4:18 pm
>> supervisor cowen. >> thank you very much. in 1978 california voters overwhelmingly passed the highly discussed ubiquitous proposition 13 because of the extreme property taxes for these hope people out of their home but it's shifted away from businesses and commercial property owners. and has begun to be on the shoulder of residential homeowners especially the younger one. tens of the million dollars should be going to our schools and statewide for public safety and infrastructure comes from property takes and in san francisco coloring to 40 percent it's an unfair damaging advantage to property owners tom introduced a bill calling for
4:19 pm
the reassessment of commercial property taxed at the change of ownership of commercial prompt you support this i'm offering a suggestion that we do more. this resolution that we're hearing now is asking the state to go further by requesting the commercial property be reseas regularly between one and 5 years like every other state. san francisco property owners are paying taxes based on assessments that are 20 to thirty years out-of-date closing the commercial property tax loophole jatsdz over $100 million leading to more sustainable revenue sources for 0 san francisco you've heard the

4:21 pm
2003 gonzales and daily also korsz a similar measure but a cycle over thirty decades when preoccupation 13 passed in 1978 it impacted schools and they slowly disappeared and i hope we understand to look at proposition 13 as important as it was it failed and i believe the authors brought this to the voters before it passed in 1978 it needs to be taken up to the state level so we can get back to the level of education and in the meantime, this is awning important interim step that the state can make so we're
4:22 pm
inadequately funding our states thank you supervisor cowen so far working on this legislation. >> supervisor campos. >> thank you, mr. president i want to be added asia co-sponsor i don't know this is in the legislation but how significant that a former supervisor assemblyman who is the co-author of that pyritic legislation arguingly the most important legislation that's been put forward the chronicle won't cover wherever this gentleman did something but it's important for the record 0 highlight the rail a thought california politics that leading the efforts as it progresses
4:23 pm
assembly member from san francisco and i personally am proud of the fact that it is tom who is making this happen. and it's not surprising given everything hesitate accomplished but san franciscans won't know about it because the chronicle won't write about it >> supervisor yee. >> thank you president chiu. thank you supervisor cowen for authorizing this i'm happy to be a co-author of this. for me, i served open 7 school board for 8 years and the devastation of not having the funding for our schools and ranking us at the bottom in the united states before i of those a supervisor i felt an impact autonomy for my children that
4:24 pm
went to public schools but also as a teacher that finding it difficult to find a teaching job in the public schools. so this whole commercial property tax loophole is something that needs to be addressed. when these commercial properties do not even increase their rates when there's actually a change in ownerships but because it changes in such a way there's not a change 90 in ownership people buy up the company or corporations that owns the property then they have a loophole not to like unlike residential properties when you buy a property their rate changes but it doesn't change in commercial properties we need to
4:25 pm
change that >> supervisor mar. >> i want to thank supervisor cowen for bringing this forward. i know in conversation with tom it passed out of the assembly on theirs it's going to go to the not. >> so tom has done historic heavy lifting by building a bipartisanship number of legislators but i'm happy that the young people and community leaders h have spoken up. i know that different mayors of big cities are supporting this i spronl strongly urge our mayor ed lee to support in 0 supervisors and especially assemblyman i thank you >> supervisor cowen. >> thank you very much it's interesting that supervisor mar being left of tommy i learned

4:29 pm
supervisor breed and supervisor tang for joining on the resolution. colleagues without repeating everything that i said during the introduction today, we know that this sick anti has had a very, very detrimental effect on hundreds of people in the city it pushes people into their cars and increases traffic and undermines the economy and the way people get around to work and doctors appoints and school it is important that we as a a board state we don't support this sickout and ask our mini drivers to end the sickout and go back to work. i was very, very careful to explicitly state in the resolution how critical the machining drivers are to our community that is important work our city can't function without
