5:30 pm
that's our recommendations at this point (clapping) >> so next, we have the recommendations for the concept to be included in the el california so as we hear before conversation was the main thing inner finding we have the concerns about confusiversation with the teachers so one of the recommendations to finish the plan we don't see the el cap so we would like to see the allocated sources and identify the strategies in the el cap for the community engagement plan including the strategies so they can ores those that's one of the conversations mentioned. if a student a ready to fail a
5:31 pm
course they want the conversation. we would like to also see the resources for family liaisons and if one person is appointed for the engagement at a school >> great i'm going to go over 3 recommendations for the content to be included in the el cap i think it's important to say that we were exist to be part of the conversation as well we were one of the key partners with the close the gap coalition and some of the people are here in the audience with the united caveat of san francisco and i will 80 want to give them a shout out so one of the recommendations to restore the allocations to support the program.
5:32 pm
many families said this is an effort to decrease is expenditures and overall to improve the school climate and to support the positive school climate support positive city hall climate aim a huge fan this should have this formula son family la sole judges and in addition to support the staff i like to use plurals. and then the last recommendation i'll speak to describe the specific actions to expand the competent along the staff and for a curriculum arithmetic programs and service. a lot of the people in the community conversations talked about actually, the lack of
5:33 pm
culture and the bias can impact the students it was prominent in the conversations so we felt it was important to add. >> because we've heard concerns from the families that the plan didn't call for strategies for african-americans to be addressed we felt that was to be included in the el cap so we could see what supports african-americans and what resources will be earmarked to support the strategies we know the district is one of the priority decision and there's a design team that's planning and making recommendations important to make sure that work is happening is somehow decided simpleminded and shared with the families their aware of the intention for the african-american student as one
5:34 pm
parent's from the pta said focus on the african-american career readiness and the learning strategies. >> and our final recommendation thank you for being patient is we talked about we believe that's important to have a plan to explain to parents how teachers are being trained for the instruction for the southerners about the parents for the higher students being challenged and part of the instructions really is and one example for the training might took place is the constitute this is going to take place in september. >> so we want to end by saying
5:35 pm
in the a fruitful progress we were able to reach a board prospective and a number of voices in this process in a relatively he short term period this is a great opportunity to shift is number one question will my voice be heard be taking into consideration with this new regulation in the state that calls for parent input into the process this is the time to start making that shift to how we can say how parents have a voice and being respected. we look forward to continuing this ongoing process of helping to form the priorities of the district. thank you >> thank you, commissioners (clapping) thanks for your hard work. commissioners, comments or questions
5:36 pm
>> i think the presentation is great there's tons for us to work with as we develop the el cap. i have a question about the comment the district seemed to relied open internal prepared documents can you say more about that. we're required to put the el cap in the template i don't think anybody likes the template we can think of better ways to do that is it that that people didn't understand >> i think some of it was drawn upon there's missing documents that are not in awe alignment so we look forward the strategies for success in our presentation we looked at the 6 strategies how lined up with the priorities
5:37 pm
and the next is the measurable outcomes it's the concern those existing documents we don't want to reinvent the wheel but the community input and the families are saying is important that that's also reflected and taking into consideration loan with the existing documents so it is heard. >> how much time i mean, you presented the draft el cap lecture and how much time was there in between getting the entity from the process that the back and the other organizations conducted and the draft that was presented is that the issue you don't have the ability to pull that in or - >> so commissioners i'd like to say a couple of things the first
5:38 pm
thing hopefully everyone can tell the quality and the thought physicalness of the work that's going gone into the community engagement process in a uniquely positive place from the district staff standpoint by having the rich information and not to mention the experience that so many people had throughout this process. it's fantastic. and we're going to make very good use of the information. there a couple of things i want to say commissioner one is that the intention on our part was not to as george said not to start with the blank slate we felt like we have a lot of important and use full ann
5:39 pm
that's already took place in our district that's in line and aligned to the spirit and to the law behind the lcff and el cap we wanted to capitalize on that not wanting to take a blank slate having said that, we don't want to be so rigid we only rely on the thinking that's gone into for example, the impact strategy plan documents or the superintendents evaluation there's a balancing act and that's not done it's going to continue over the next few weeks and specifically to our question commissioner the pack and the delake presented their you initial finding towards the end of april i believe and we had this meeting lecture last
5:40 pm
thursday where we presented the first draft of the el cap we know there's a lot of aligning to do it was a fairly compressed times we're going to need a little bit more time to scour the words that the community partners have developed and look at the scheme a theme and quickly between thursday and this is now tuesday there was memorial day's in between so a lot of quick work is done on their part for the first draft shared on thursday. 0 we're in the process of taking the feedback and incorporating it duo into our version and the good news is the board of education and the community will have an opportunity 4 marry times every tuesday in june to
5:41 pm
discuss the el cap and the accompanying recommendations. it's going to be fast i totally understand and agree with the difficulties that the team described about the timing and this is a challenge i like the thought you are trying to move the whole schedule up earlier but i think we can make progress. this year was a little bit challenging because there was uncertainty about the template and not to mention the districts including ours are inventing and designing the strategies not to mention the work of the drafting of el cap. this is a good thought going forward to have all of this took place at an earlier stage it is difficult given the timing of the state you budget.
