superintendent commissioners and everyone else who is present here tonight any member of the public wish to speak on any item. >> my name is ms. robbing a. >> (speaking foreign language.) >> tonight delay is in agreement as the recommendations made by the pack and community
6:01 pm
organizations. >> (speaking foreign language.) >> we would like to clarify we're doing tonight is giving you a draft of our recommendations because we are noted able to give you more specifically recommendations on a plan that is it's a draft. >> (speaking foreign language.) >> we noticed that the document is very general and we
6:02 pm
respectively request more detailed information on how the plan is going to be implemented if that's not possible if there's another document or it could be created that has more detail. >> (speaking foreign language.) >> we would respectfully ask you to consider the following in
6:03 pm
ease to understand language how funding is looked like for district central services. how does do level of funding for school sites get determined what's the proportion of strict services for the school sites >> (speaking foreign language.) >> specifically what are the central district services for school sites how much is looked for the services what is the revenue sites for the services
6:04 pm
and what are the other measures to check. effective implements for the services at school sites >> (speaking foreign language.) >> we would also liquor to ask regarding accountability built that you provide us what with list of vice presidents and the person's responsibility of responsible for the services described in the eight section of el cap so all students are provided the level of support
6:05 pm
entitled to them. >> good evening i'm carla i am one the board members a mother of two kids in the the school district. just like maria said we also support the tax understand and heard the comments in regards to the el cap template. and we said that is it just a template and it was released on thursday we had our meeting own wednesday we knew it was coming we met monday morning yesterday and yesterday morning and on a day off that a lot of the folks had the day off we met from 9 to 12. by with that said we requested this many times and returning it
6:06 pm
today to our recommendations and just a couple of side notes in the template we said that the template is just something that the state gave but it was very vague to the extent between pack and the delake and coming here many times there's been conversations we guess kind of expected american people attachment that would be a little bit more specific so in the template that you guys have we've attached side notes of the type language we want to see that's more specific. and we've also requested that anything posted to the website be directly translated that's one the issues we have different people of different languages we have interpreters here that makes it difficult to community with everyone and have a meeting
6:07 pm
and try to be quick and respond. and also so i one of the few points that i wanted we talked about that we felt were very important as far as the recommendations you'll see those recommendations are based on funding coming from the central office in other words, the w sf schools received plus the supplemental should not be touched to have the services we're funding if those services are funded from the central office for example, tutors you have .5 specialities working on one site and you can do the same thing with the tutors. opening the summer school we
6:08 pm
can't do but maybe a timeline for the supports to be given to the children during summer they lost a little bit of the information then they're more behind the mission had their celebration two weeks ago what's going to happen to the children when they come back to school i mean, if we were tested would they be reclassified those are other points we think from the central office that can be funded. transparency and the budget what we mean as far as we want to see where is the funding source coming from and the restrictions from the departments the different departments that the school district has what are
6:09 pm
they covering if there's money for els what is it paying for and we requesting because there's no monies tied to the template we're requesting that 40 percent of the supplemental money that is populated to go the el but we want to see 60 percent social workers and job liaisons jobs expended (clapping) we want to see staff and teachers that are proficient in the language their supported to support not someone that says i speak spanish by a can you read it and support of the parents and explain when you have parent conventions and a little bit more than just being bilingual. the after school program we feel
6:10 pm
should support more and my time is up thank you very much. >> good evening. i'm june i'm the liaison for multi lingual vice president i'm going to share the recommendations.
6:11 pm
>> (speaking foreign language.) >> sorry.
6:12 pm
the respectfully request the position at the school side level the district should understand what it involves and providing the english services and the support to el students if the district uses 0 one size fits all approach it will be difficult to achieve the success but we believe that can make sure that the el funding is used for acknowledge english learns and revolve is problems. the el services management reports to the district and will be in charge of districts for the el services including the structural programs funding and
6:13 pm
conditions. conversations of these see with parent responsibility. conversation with the el parent and revolve their problems that he the el causes are reasonably retained and the performance of el students and have the reclassification rate and organize monthly meeting and collect the compromised and exchange experience with others schools and not from school sites for the l l d >> it's it commissioners, comments or questions? none. okay commissioner norton >> i think this is great
6:14 pm
additional input especially the english learners position it's an interesting idea we i feel like we had small business in that position we don't have anybody in a position right now but this is great was we develop the el cap commissioner haney. >> thank you for meeting on your day off. the one thing a lot of the questions first on the kind of the way we allocate services the revenue source i wonder if we can find a way to communicate that to you all sooner than later who someone who will present the way you've found those types of questions like a report back from the district go
6:15 pm
to make sure those questions in particular are addressed and for your recommendation i get an adequate response to what i think is a very solid request from the district. >> a few months ago we had a presentation it was forgive it was easy for us to understand so something like that would be fine and make sure their translated so we can keep up. >> (speaking foreign language.) >> also, if it be at the same
6:16 pm
time the translation can be posted on the interject that's helpful as well as the school to district us as partiality to find that information. >> my comments from the board members i can't help but notice what you said mysteries the recommendations from our unanimous report every year around the shiners that teachers are completely involved and the frustration of personalities what they're not so i want to assure you we've mentioned that during our personnel labor meetings to address this issues you've brought up repeatedly so thank you for your participation. anything.
6:17 pm
>> (speaking foreign language.) >> thank you also to the members finds d lake our additional input and superintendant lee mentioned that is the best way to present the information in conjunction with the feedback we've heard this is a lot to consider we'll make sure that we present and submit the best plan possible thank you. >> thank you very much and thank you for staying so late (clapping) now if i hear in objections i'm to move up general public comment. since everyone has been waiting patiently >> thank you we had such a long scholarship presentations but that's a good thing we had so
6:18 pm

