i want to thank the general manager for bringing my attention to heather's playground i've never heard of the playground and in visiting the playground was moved by the itself southeast part of the city needs and impressed by volunteers and the positive impact this as going to have on the community so commend the general manager for bringing my attention to it and i also
12:53 am
understand he's going to challenge anyone on the community on may 31st to a little one-on-one. >> i'll play (laughter). >> commissioner harrison. >> yeah. somebody is being forgotten that's commissioner low. using the fund that the commissions has exactly is what that's created so a little acknowledge >> thanks commissioner low. with that, i do so my other comments. so moved arrest all in favor, say i. so moved. >> so we're on item 9 this parks improvement plan and ask staff to wait a second anyone from room 408 if you could come back for this item.
12:54 am
>> i have to look at the time good morning, commissioners and general manager and students and members of the friends school i'm the project manager with the rec and park department presenting this item for the parks improvement plan. the courts park is a small neighborhood park less than one acre and the regular uses are typically within walking distances and you can see think 0 the overhead there are two
12:55 am
elementary schools alvarado and st. phillip's school and perhaps the student the also use the park. this park contains varies facilities including a tennis court and basketball courts and a room swalt between both parks and a playground that's very well-used by community and next is an existing lawn area that is heavily used by dogs no so much by people. the dogs are using this area for both urinating and deprecating so it's perceived as an unclean space for people using the park.
12:56 am
the park is actually surveilled on two levels is upper level is the two courts as well as the lawn area and the lower areas are accompanied by children's playground and the slope. the condition of the lawn is such where it is in poor condition for two reasons one it has poor drainage and secondly because of the dog use on the lawn. currently the park has two funded projects both of which are funded 0 through the 2008 park fund and that project the existing restroom will be renovated primarily the interior and the exterior will remain to preserve it's historic character. as part of the project we'll have to provide accessibility from the playground to the room
12:57 am
so as you saw earlier on a slide the playground is on a different level so we have to provide cheer access. the next it coming from the community opportunity fund. this is a project that was applied for befriends of nov i didn't park to the tune of $11,000 the purpose is to improve the drainage of the lawn and beverages to create a gather area and the refurnish time of the park. with those two funded projects the rec and park department initiated a park improvement plan to coordinate those two projects but to coordinate future projects this is a
12:58 am
wonderful opportunity for the community to reimagine the 90 write park for the next generation of yourselves. in the development of the park plan we've held community meetings those meetings were scheduled in such a way where one meeting is predicated on a previous meeting we've held to total of 4 meetings. the first meeting was the expiation and the second was to get condominiums from the public. we used the preferred option for the third meeting for the continued development in this case we have received nor comments and decided to have a fourth meeting to display alternatives and what was the
12:59 am
preferred option. as you can see on the slide that each one of the four meetings was well attended. we have outreach by mailing public nos to addresses within the radius which the park and post the site and on the website. also i want to mentioned those meeting were in cultivation with supervisor wiener as well as the finances of the nov i didn't park >> so, now i'd like to go over in a little bit more detail on the outcome of each one of the community meetings. as i mention at the first community meeting this is a brainstorm meeting the participant were subdivided into
1:00 am
5 smaller groups for imitate decision and the score recorded back to the larger group. the planters were asked to discuss all items like you opportunity on the site ease the strengthened of the sites and suggestions for improvements. what arose from the feedback from this meeting we were able to identify common themes that arose that includes the need to create more spaces for kids and also to create a clean lawn area for people for both recessions. and in terms of an you opportunity the tennis court was preserved as a part that was not highly used an