5:42 pm
there's sort of a semi tisk disconnect with the states timeline and the districts ideal timeline >> i appreciate that i wanted to get you answered was there a misunderstanding the district thought it was representing the input then we need to reflect more of a feedback. great. so first before i take another comment it was commissioner haney and councilmember sweeney did you have a comment >> mr. steel can we shut this off. people in the audience please private conversations outside so our panel can answer questions and hear the questions and thanks commissioner haney.
5:43 pm
yes >> well, i have some comments i know this is 92 just the beginning first of all, thank you for your extraordinary work and in sin sigg's this report how quickly you turn around and putting forward thoughtful recommendations is extraordinary. one thing i want to add commissioner norton brought it up the first question is disconcerting this is not going to be taking into consideration go it was not going to be reflective and this was just another progress and if there's anything the lcff wanted to have the community drive the process. i'd like to say over the next couple of weeks we really work together to pit this all out
5:44 pm
there to open up the questions especially with the recommendations that i put forward i want to see deputy superintendent lee if we can show how we're addressing those i know we have a framework but we can have a version that goes to the community that shows the primary recommendations and how we've address that or moved and the el captivities and the second thing i wanted to add real quick was i know that it's incredibly greg's as part of the process one thing i'll flag and we will have this conversation i really like to see us increase the number of sf u.s. staff there was 6 percent students and i'm sure we feel there's so much
5:45 pm
that students and teachers can add to our understanding of the needs so to the extent i know this is the first time i don't want to lessen the contribution of work of the families and the process but i know that others can work and would like to work and see how we can bring others folks to the table. i'm looking forward to making sure that some of the reflections to the extent we can work over the next couple of weeks to address them so thank you. >> commissioner.. i wanted to step back a moment and the one of the times the school district engaged in a broad based process was the
5:46 pm
school closer it was one way and not very contracting by this process that shows how for the district came from those days. i really want to congratulate the community partners for this very vigorous process. and bringing the views of 4 hundred folks is no small task i'm thankful and hoping there was an acknowledge with the partners if those groups would be included in the executive summary the work didn't end here i hope we can look at the colleagues for how is this being reflective and things like restore active practices and things how to figure out the
5:47 pm
school budgeted and finally dpaeptd learning. i wanted to be able to count open you folks well, you made this commitment and find the tools for learning what differentiated learning is about. there's more work to be done and my hope we can rely on other folks to get to the next level >> commissioner wynns. >> thank you we're engaged in this process and you're going our community partners to do this frankly for the unified school district they're trying to figure out how to talking take with people it's hard but the district over time with our community partners they've
5:48 pm
invested a lot of time and work into having an infrastructure that's based on having people in the community helping us to engage and enact with the community. i think the work you've done is great. i've talked with some of you i was at the april meeting and talked to some of you about the questions. i like the questions were not what do you want or what's wrong then the i'll haveness of the entity is limited and the challenge of taking the input and putting into something oust is complex. i think there's a down side it to too. the question of going forward of us making sure we've had enough opportunity to sort of say what
5:49 pm
haven't we thought about what's not in our strategy plan that you want to have a meaningful discussion about we'll have time to do that it doesn't have to be in this first year. the deputy superintendent referred to a lot of challenges that go with trying to do a process we think it's a challenge for us but really the development of the template is a statewide thing for thousands and thousands even if schools and subsequence. i'm confident it will get better and we're doing well, and he appreciate it particularly basis the recommendations are meaningful we can talk about those and should be. so i'm - i want to just say how
5:50 pm
grateful i am we've been to do this. i have a specific question that is a question i know deputy superintendent lee and i there are comments about a more transparent community engagement progress i hope will be also part of the confidence we've worked on forever it's a lot better in the transparency but we should use the process to get a better process that's more educational we all want that but we want you to help us create opportunities to have a real discussion and what can we make more transparent for people to