6:20 pm
the standard of review at the planning commission their, their conditional use project there's a tremendous amount of community opposition and the parent are concerned about the fact that a 10 story building were this seems to be going in and out am i doing something wrong. this 10 story building will put our playground in shade most of the time. the developers have offered to raise our blaurgd but won't give us a copy of the shade studying they said it will only be increased by 20 percent which is dramatically different from the shadow study and didn't make
6:21 pm
sense to us we can't evaluate that without a copy. they're not willing to discuss possibly lower the height of their building this is lonely the way to reduce the shade >> am i done. >> we got the point thank you very much. >> thank you. next speaker, please my name is oh, my gosh shall i'm from iraq also i'm studying in the school but hi. my problem is i'm offering to you because i have 3 kids in different schools in different area in san francisco. and it's too much difficult to me, i'm now in the not bad situation but difficult

nicely gov. into the community feedback. the top 3 questions that were asked by everyone whether or not their voices will be taking into consideration and the comments from the board seems to be surprised by that. i personally in am a parent and surprised by your surprise. the skepticism this guy was released from, no feedback from educators nobody and even though it greatly impacts after all us. the coffee chat was held before our last consul advisory couldn't for special education we had board members as well as san francisco unified school district staff in attendance but
6:25 pm
no conclusion reached and in the greatest transparency and educator voices being heard i look forward to going to the next meeting and hopefully in that meeting parent and caveat feedback will be considered and the guide revised thank you. (clapping.) >> hello, i'm a parent of a child in the sfusd center i sent you a letter the district announced continually revising the guidelines it has significant cuts and the parents are concerned about the losses and the guidelines use a form that only take into account only
6:26 pm
speedily data and not taking into consideration actually school needs by the children. miraculously any son has disabilities he's only moderately disbewilder and didn't take a look it's overruled needs like direct services we ask you to really back the formula it's flawed. we first need to take on accurate account of the needs going forward with this formula will cost eir vocal harm. the statements by at the sf administrators they suggest that the teachers doesn't want

6:30 pm
can't happen last year the district sent two representatives to our school to implement two day classes and no dates for rolling out the infrastructure nothing. then we learned they were going to place one of the classes by replacing our library and then to move the classes no money for upgrades no furniture this is unacceptable. jefferson's parents and teachers took it upon themselves to come up with ways to prevent the loss of our library but no concrete plan. we're only able to focus on the struggles like our lack of commuter and the incorporation of our curriculum jefferson teachers and parents wasted time n engaging c
