i've contributed to studies in reports on migration and displacement in the bay area. due to development and have consulted and worked for city government for the past ten years on community issues. but most importantly, this is a really important issue that's going on in soma. they're at a cross roads in terms of cross roads disparity and people moving in high and unaffordable rent. soma is near and dear to my heart because it effects my neighborhood and the people that i see everyday and have lived here for years. and so i want to continue to protect it. i've worked on community driven processes with various groups and i want to insure that that's what we have here at the fund. and in terms of like the -- in terms of what goals and priorities we want to

continue is establishing the small price programs and strengthening the programs and we want have one property but we want to continue and get into that momentum and assisting non profits and insuring that they could possibly own their own property in the future. thank you for your consideration. >> next up is ellen alono. >> good afternoon, supervisors. i had to take a deep breath. sorry. i he wore a new shirt for you guys. >> we're honored. >> excuse the shuffled look right now. my name is allen and first of all, thank you for this opportunity to speak before

you. i'm a cac member representing the community base organizations south of market. i've been on the stabilization fund cac for three and a half years now, so i'll confess, it was a learning curve for me, but now i've been seated and i feel -- my time on the cac, i feel that i've really helped -- i've learned so much and i feel that i can help the community by continuing my participation in the cac. i've been living in san francisco for a total of 28 years. 1 11 of the years i lived in the south of market. i started from 850 west brian shirt and i was the manager of beno street. and it's a filipino venue that has been around since 1989. i

work as a manager which is apart of the south of market area. we have one on six street, a drop in center and a community arts program on market. so i still feel that i'm very -- i want to continue to stay and be closely tied with this community which i hold so dearly close to my heart because of the people that i've got to meet here, the many organizations that i've supported, advocated for as a volunteer and as a community advocate including the buy and eat community center, and the equity center and the housing project and oasis for girls and and united players. given this opportunity, i hope to continue my work for a neighborhood that is going through, as we know, a period of phenomenal change and transitions that i hope will

benefit the community without displacing its true assets, its families, its workers that have called the south of market area home for years. so that's what i hope. >> what's that sound? never mind. >> it's not the giant's game. they won today, so if i sustain on the cac, i hope we continue our great work. we've done great work from things like finally putting a stop lieths on folsom street which was needed. we got that going. we're working on small site acquisition and hoping to help united players acquire their space because we all know that one way too immune yourselves from displacement is to own your property, so we're hoping

the different community organizations in folsom and there's so many. the stabilization fund is a critical community empowerment tool to do that and build a future neighborhood. thank you. >> thank you. i think this was the last person is thomas timbrano. >> hello, supervisors. excuse me. my name is tom for the past three and a half years, i've had the honor and privilege of serving as the small business community representative on the soma fund cac and i've had the -- i've had the honor

of serving as the co-chair. i personally many a small business owner and i known a neighborhood bar and i provide social media consulting services for small business and non profits who serve them. additionally i've done quite a bit of work if the western soma plan advocating for community serving small businesses and making sure we minimize tension with resident communities. south of market is one of the hottest places in the city if not the country to open a small business these days. a lot of what the fund has done was try to educate existing small business owners but also new and in coming small business owners about the impact that they're having on the existing resident community and how they can be apart of a solution and create a more cohesive community rather than furthering the income stratification that we

see. during my ten year on the fund, we have implemented a small business revolving loan fund where south of market base businesses agreed to do things like try to hire south of market residents to provide different pro bono services and open up their spaces for south market needs and we want to see small businesses that invest in south of market, be able to grow themselves which is why we created the resolving loan fun. we also recently were able to fund these so much strong program which is a collaboration between renaissance center and playa that provides jobs through the market youth and through renaissance finding small businesses to partner, to hire those young folks and insure that south of market small businesses are there benefiting the resident community in becoming apart of

it. you know, in terms of work that we have yet to do, south of market today is seeing growth that not even the folks who help to create this legislation eight years ago could have anticipated and we, you know, in the past several years have shifted our strategic vision to a lot of what the previous speakers have talked about which is really helping members of the community actually have an ownership stake whether it's through small acquisition programs, keeping folks in their homes and helping non profit in the neighborhood. and be able to stay in the neighborhood, so i hope to be reappointed and to be able to continue the work that i've done to keep small business, keel -- keep small businesses and non profits in the community

task force. as you know our nominees are attorney mark and investigator reporter ally. they're outstanding candidates, literate and open governance, fair minded and highly educated and technically savy. the foy committee screened their applications and interviewed them and approved them. their credentials to serve is above approach. let me be claire that fbj perspective is one of disclosure and openness. with the unequivalent cal intent and the will of san francisco voters that the journalism -- they would nominate candidates. the intent of voters remains transparency. look no further than tuesday easy lexes where 71 percent of voters approved.

make no mistake, the people want open government. be reminded also that the california constitution requires the government and those like you elected to oversee the government to take the broad evident possible view of disclosure and the narrowest view of non disclosure. that language was approved by voters in prop 9 with 87 percent of san franciscans voting yes. the question is clear, that san franciscans want transparency. in 1999 where 58 percent voters approved of making the sunshine -- they made it tougher. that means a robust task force, that means strong fair members like mark and ally winston. yet, there are members of your government, not all, but some

that seems more interested in having faxes guard the hands than having accountability in city hall. the policy shows this. and there's members of your board, not all, but some who seem like they're on a petty ven debty against the task force for holding them accountable. but today is a new day with new candidates before you. the paraphrase president lincoln, let the people know the facts and the city will be safe. for them to have the facts, you need a vibrant task force because as we know, if people were angels we would need no government and if government themselves were comprised of angels we would need to watch dogs, but we know that angels [inaudible] and without watch dogs, we

appreciate to interact with people from all races of life. it has been a great value of life to deal with the cases brought before us on the task force. we are indeed a diverse city and it takes a diverse force to serve our constituents. thank you chair yee for supporting my reappointment to seat nine three years ago and i would like to say campos and tang to support me for a second term. i would like to touch on additional areas if i may. my degrees are in english and psych college and i have an mba from john hopkins. i was trained as a paralegal and i have an understanding of the law. this training is useful in navigating through the task force and in crafting the

minutes of our sub-committees. i introduce we have some special meetings. we have been doing that for the past nine months and continue to do so. i have the best attendance records, that record is on page three of your handout. i have no children. just pets, a cat and dog and i have my own business so i can meet the needs of the both and the regular meetings. i serve on not one but two committees, educational outreach and the rules committees. i have an -- it seemed that televised coverage is not something we're going to be budgeted for in the near future. i would like to re-evacuate the

[inaudible] committee. i want to set up a short video coverage and presenting several case studies depicting cases we have heard, therefore by providing a road map and setting expectations for those who may appear before us in the future. i hope to convince the city a couple of hours of coverage. the intent is to launch a new branch. and think by improve the efficiency of our meeting. lastly, i would like to talk about institutional knowledge. with four of our members choosing not to run again, i think it's viable to reelect the members choosing to run again. we have worked to hard to build over the past years. in summary, i would like to emphasize the qualities that i hope to continue to bring in a second term. first