5:51 pm
participate what will engage you to come to the budget meetings or to help us to design things that are better than the budget meetings etc. you know, i know we need to side that importing in the subject years i want us to pursue. so i'm hoping that is one example of something you know, i pay attention to but i think all of those recommendations have the opportunity to ask the next question is this or did anything show up that satisfies people's questions. what can we had to make it for the next step down the road. i'll stop there you have comments to make >> i wanted to highlight what
5:52 pm
we presented was preliminary recommendations. we're planning to present a final version especially, after having the actual numbers the mainstreams that are going to be added to the el cap next week i believe on june 10th we'll presented our final recommendations you'll see a more flushed anti recommendation of the points today and i want to directly comment in terms of tranquilities a tool that totally pretty much jumped u jumps out from all the packages the timeline was so short so going into the community conversations we are. spending the first 20 minutes planning what el cap is so part of the transparent is everyone at the table understands and knowing what we're talking about so
5:53 pm
having a longer timeline we can talk to others people and this is what it is the el cap so everyone is coming to the table with the vocabulary and tools so the same tools and vocabulary around the metrics >> thank you president fewer. that comment really resonates around everybody having the same vocabulary and understanding particularly what you're going to be at the table. i'm happy to talk about this around the unified school district it speaks to the point that's critical so that was very important you that brought that up. i just wanted to and i don't
5:54 pm
know if it was mentioned but in particular around how we recruit and i agree with the longer timeline was we go forward deputy superintendant lee and how we develop t this conversation and find out what we're missing and the areas where the community is better to receive the conversation like this. i think what i noticed when i was going to a meeting or two or hearing about a meeting would it be possible to us to maybe tell the contingent and partner with our city folks that do board outreach for their supervisorial meetings they're in that cycle they're going around the city but in their spoiler district i
5:55 pm
want to see a cross section and saying we're going to have this type of community come to those meetings so maybe for a month the latino that communities so that not only give us time in but that really helps the latino community or folks that need translation instead of the boards let's hit here, here and here 80 so if we do a cross section that gives the community be opportunity to gather and build then move into the next section of community members we need to reach he know that sounds strange we're just barely
5:56 pm
touching the surface of the folks in the community meetings. i hope the community has more opportunity to get the word out amongst themselves i used the latino community they didn't have enough opportunity to understand the schedules although we have food and chaffering this wasn't unify information for the community to gather themselves to bring another person and spreading premeditate and deliberate the words so they could be 33 at the meeting with the vocabulary to engage with us around this discussion. i'm just going on the feedback from the meetings i attended. how do we do that a little bit better and giving the community to have an opportunity to be h at the table. i appreciate all the community
5:57 pm
members who were able to get out even though they were out there it was such a burden at night or after working or trying to get kids together that was difficult. i mean, i was tied at that time too. i'm great deal of they were able to come and participate i'm grateful for all of us us to support the process. thank you very, very much. >> thank you. any comments from commissioners i'm be brief thank you for the majority 70 percent were parents and guarded i love the fact they highlighted a positive school compliment and the need for culture competency among our staff and folks and i
5:58 pm
love the fact they highlighted the need for the african-american students and to design the strategies and what are we doing for students it's a powerful message to talk about race and to bridge races together to build a strong community. thank you very much it's really important. i can't wait to hear the report in a couple of weeks. we have a report now following up on other process on this; right? thank you very much. (clapping.)
5:59 pm
yeah. thank you. >> okay. so i believe we have a brief report from the delake oh, yes. >> good evening commissioner and deputy superintendent i would like to briefly introduce our district advisory committee and they will provide a 10 minute report. >> (speaking foreign language.) >> >> good evening deputy
6:00 pm
superintendent commissioners and everyone else who is present here tonight any member of the public wish to speak on any item. >> my name is ms. robbing a. >> (speaking foreign language.) >> tonight delay is in agreement as the recommendations made by the pack and community
